QUESTION AND ANSWER:

The following questions and the Navy's answers are hereby provided. Some of the answers include changes to the solicitation:

Ouestion I: Also, is there any cutoff date for questions and/or clarifications? I haven't seen one yet, but perhaps I've missed it so far.

Answer 1: Questions may be asked up until the closing date/time.

Ouestion 2: Technical Drawings NA VSEA 6392781 The technical drawing uploaded as a part of the solicitation drawing, do not match the noted N A VSEA drawings. Was this uploaded in error? If so, we would appreciate NA VSEA 6392781 either sent or uploaded. If not, please indicate how this drawing relates to this procurement, as it is not readily apparent to us.

The original drawing uploaded with the solicitation was incorrect. The correct document, NAVSEA 6392781 is a specification and was uploaded to FBO on 15 March 2012.

NOOI04-12-R-L001, Amendment 0003

We are set up in FBO and we have our CCR up to date, but diving into this more, we need to have a 002345 form filled out and would mail to OLIS for review and submission.

Here they would alter our CCR which would give us a different access level to the FBO website.

This process would take a fair amount of time to have completed. We will start the process but in the mean time, could the below document be provided by your office?

Some of the documents referenced in the specification are subject to Export Control. Therefore, only contractors with an approved and current 002345 on file with OLIS may receive a copy of the documents.

The following questions apply to Hyperbaric Testing:

Question 6: Concerning referenced documents NAVSEA S951O-AB-ATM-01O, SS800-AG MAV/P-290 and SS521-AK-HBK-0 I0, can you outline which parts of these documents the subject craft will have to comply with?

Answer 6: The documents address the in-scope safe system certification for submarine launch and recovery. All offerors must comply with the referenced documents.

Question 7: Are there any recommended independent labs that NA VSUP could recommend in testing for the off-gas requirement?

Answer 7: NAVSUP WSS will not recommend any independent test labs.

Ouestion 8: While testing for the off-gassing requirement, will the entire boat be subject to the test or components of the boat? If pieces of the boat are tested independently, can the components be defined as to what would be tested, i.e. transom, fabric, seams, marine caulk, transom paint, webbing, fabric coatings, paddles, fuel bag, exc ... ? With this confirmed, are MSOS required for all of these components in the technical response?

Answer 8: The entire craft will be tested for compliance with the Hyperbaric and Oeep Submergence Safe System Certification requirement. MSOS sheets shall be provided with the technical proposal, in accordance with paragraph C.4.3.8.3.

NOOI04-12-R-L001, Amendment 0003

Question 9: CA.3.3.1 FABRIC: This paragraph states "No additions or substitutions of non metallic materials, solvents, adhesives, etc., are allowed that deviate from the 'as built' configuration without express written approval of Weapon Systems Support PCO".

So that we are clear on this point, if we have two fabric manufacturers, both fabrics meeting the same (or similar), technical specifications, changing fabric vendors would require approval?

Answer 9: See Amendment Two to the solicitation for a changed version of the subject paragraph. Additionally, if a potential offeror would want to have more than one fabric manufacturer, they shall submit a separate proposal for each fabric. If the awardee changes the fabric supplier to a different fabric supplier after the contract is awarded, then approval of the Weapons Systems Support PCO is required.

Question 10: CA.3.8.3. HYPERBARIC AND DEEP SUBMERGENCE SAFE SYSTEM CERTIFICAnON

This paragraph refers to the requirement to submit a Toxic and Flammable Materials List (ToxlFlam List) of all non-metallic materials used in the design and operation of the craft.

Paragraph C.4.3.l cites the requirement that this craft and standard accessories must be within the Scope of Certification (SOC) for Off-gas requirements as a "Safe System" for use in a Manned Hyperbaric and Deep Submergence atmosphere.

Does the submission of the ToxlFlam List satisfy this requirement, as paragraph CA.3.8.3 seems to indicate? If not, please indicate exactly what is needed to satisfy this requirement.

Answer 10: Yes, the submission of the ToxlFlam list satisfies this requirement. Additionally, the following clause is added to Section M of the solicitation and explains the process that the Navy will use to evaluate the Technical Proposals:

M-EVALUATION OF PROPOSALS PROCESS

The Navy intends to have two rounds of Technical Acceptability determinations. The first round will consist of the Navy evaluating the paper volumes of the technical proposal to make an initial determination of Technical Acceptability. After this determination, two bid sample craft will be requested from the offerors considered Technically Acceptable. Those bid sample craft will then be subjected to Navy verification testing of the requirements to Section C. A final determination of Technical Acceptability will be made after this evaluation. Pricing Proposals will then be requested from offerors with a final determination of Technical Acceptability.

N00104-12-R-L001, Amendment 0003

Question 11: Section C.4.3.8.3, Hyperbaric and Deep Submergence Safe System Certification requires MSDS be supplied for all non-metallic materials. Many materials including the caulk and adhesives have MSDS for safe use of the material while it is being used in the manufacturing setting. The MSDS may not apply for materials that have filly cured in construction of the boat. An MSDS for glue would not be applicable for a boat that is ready for operation. Can guidance be provided on providing safety information on these material types'?

Answer 11: Per C.4.3.8.3MSDS shall be provided with the technical proposal for all "cured" substances used in the manufacturing of the craft.

The following questions apply to other issues regarding the solicitation:

Question 12: A question arose regarding C.4.3.4.2 Automatic Inflation System. Which states:

"the craft shall have a means to inflate the entire boat". Please elaborate on what the Navy needs for this requirement.

Answer 12: The craft is required to have an Automatic Inflation System as stated in C.4.3.4.2.

Each boat delivered must have automatic single point inflation.

Question 13: C.4.3.4.2 AUTOMATIC INFLATION SYSTEM

This paragraph states "The craft shall have means to inflate the entire craft from one each

100 ft3 SCUBA cylinder using either breathable air or C02."

Is an automatic inflation system that uses only breathable air sufficient, or is the requirement for both breathable air and C02?

Answer 13: No, Per C.4.3.4.2, The craft shall have means to inflate the entire craft from one each 100 ft3 SCUBA cylinder using either breathable air or CQ2.

Question 14: Section C.4.3.9.1 which outlines the equipment to be provided with the bid sample includes a lifting sling as equipment to be provided. This item is not included in the rest of the specification.

Question 14a: Is this required for the bid sample?

Answer 14a: Yes, see C.4.3.9.1.

NOOI04-12-R-L001. Amendment 0003

Question 14b: Should a lifting sling be provided with each boat delivered under the contract?

Answer 14b: Yes, see CA.3.11.1 as amended below:

C.4.3.11 Craft Accessories

CA.3.11.1 The Bare craft manufactured for delivery to the Government is required to include the following accessories and or attachments: owner's manual, attachment straps for removable accessories, and one (I each) bag for the storage and transportation of the boat when in it's rolled up position. The All-Up craft manufactured for delivery to the Government is required to include the following accessories and or attachments: two (2ea) integral stowage compartments for the onboard Emergency craft repair kit (included). Each repair kit includes, conical plugs, patches, clamps, and buoyancy chamber pressure gauge metered in PSI. A single paddle bag (six paddle capacity), connected to the boat via fastening clips, an owner's manual, six (6ea) long handle, wide blade paddles, with a dull matte finish of sufficient strength and durability. Two (2ea) foot operated inflation pumps with hose and connectors, one (lea) Bag which allows for storage and transportation of the boat when in its rolled up position, a field service manual, and a rapid deployment fabric covered aluminum slatted roll up floor. Each craft, either Bare or All-Up shall include a lifting sling.

dull finish throughout."

CA.3.6.1. COLOR - This paragraph states that the craft shall be, " ... non-reflective matte or

Does this requirement include the boat bottom?

Yes.

Question 16: CA.3.11. CRAFf ACCESSORIES This paragraph cites the requirement for 2 ea foot-operated inflation pumps. However, paragraph C.4.3.9.1. BID SAMPLE states that "two hand or foot pumps" shall be included in the Bid Sample.

Question 16a: Please clarify. Are hand pumps acceptable to meet the requirement for manual inflation pumps?

C.4.3.9.l was revised via amendment 0002 and the option for the hand pump was removed.

Question 16b: This paragraph also notes the requirement for a fuel bladder.

Are there specifications that can be provided for the design? Is a rectangular shape that clips to the gunwale lifeline sufficient to meet this requirement?

Answer 16b: The requirement for a fuel bladder has been removed from section CA.3.11 Craft Accessories, see Answer 14b above.

Question 17: Concerning CA.3.3.2, "Each chamber should be fitted with a manual inflation/deflation valve and pressure relief valves. Those valves should be in recessed flanges"

Question 17a: If the offeror provides a transfer valve which is also an inflation/deflation valve, are additional inflation/deflation valves required to be installed in each chamber?

Answer 17a: No, additional inflation/deflation valves are not required.

CA.3.3.2 states that, "CA.3.3.2. Main Buoyancy Tube: The main buoyancy tube (MBT) shall have a minimum of 5 chambers of roughly equal volume. Each chamber shall be separated from the adjacent chamber by a bulkhead capable of withstanding 200% of the working pressure when the adjacent chamber is deflated. Each chamber shall be equipped with manual inflation/deflation valves and pressure relief valves (PRVs). Those valves shall be installed in recessed flanges and easily removable for replacement or repair. Valves should be placed to ensure full deflation of buoyancy tubes during submerged submarine recovery operations." This is the Navy's minimum requirement for the Main Buoyancy Tube.

Question 17b: For the pressure relief valves, if the automatic inflation system and transfer valve system only requires 2 pressure relief valves in the chamber which compressed air is inflating the boat, would the additional pressure relief valves be required for the other chambers?

Answer 17b: Yes, additional pressure relief valves would be required for the other chambers.

See 17(a) above.

Question 18: Will the technical proposal be given consideration even though we expect it to be missing some technical reports, ego Soft-duck test and Off-gas test results?

Answer 18: The closing date will be extended till 0 I August 2012 to allow all potential offerors additional time to complete proposal preparation. Additionally, the offerors will not need to conduct the hyperbaric testing in CA.3.8.3. The following paragraph is added to Clause L- PROPOSAL SUBMISSION REQUIREMENTS, PART II. TECHNICAL PROPOSAL, paragraph I.

b. The offeror is not required to submit testing data of information regarding hyperbaric testing in C.4.3.8.3. The Navy has the sole responsibility for testing compliance with this requirement.
