16. REMARKS
1. (BLK 12 and 13) Initial submission of the Security Evaluation Document (SED) shall be NLT 2 months prior to the Preliminary Design Review (PDR) event. Follow-on submissions including Government comments on the initial shall be submitted as required. Next submission of the SED shall be NLT 2 months prior to the Critical Design Review (CDR) event. Subsequent submissions shall be submitted as required. The SED shall include a table that reflects the IASRD requirements and a column indicating compliant, partially compliant, or N/A. Any partially compliant or N/A requires an explanation.
2. Revision changes and additions from earlier versions shall be identified by a solid vertical bar, with additions identified by red text color. Deletions and formatting changes shall be indicated in the page margin. An appendix of the SED shall be used to track comments along with the appropriate response and/or changes. These responses shall reference corresponding locations in the body of the document, which are marked by Change Bars.
These comments and responses stay with the SED with each revision.
3. If, during the preliminary design phase, the designer believes that a stated system security requirement or goal is not applicable to the emerging design approach, a justification for why that requirement or goal is not applicable is provided in lieu of the design approach. The purpose is to provide a mechanism for security requirements and goals to be further tailored to the design. If the Government agrees with the justification, the requirement or goal need not be addressed in subsequent documentation. On the other hand, if the Government believes that the requirement or goal is still applicable, the designer is then responsible for providing the Government with a description of the design approach for satisfying the requirement or goal.
4. Requires 0N number.
