2. Provisioning Items Ordered (PIO)

APPLICABLE TO CLINS, if and to the extent exercised, option items 1004, 2004, and 3004

(a) Contracting Modification – Provisioning Items and Other Supplies or Services to be Furnished When Ordered by the Government. The Contractor shall furnish supplies or services under the Item set forth herein when a contract modification is issued by the Purchasing Contracting Officer (PCO) in accordance with the procedures specified in the Schedule. The Government shall not be liable for any expenses incurred by the Contractor under Item set forth herein until a contract modification is issued by the Government.

(b) Ordering. For the purpose of this contract, the PCO is the ordering activity. The PCO will issue contract modifications for supplies or services to be furnished by the Contractor in accordance with requirements specified by the cognizant provisioning or requiring activity designated in paragraph (1) below. Each contract modification issued in accordance with paragraph (d) or (e) below shall be prepared on Standard Form 30 (Amendment of Solicitation/Modification of Contract);

(i) be numbered as a modification to this contract in accordance with FAR Supplement 4.7004-3;

(ii) identify the Item number set forth in SECTION B of the Schedule under which the supplies or services are being procured;

(iii) set forth the supplies or services and the quantities being procured.

(iv) set forth packaging (preservation and packing) and marking requirements for supplies being procured (See FAR 10.004(e));

(v) set forth consignment instructions for supplies being procured to the extent they are known at the time the contract modification is issued (See FAR 47.305-10 and DOD FAR Supplement 247.305- 10);

(vi) set forth the negotiated delivery or performance dates (or the Government’s desired delivery or performance dates in the case of a NTE modification where the delivery schedule has not been negotiated);

(vii) identify those items, if any, subject to the “Limitation of Liability – Major Items” clause, if included in this contract;

(viii) obligate funds to cover supplemental agreement issued under paragraph (d) below or not to exceed (NTE) modifications issued under paragraph (e) below;

(ix) set forth the applicable accounting and appropriation data;

(x) be given the same distribution as this contract, except that distribution of voluminous contract exhibits shall be limited to:

(1) the Contractor,

(2) the Contract Administration Office,

(3) the cognizant provisioning or requiring activity,

(4) the Paying Office, and

(5) the Accounting Office.

(c) Supplemental Agreements Covering Priced Provisioning Items or Other Supplies or Services. Except as otherwise provided in paragraph (e) below, the PCO will issue a supplemental agreement to this contract when supplies or services are to be furnished by the Contractor. The Contractor shall submit to the PCO, prior to the issuance of each modification, a price quotation for the supplies or services ordered by the Government which shall include: (1) an estimate of the costs with sufficient data to support the accuracy and reliability of such estimate, and

(2) supporting cost and pricing data. Such supplemental agreement shall be fully priced and otherwise fully definitive at the time of issuance and shall be signed by the Contractor and the PCO.

(d) Provisioning Items Orders and Other NTE Modifications. In those cases where it is not possible to fully price the supplies or services required by the Government in accordance with paragraph (c) above, the PCO will issue unilateral contract modification in the form of a NTE modification. Each NTE modification shall provide for total performance of the modification for the specified NTE and such NTE shall bear reasonable relationship to the work to be performed. A milestone schedule which culminates in a mutually agreed date upon which complete definitization will occur shall be included in each NTE modification. The milestone schedule established in the NTE modification concerned shall be within the period set forth in paragraph (g) below. Each NTE modification shall set forth the not-to-exceed NTE for the supplies or services being procured and shall be signed by the PCO.

The NTE specified in any NTE modification shall not be used as a billing price for delivered items. Modifications for provisioned items shall be issued in accordance with DOD FAR Supplemental 217-7402(b).

(e) Limitation of Government Liability and Contractor Obligations Under NTE Modifications. The not-to-exceed price specified in each NTE modification shall be the limitation on the Government’s obligation to pay for the supplies of the services being ordered until the NTE modification has been superseded by a supplemental agreement to this contract unless such not-to-exceed price has been increased, in writing, by the PCO. The Contractor shall not be obligated to proceed with performance under any NTE modified, if the Contractor has reason to believe that the supplies or services called for will so exceed the estimated price specified therein, but shall promptly so notify the PCO, in writing, with a copy to the cognizant provisioning or requiring activity, and propose an increase in the estimated price. Within fifteen (15) days after receipt of such notification, the PCO will either increase the estimated price of the NTE modification concerned or notify the Contractor, in writing, how and to what extent the work is to be continued. If the Contractor has reason to believe that the total price to the Government for the supplies or services called for in any NTE modification will be substantially less than the estimated price specified therein, the Contractor shall promptly so notify the PCO in writing, with a copy to the cognizant provisioning or requiring activity. The PCO may, based upon such notification decrease the estimated price of the NTE modification concerned.

(f) Cost Quotations and Establishment of Definitized Estimated Firm Fixed Price Under NTE Modifications. The Contractor shall submit to the PCO, not later than sixty (60) days after issuance of each NTE modification a price quotation for the supplies or services ordered by the Government which shall include: (1) a statement of costs incurred and an estimate of the costs expected to be incurred in the performance of the NTE modification, together with sufficient data to support the accuracy and reliability of such estimate, and (2) supporting cost and pricing data.

Upon submission of the Contractor’s price quotation, the Contractor and the PCO shall promptly negotiate and establish a firm price for the supplies or services called for in the NTE modification concerned. The firm price established for the supplies set forth in a supplemental agreement to the contract shall supersede the applicable NTE modification. Multiple NTE modifications or portions of unpriced modifications may be incorporated in a supplemental agreement which supersedes a NTE modification, provided that the identification shown in the applicable NTE modifications is set forth in such supplemental agreements. Any supplemental agreement, which supersedes a NTE modification, shall be executed within one hundred eighty (180) days after the issuance of the NTE modification, but in no event after forty percent (40%) of the work has been completed. If agreement on a definitive bilateral modification to any NTE modification is not reached by the period specified above, the PCO may determine a reasonable price for the NTE modification concerned with FAR 15.8 and FAR Part 31 and DOD FAR Supplemental 215.8 and FAR Part 31 subject to appeal by the Contractor as provided in the “Disputes” clause of this contract.

(g) Segregation of Costs of NTE Modifications. The Contractor shall segregate by modification all incurred costs (less allocable credits) for work allocable to each NTE modification issued pursuant to paragraph (e) above. The requirement for the Contractor to segregate the costs of each NTE modification shall continue until a firm price is established by a supplemental agreement to this contract.

(h) Modification to Supplemental Agreements. Additions to supplemental agreements or NTE modifications shall be effected in accordance with the procedures for issuing contract modifications specified herein. Any claim for charges resulting from a decrease in the supplies or services ordered by the Government shall be processed in accordance with the termination procedures of this contract. Items of supplies or service set forth in modifications to supplemental agreements or NTE modifications (or contract exhibits) issued hereunder shall be numbered in accordance with the applicable procedures in DOD FAR Supplemental 204.7107, except that new contract line numbers shall not be assigned in contract modifications issued by the PCO.

L-3.0 PROPOSAL VOLUMES

The Offeror shall provide sufficient detail to substantiate the validity of all stated claims. An Offeror’s proposal is presumed to represent their best efforts to respond to the solicitation.

Proposals should be clear, concise, and complete. Organization, clarity, accuracy of information, relevance, and completeness are important. Sufficient supporting information shall be provided to allow the Government to evaluate the Offeror’s approach. Stating that the Offeror understands and complies with this effort or paraphrasing the statements of the RFP is considered inadequate and unacceptable. Phrases such as “standard procedures will be employed” and “well known techniques will be used” are also considered inadequate. Elaborate brochures or other presentation aids are not necessary and if such material is included in the proposal it will be included in the volume page count.

Proposals shall correlate directly and sequentially with the following specific proposal preparation instructions. Non-conformance to the instructions may cause rejection of the proposal. Proposals shall be complete and self-sufficient, relate exactly to what is requested, and strictly adhere to the requirements of this solicitation. Use of documentation by reference that is not incorporated into the proposal will not be allowed. Where cross-referencing is used, the volume, attachment, exhibit and paragraph numbers, as appropriate, shall be referenced. Tables of contents, blank pages, requirements compliance matrices, lists of tables, list of drawings, list of figures, glossaries, and lists of proprietary data do not count against the page limitations.

The required content for each volume section is described below:

L-3.1 VOLUME I: CONTRACT DOCUMENTS. The completion and submission to the Government of the items in Volume I will constitute the offer. The Government’s acceptance of the offer will create a binding contract between the Government and Offeror. The Offeror’s proposal shall be signed by a company official having actual authority to bind the contractor contractually. The Offeror’s failure or refusal to assent to any of the terms and conditions of this RFP or its imposition of additional conditions or any material omission in its offer may constitute a deficiency which may make the offer unacceptable to the Government.

L-3.1.1 Section 1: Cover Letter/Executive Summary. The Offeror’s proposal shall include a cover letter on company letterhead and signed by an individual who possesses authority to contractually bind the Offeror. The cover letter shall acknowledge receipt of all amendments (if any are issued) to the RFP. The cover letter shall identify all enclosures being transmitted as part of the response to the RFP. The Cover Letter shall provide a statement specifying the extent of agreement with all terms, conditions, and provisions included in the solicitation and a point of contact including name, telephone number and email for correspondence regarding the proposal.

It shall state: (1) Commercial and Government Entity (CAGE) number, (2) Data Universal Numbering System (DUNS) number, (3) Taxpayer Identification Number (TIN), (4) address(es) of the location(s) at which the Offeror intends to perform the proposed effort, (5) name, address and telephone number of the cognizant Defense Contract Audit Agency (DCAA) audit office, (6) the name, address and telephone number of the cognizant Defense Contract Management Agency (DCMA) office, and (7) a statement that the proposal is valid for no less than twelve

(12) months from the solicitation closing date. The above listed information (items 1-7) shall also be provided for all proposed subcontractors.

L-3.1.2 Section 2: Exceptions to the RFP. The Offeror’s proposal shall include any exceptions to the provisions of the solicitation. The Offeror shall clearly state the exceptions and provide references to the applicable solicitation page, paragraph, or exhibit line item number.

The Offeror shall provide a full explanation for all exceptions taken to the solicitation. Any material exceptions to the solicitation may render the proposal unacceptable and ineligible. If the Offeror takes no exceptions to the provisions of the solicitation, the Offeror shall state their unconditional assent to all terms, conditions, and provisions included in the RFP within Volume I: Contract Documents.

L-3.1.3 Section 3: Signed SF33 with completed Sections B through K. The Offeror’s proposal shall complete Sections B through K of the RFP and provide a signed SF33 acknowledging all amendments. Signature by the Offeror on the SF33 constitutes an offer, which the Government may accept.

L-3.1.3.1 Completion of annual representations and certifications via the System for Award Management (SAM) is a requirement of solicitation provision 52.204-8, but it is not a sufficient response to Section K of the solicitation. All representations and certifications included in Section K must be completed, including Defense Federal Acquisition Regulation Supplement (DFARS) provision 252.227.7017, which requires completion and signature even for a negative response.

L-3.1.4 Section 4: Proprietary Data Protection Agreement. Contractor support personnel from Booz Allen Hamilton will assist the Government during source selection by providing administrative support. This assistance will not include rating, evaluating, or scoring of the proposal itself. Responses to this solicitation MUST clearly state whether permission is granted allowing Booz Allen Hamilton access to the Offeror’s proposal in the cover letter. Should such permission be denied, the Government will review the Offeror’s proposal without the administrative contractor support identified. Offerors are encouraged to execute a Proprietary Data Protection Agreement (PDPA) with this company. Subcontractors that provide proposal information separate from the prime contractor’s proposal submittal shall clearly state whether permission is granted allowing the contractor support identified above access to the subcontractor’s proposal. If previous PDPAs have been executed the Offeror shall state whether or not they are applicable under this solicitation. The point of contact for the company is listed below:

f. Any other additional information that will assist in a better or complete understanding of your firm and its capabilities.

L-3.1.7 Section 7: Systems and Compliances. The Offeror shall provide documentation that demonstrates they currently have an adequate Accounting System, Estimating System, and Purchasing System. If available, the Offeror shall include the report number and date of the cognizant DCAA office’s determination stating that the Offeror’s accounting system is adequate for the accumulation, reporting, and billing of costs under a cost reimbursement contract (attach a copy of the report). It is the Government’s intent to avoid, neutralize, or mitigate potential conflicts as early in the acquisition process as possible. The Offeror shall submit draft versions of any required OCI Mitigation Plans, consistent with the guidance contained in FAR Subpart 9.5.

L-3.2 VOLUME II: TECHNICAL PROPOSAL. Each Offeror shall submit a written proposal in accordance with Sections 1 through 5 below to enable the Government to evaluate the extent to which the proposal meets the Government’s requirements. Wherever relevant, the

Offeror is encouraged to use cross-references to the applicable sections of the proposal, rather than repeating that information in the several sections of this volume. No pricing information shall be included in the technical volume.

L-3.2.1 Section 1 - Mandatory Gate Criteria Requirement

The Government is conducting this Full and Open competition in accordance with (IAW) Federal Acquisition Regulation (FAR) 15.101-1 – Tradeoff Process. Any award to be made will be based on the following two step approach:

2. Only those Offerors who receive a rating of “Acceptable” in the first step will then be evaluated under the factors set forth below and using the best value tradeoff approach provided under Sections 2 through 6.

In order to meet the Mandatory Gate criteria and be determined acceptable, the Offeror must have previously embedded the cryptographic engine, which they intend to propose as part of the KGV-11M design, into a NSA High Assurance (formerly known as Type 1) certified End Cryptographic Unit (ECU) within the last five (5) years of the date of RFP issuance.

Alternatively, the Gate criteria can be satisfied if the Offeror’s proposed cryptographic engine has been embedded into an ECU that has completed all required NSA certification testing successfully, pending only the receipt of the certification letter.

In order to demonstrate compliance with the Gate criteria, as part of its proposal, the Offeror must provide the NSA High Assurance Certification letter, issued by NSA, certifying that the Offeror has previously embedded its proposed cryptographic engine into a NSA High Assurance certified ECU within the last five (5) years of the date of RFP issuance. Alternatively, if the Offeror has completed all required NSA High Assurance certification testing and the ECU is pending only the receipt of the certification letter, the Offeror must provide documentation demonstrating that all required NSA High Assurance certification testing was successfully completed, as well as contact information for the NSA Program Manager for the ECU for verification purposes.

This mandatory requirement does not remove the requirement to demonstrate performance specification compliance in accordance with Section 2, KGV-11M Design (Factor 1).

Only offerors whose gate criteria in Section 1 above has been determined to be met and thus acceptable by the Government will be evaluated on their technical approach in Sections 2 through 6. Those offeror’s who have been determined to be unacceptable will be removed from consideration for award

L-3.2.2 Section 2: KGV-11M Design (Factor 1).

The Offeror shall detail its design to meet or exceed the applicable requirements from the Statement of Work (SOW) Technical Requirements Document (TRD), and Technical Security Requirements Document (TSRD) for KGV-11M as it relates to the following:

Their approach to integrating their cryptographic engine, which has met the Mandatory Gate Criteria set forth in Section M-1.2, into their proposed KGV-11M design, including any changes required to their NSA-certified cryptographic engine to meet KGV-11M requirements;

Applicability of the Offeror’s previous effort embedding their cryptographic engine into their NSA-certified ECU to the KGV-11M development effort, including any design, software/firmware, key management, and documentation reuse strategies to minimize lifecycle costs and mitigate schedule risk;

Their approach to complete the KGV-11M development, including any planned reuse of algorithms and modes similar to the UHF DAMA (TD-1271) Application;

Their approach to KGV-11M to TD-1271 interface development and verification, including electrical interface, timing, and overall power requirements;

Their approach to mechanical enclosure design, including Tamper, TEMPEST, Environmental testing, Human Machine Interface (HMI) features; including status indicators, ports, etc.; and

Their overall test and verification approach; and the approach for transitioning the design to production (including design for producibility).

L-3.2.3 Section 3: Integrated Master Schedule (Factor 2).

The Offeror shall submit an event-based Integrated Master Schedule (IMS) containing the events, significant accomplishments, and accomplishment criteria necessary to successfully complete the program. The IMS should delineate the Offeror’s planned schedule for all activities, events, milestones, and critical paths associated with executing the program. The IMS shall include the program schedule with technical tasks and activities necessary to complete the SOW scope.

The IMS must provide a plan to meet, at a minimum, the Government’s schedule requirements and required development, test, and delivery events, to reflect the proposed approach. The IMS must be resource loaded and leveled and shall cover all work planned in this contract. The IMS shall be prepared in accordance with DID DI-MGMT-81861A, Integrated Program Management Report – Format 6, and shall be submitted in both Portable Document File (PDF) and MS Project (2007 compatible) file formats.

L-3.2.4 Section 4: Past Performance (Factor 3).

Each Offeror shall provide past performance information on recent contracts performed by the Offeror and/or its proposed major subcontractors for efforts relevant to the requirements of this RFP. “Relevant” is defined as development of a cryptographic module for a Department of Defense (DoD) application that has achieved NSA High Assurance certification. “Recent” is defined as a contract currently being performed or having been performed within the last five (5) years. For purposes of past performance, a “major subcontractor” is defined as a subcontractor that will be performing at least 10 percent of the total proposed effort (by dollar value) under any resultant contract.

Offerors shall submit a description of previous experience in developing software of the same or similar nature, including use of the same or similar processes and approaches, as this solicitation. Offerors shall include a description of the extent to which personnel who contributed to these previous efforts will be supporting this solicitation. Offerors shall also describe any previous CMMI or equivalent model-based process maturity appraisals performed. As a part of this description, Offerors shall identify the organizational entity and location where the appraisal was performed, the type of evaluation, the organization performing the evaluation, and the level earned.

Past performance on Federal Government contracts shall be provided if available. If the

Offeror has not performed on a Federal Government contract within the last five (5) years, information on relevant state, local Government, and/or commercial contracts and/or subcontracts may be submitted instead. Furthermore, past performance information may also include predecessor companies that have past performance similar and relevant to the requirements of this RFP.

Offerors that have no relevant record of past performance must submit a signed and dated statement to that effect. Offerors with no relevant past performance will receive a Neutral rating.

a. Attachment 3: The Offeror shall provide past performance information by completing Attachment 3, “Past Performance Reference Information Sheet”, for up to three (3) contracts.

This information shall be submitted for no more than three (3) of the most current and relevant contracts for the prime contractor and/or proposed subcontractors.

b. Attachment 4: If the Offeror’s past performance information is located in the Contractor

Performance Assessment Reporting System (CPARS) or the Past Performance Information Retrieval System (PPIRS) (as indicated in Block 15 of Attachment 3), then it is not necessary for Attachment 4, Contractor Performance Evaluation Survey to be submitted. If available, attach the most recent CPARS evaluation for each experience (not to be counted against the page limitation). If CPARS evaluations are unavailable, ensure that the contact information references (Block 9(a)/9(b)) are accurate.

For those Offerors whose past performance information is not located on the automated systems, Offerors shall contact their references and request that each reference complete Attachment 5 “Past Performance Questionnaire/Survey,” and email the survey directly to joseph.gonzales1@navy.mil.

The Government may consider questionnaires received after the due date of the solicitation.

The Government reserves the right to contact references for verification or additional information. The Government reserves the right to utilize other past performance information considered relevant that may be located in Contractor Performance Assessment Reporting System (CPARS) or other reporting systems.

The Government reserves the right to use past performance information obtained from sources other than those identified by the Offeror. This past performance information may be used for the evaluation of past performance.

The Government does not assume the duty to search for data to cure the problems it finds in the information provided by the Offeror. The burden of providing thorough and complete past performance information remains with the Offeror.

L-3.2.5 Section 5: Software Development Approach (Factor 4).

The Offeror shall submit a draft Software Development Plan (SDP) in accordance with the content defined in the SOW and CDRL B004 – Software Development Process Description Document (SDPDD). The SDP must contain the information described by SDP Data Item Description (DID) DI-IPSC-81427B and as stated in SOW paragraph 3.1.1, 3.5.1, 3.5.2, and 3.5.3, and TSRD paragraph 2.5. The SDP shall define the Offeror’s proposed life cycle model and the processes used as a part of that model. In this context, the term “life cycle model” is as defined in IEEE/EIA Std. 12207.0. The SDP shall describe the overall life cycle and shall include primary, supporting, and organizational processes based on the work content of this solicitation.

Since IEEE/EIA Std. 12207.0 does not prescribe how to accomplish the task, the Offeror must provide this detailed information so the Government can assess whether the Offeror’s approach is appropriate for the system to be developed and meets standard levels of completeness and process quality. The SDP shall contain the information defined by IEEE/EIA Std. 12207.1, section 5.2.1 (generic content). The SDP shall also detail the development environment and security requirements to ensure the confidentiality and integrity of classified algorithms, software, and the Government’s intellectual property as well as to preserve the integrity of the Government off the shelf (GOTS) product throughout the design, development and production lifecycle stages.

Offerors shall also submit, as a part of their proposal, an SDP Rationale which describes why their specific approach is appropriate for the software to be developed and maintained and how their proposed processes are equivalent to those articulated by Capability Maturity Model Integration (CMMI) capability level 3.

L-3.2.6 Section 6: Small Business Participation (Factor 5).

All Prime Offerors (Large AND Small Businesses) shall submit a completed Small Business Participation Data form (Attachment 7).

The submitted Small Business Participation Data attachment shall be utilized to identify the extent of participation of specific small business concerns, whether as prime or subcontractors, in terms of dollar values of the total acquisition.

Note: Large business concerns are required to submit a separate Small Business Subcontracting Plan in accordance with FAR 19.7 and FAR 52.219-9.The requirement for the Small Business Subcontracting Plan is in addition to the information required within the Small Business Participation section.

For each subcontractor proposed, offerors must ensure that the subcontractor names and values listed in the Small Business Participation Data attachment match the subcontractor names and values throughout the entire proposal (Technical and Cost). In addition to RFP Small Business Participation Data form, each prime contractor (whether a small or large business) shall submit the cover sheet for their letter of commitment with each proposed small business subcontractor.

(Each letter shall detail the teaming agreement between the prime contractor and each proposed small business subcontractor, but only the signed cover sheet is required).

L-3.3 VOLUME III: COST PROPOSAL

1.1 Overview

The information required in this section will be used by the Government to evaluate the Offeror’s (and hence each subcontractor’s) cost/price proposal for realism and reasonableness as stated in Section M of the RFP. This volume should contain cost information only. The guidelines and requirements in this section are provided in order to:

(1) aid Offerors in preparing their cost volume, and

(2) aid the Government in reviewing and evaluating each Offeror’s cost volume.

The Government’s intent is to provide instructions that will allow the Offerors to develop clear, concise and comprehensible proposals and to minimize data requests by the Government during the evaluation process.

The cost/price proposal instructions outlined in this section shall be followed in developing the proposed costs and prices for all CLINs listed in Section B – Supplies/Services and Prices/Cost of this RFP. Offerors shall complete Section B and provide it in this volume with an additional copy to be provided in Volume I, Contracts Documents. The cost volume submitted by the Offeror shall include the cost/price of all CLINs.

The burden of cost/price credibility rests entirely with the Offeror; therefore, to the maximum extent possible historical costs/prices and past experiences on similar efforts shall be used to support proposed costs/prices. The Government’s intent is to provide instructions that will allow the Offeror/subcontractor to develop a clear, concise and comprehensive proposal, and to minimize data requests by the Government during the evaluation process. The contents of the evaluated CLINs are summarized below for convenience. Should the summary or status of the CLINs below differ from Section M or Section B, those solicitation sections shall take precedence.

Throughout these instructions, formats are provided to assist the Offeror/subcontractor in providing adequate substantiation and ensuring traceability throughout the cost/price proposal.

The Offeror/subcontractor shall complete cost attachments (Attachment 6, Section L Cost Template) to this RFP and provide them in the proposal. Blank versions of each attachment are provided in a Microsoft Excel file on the SPAWAR e-commerce website. For information required where no Government format is provided, the Offeror/subcontractor shall provide the required information in the Offeror’s or subcontractor’s chosen format. All calculations shall be provided in the Excel based attachments. Each spreadsheet shall contain cells with working formulas and calculations. Each spreadsheet shall be structured so as to show separate totals per CLIN. There are no specific font-size requirements for the information provided in the cost/price proposal, but all information provided shall be easily legible. All cost/price information shall be submitted in Then Year dollars (TY$) unless otherwise noted.

All data provided by the Offeror/subcontractor, whether in the Offerors/subcontractors format or a specified Government format, shall be traceable throughout the proposal. For example, all data provided at lower levels in the Cost Volume shall add up to the totals on the Cost Volumes summary formats as well as the costs/prices in Section B; the information shall also be traceable to that provided in the Technical and other volumes (where applicable). Where the trace is not direct it shall be thoroughly explained in a walk-through. If costs are not traceable throughout the proposal, the proposal may be rendered unacceptable and ineligible for award on initial proposals.

If the Offeror/subcontractor provides information in other Proposal Volumes that the Offeror/subcontractor believes will significantly assist the Cost Team in evaluating and or understanding the Cost Volume, the Offeror/subcontractor shall provide a cross-reference statement in the Cost Volume that indicates the Volume, page number where the information can be located, and its merit in evaluating the Cost Volume.
