MILITARY SEALIFT COMMAND
N00033-14-R-7503
QUESTIONS AND ANSWERS #2 (8.15.2014)
The following are answers to questions received from potential offerors. The answers provide clarification only and DO NOT constitute an amendment to the solicitation.
1. Under Section L 1.0 of the solicitation, it states Volume I shall not contain any contract price or cost information. However in Volume I, Subfactor F, Paragraph (c)(v), it states to include "Original and Final price to include breakdown of settled prices for changes and request for Equitable Adjustments (REA's) or proposed prices for pending REA's.” This seems to be contradicting. Is offeror to include contract pricing in the Technical Proposal?
ANSWER: The prohibition applies to price or cost information submitted for the work required under the current solicitation and provided in Volume III. It does not apply to information, such as that solicited in Volume 1, Subfactor F, Paragraph (c)(v), pertaining to contracts. Amendment 0002 will make this clearer.
2. Can an Offeror ask a Military Sealift Command Port Engineer or Contracting Officer to complete Attachment 2 or use them as a reference in Attachment 1?
ANSWER: Yes to both.
3. Is an Offeror required to complete box 14 on Attachment 1?
ANSWER: Yes, this pertains to small businesses. Please see Section L, Volume II requirements. Please also see Section M, Volume II, paragraph 4.
4. Is an Offeror required to complete box 13 on Attachment 1?
ANSWER: No, this does not pertain to small businesses.
