QUESTIONS AND ANSWERS #1 (8.6.2014)

The following are answers to questions received from potential offerors. The answers provide clarification only and DO NOT constitute an amendment to the solicitation.

1. Is an offeror required to provide hard copies, CDs, or e-mail its proposal?

ANSWER: The RFP is amended to remove all requirements for the submission of hard copies or CDs. The only format for proposal submission is e-mail. Please also note, the email address was corrected to steven.galer@navy.mil.

2. If an offeror intends to propose on more than one Lot, is it acceptable to combine the required data for all Lots into one each comprehensive Technical, Past Performance, and Price Volumes?

ANSWER: Yes, only 1 of each Volume needs to be provided, regardless of the number of Lots proposing for. Please see amendment to the RFP.

3. Paragraph 14.1 of the SOW states: “None of the work required by this contract shall be subcontracted to or performed by persons other than the contractor without the prior written consent of the Contracting Officer.” Is written consent required for the use of subcontractors that are included in an offeror’s technical proposal or is that consent implied based on proposal submission and subsequent award? If written permission is required for subcontractors, what would the process be for getting written consent, especially when emergent work results in verbal authorization to begin work?

ANSWER: At the delivery order level, consent is implied based on quote submission and subsequent issuance of a delivery order.

4. Will the Government evaluate information previously provided, for Technical Evaluations?

ANSWER: No, the Government will not look at ANY information that is not provided in response to this solicitation, even if the Offeror already holds a contract with MSC.

Previous submissions will not be considered. Offerors shall provide a complete proposal with all volumes.
