STATEMENT OF WORK

1.0 Background

The Department of the Navy, Strategic Systems Programs (SSP) is constructing a test facility on Cape Canaveral Air

Force Station (CCAFS) in Florida. This facility is called Strategic Weapons System Ashore (SWSA) and is intended to fully test SSP’s Strategic Weapons System (SWS) components prior to their installation into TRIDENT

II D5 submarines.

2.0 Objective

The objective of this Indefinite Delivery Indefinite Quantity (IDIQ) contract is to obtain portable cranes, rigging services, and program management support functions for lifting heavy military equipment on an “as needed” basis for SWS Ashore. Specific performance requirements will be set forth in individual Task orders (TO) issued during the course of performance of this contract. The Contractor shall provide high quality support related to the requirements specified below.

3.0 Tasks / Requirements

3.1 CLIN 0001 – Lifting and handling of Weapons Support Assemblies – (WPN)

Strategic Systems Programs (SSP) requires crane lift support services, including engineering, crane, rigging, and staging support, to accomplish a complex vertical lift crane operation at Cape Canaveral Air Force Station

(CCAFS), Complex 25. The first lift will require the lifting of the Missile Service Unit (MSU) off of the MSU trailer or MSU Support Pad and placing onto the top of the BLDG 51902. The follow on lifts will require lifting the MSU and rotating 90 or 180 degrees and placing back down on top of the BLDG 51902 or the MSU storage pad. There will also be several ground level lifts with a weight less than 10K lbs required.

The primary lift requires an approximately 332” long by 272.5” square object weighing approximately 54,500 lbs.

3.2 CLIN 0002 – Urgent/Emergency Preparedness Lifts – (O&MN)

SSP requires crane lift support services, including engineering, crane, rigging, and staging support, to accomplish a complex vertical lift crane operation at CCAFS, Complex 25. The lift will be in the event of a hurricane to remove the Missile Service Unit (MSU) off the facility and place on the MSU storage pad or transport trailer.

Upon or prior to Hurricane Condition (HURCON) 3 (Severe winds probable in 72 hours) contract company could perform lift with 24 hours of declaration. After the hurricane threat clears replace the MSU to the top of BLDG

51902 if directed by the SWS Ashore Weapons Officer or SWS Ashore Assistant Weapons Officer.

The primary lift requires an approximately 332” long by 272.5” square object weighing approximately 54,500 lbs.

3.3 CLIN 0003 – Engineering Support Services for Crane, Rigging, and Staging Requirements – (O&MN)

The Contractor shall assist SSP in preparing for lifting, handling, and transportation movements of submarine equipment at CCAFS. Tasks include program management, coordination with SSP contractors, meeting support, scheduling, surveying, and preliminary site visits. Detailed tasking will be delineated in individual TOs. This

CLIN is necessary to understand roles and responsibilities for the government and contractor crane crew during upcoming lifts. Crane assembly must be timed and synchronized with the arrival of government support equipment as an advanced planning function.

3.3.1 The Contractor shall provide engineering services in support of crane, rigging and staging requirements, these services shall include the development of the following:

3.3.1.1 Lay down area

3.3.1.2 Stay out zones

3.3.1.3 Lift plans

3.3.1.4 Rotation arcs

3.3.1.5 Engineered site/lift drawings

3.3.1.6 Staging design

3.3.2 The Contractor shall participate in on-site planning meetings to provide crane and rigging expertise.

3.3.3 The contractor shall participate in dry-runs or slow walkthroughs of lifting and handling evolutions at

SWS Ashore. These evolutions will proof test documentation and safe systems of work while not requiring a crane to be on –site.

3.4 CLIN 0004 – Crane and Rigging Services for Active Inert Missiles (AIMs), Missile Thermal Simulators

(MTSs) and Heavy Haul Transportation (O&MN)

SSP requires crane lift support services, including engineering, crane, rigging, and staging support, to accomplish a complex vertical lift crane operation at CCAFS, Complex 25. Additionally, SSP requires crane, truck, and/or forklift services to relocate pieces of Navy Equipment on site at CCAFS. This effort is in support of SWS Ashore

Test Bay #1 AIM handling for the USS OHIO (SSBN 726) Class Submarines and involves lifts for the Missile

Thermal Simulator (MTS) initial configuration.

3.4.1 The primary lift requires an approximately 68ft long by 97 in. cylindrical object weighing approximately

170K lbs (the “cylinder”) to be raised from a horizontal to a vertical position via engineered trunions at the pivot point, at ground level, rotated 180⁰, then lifted to the top of a facility at a height of approximately 30ft.

The cylinder would then be rested temporarily atop the facility with a slacked hook, then returned to ground level and restored to a horizontal position. The cylinder would be approximately 90K when being returned to the horizontal position.

3.4.2 The Contractor will provide 3 calibrated inline Load Indicating Devices (LIDs), with remote readouts.

The range of the 3 devices must be 10K, 50K, and 200K.

3.4.3 The resting point atop the facility for the primary lift is approximately 45ft from the west end of the facility. Approach to the facility to perform the lift must come from the west end.

3.4.4 Prior to the primary lift there will be several ground level lifts ranging from 2k to 42K lbs. These lifts will be in support of configuring the cylinder with a hoisting motor to raise and lower a component internal to the cylinder and installation/removal of shipping, stowage, and loading equipment. Once the cylinder is returned to the horizontal position, additional lifts will be required, in the reverse order, to de-configure the cylinder.

3.4.5 There will be numerous lifts to the top of the facility ranging from 5K to 20K lbs to install/remove support equipment. These lifts will occur prior to and after the primary lift.

3.4.6 The Contractor shall provide services for transportation and relocation of old missile tubes and large pieces of submarine hardware/components. This support would include shrink wrapping the tubes for preservation or foreign material exclusion.

3.5 CLIN 0005 – Crane and Rigging Services for MTS Handling (RDT&E)

SSP requires crane lift support services, including engineering, crane, rigging, and staging support, to accomplish a complex vertical lift crane operation at CCAFS, Complex 25. Additionally, SSP requires crane, truck, and/or forklift services to relocate pieces of Navy Equipment on site at CCAFS. This effort is in support of the test program for the USS COLUMBIA (SSBN 826) Class Submarine new construction program.

3.5.1 The primary lift requires an approximately 68ft long by 97 in. cylindrical object weighing approximately

170K lbs (the “cylinder”) to be raised from a horizontal to a vertical position via engineered trunions at the pivot point, at ground level, rotated 180⁰, then lifted to the top of a facility at a height of approximately 40ft.

The cylinder would then be rested temporarily atop the facility with a slacked hook, then returned to ground level and restored to a horizontal position. The cylinder would be approximately 90K when being returned to the horizontal position.

3.5.2 The Contractor will provide 3 calibrated inline Load Indicating Devices (LIDs), with remote readouts.

The range of the 3 devices must be 10K, 50K, and 200K.

3.5.3 The resting point atop the facility for the primary lift is approximately 40ft from the closest point of approach from the west side of the facility. Approach to the facility to perform the lift must come from the west..

3.5.4 Prior to the primary lift there will be several ground level lifts ranging from 2k to 42K lbs. These lifts will be in support of configuring the cylinder with a hoisting motor to raise and lower a component internal to the cylinder and installation/removal of shipping, stowage, and loading equipment. 3.6 CLIN 0006 – Contract Data Requirement List (CDRL) – Not Separately Priced

The Contractor shall deliver all data set forth in the CDRL, DD Form 1423, which will be established at the Task order level. This item is not separately priced and is applicable to all CLINs and their efforts.

4.0 Place of Performance

Work will be performed on CCAFS, Cape Canaveral, Florida and any different location will be specified at the task order level.

5.0 Security Requirements

5.1 All personnel requiring access to the work site must be cleared and badged through CCAFS. CCAFS Security will conduct a background check prior to allowing personnel on base. Any person convicted of a felony will not be granted access onto Cape Canaveral. Personnel must maintain the attributes of the access requirements throughout the period of performance. Disqualifying events, such as arrests, convictions, or physical trauma, must be reported to the CCAFS Security office as soon as practical. Details of the event are not required; notification that the event occurred shall be sufficient.

5.2 Completed access request forms must be received by the Contracting Officer Representative (COR), no later than 5 days prior to access to CCAFS being required. The decision to grant or deny access to CCAFS is at the sole discretion of the U.S. Air Force, and not SSP. Emergencies will be handled on a case by case basis. Prescreened and cleared personnel, which can be mobilized for emergency situations, should be identified upon contract award.

6.0 Period of Performance

The period of performance (POP) for this requirement begins on 1 June 2018 and will end 31 May 2023, however, exact task order delivery dates are unknown and will be determined as needed.

7.0 Quality Assurance

7.1 Contractor Performance Appraisal Reporting System (CPARS) - Past performance, information will be collected and maintained under this contract using the Department of Defense CPARS. CPARS is a web-enabled application that collects and manages the contractor’s performance information on a given contract during specific period. Additional information is available at https://www.cpars.gov. After contract award, the Contractor will be given access authorization by the respective SSP focal point, to review and comment on any element of the proposed rating before that rating becomes final. Within 60 days after contract award, the Contractor shall provide in writing (or via e-mail) to the Contracting Officer the name, title, e-mail address and telephone number of the company individual(s) who will have the responsibility of reviewing and approving any CPAR developed under the contract. If, during the life of this contract these company individual(s) are replaced by the Contractor, the name, title, e-mail address, and telephone number of the substitute individuals will be provided to the Contracting

Officer within 60 days of the replacement.

7.2 Quality Assurance – the COR and Contractor shall hold quarterly meetings to review the contractor’s performance on the performance elements listed in CPARS. The results of the quarterly meetings will be consolidated and form the basis of the annual CPARS reporting.

8.0 Designation of Contracting Officer’s Representative (COR)

The COR will be designated by the Contracting Officer upon award. The COR will represent the Contracting

Officer in the administration of technical details within the scope of this contract and will perform inspection and acceptance of all deliverables. The COR is not otherwise authorized to make any representations or commitments of any kind on behalf of the Contracting Officer or the Government. The COR does not have the authority to alter the contractor’s obligations or change the scope of the contract. If, as a result of technical discussions, it is desirable to revise the contract, a modification must be issued in writing and signed by the

Contracting Officer. The COR is responsible for reviewing the invoices submitted by the Contractor and informing the Contracting Officer of areas where exceptions are to be taken. The COR authority is non-delegable. The COR may be personally liable for unauthorized acts.

There shall be a COR designated for each Task order and the designation shall be made at Task order award.

9.0 Authorized Changes only by the Contracting Officer

The Contracting Officer is the only person authorized to approve changes in any of the requirements of this contract and, notwithstanding provisions contained elsewhere in this contract, said authority remains solely with the Contracting Officer. In the event the Contractor effects any change at the direction of any person other than the Contracting Officer, the change will be considered to have been made without authority and no adjustment will be made in the contract price to cover any increase price incurred as a result thereof. 10.0 Organizational Conflict of Interest (OCI):

10.1 For purposes of this contract, "organizational conflict of interest” means the definition of that term in FAR

Subpart 9.5.

10.2 The Contractor warrants that, to the best of its knowledge and belief, and except as otherwise set forth in this contract, it does not have any organizational conflict of interest. If the Contractor discovers an actual or potential organizational conflict of interest with respect to this contract, it shall make an immediate and full disclosure in writing to the Contracting Officer. Such disclosure shall include a description of the action that the Contractor has taken or proposes to take to avoid, eliminate, or neutralize the conflict.

10.3 The Contractor shall ensure that these OCI requirements are incorporated into all subcontracts, at all tiers, and all other agreements, which relate to the performance of this contract.

10.4 The Contractor shall not submit a bid or respond to any solicitation released by SSP without prior coordination and written approval by the Contracting Officer to ensure no OCI is present and to determine if a mitigation strategy is required.

11.0 Additional Information

11.1 Contractor Manpower Reporting Language – The Contractor shall report contractor labor hours (including subcontractor labor hours) required for performance of services for each task order issued under this contract for the SSP via a secure data collection site. Contracted services excluded from reporting are based on Product

Service Codes (PSCs). The excluded PSCs are:

(1) W, Lease/Rental of Equipment;

(2) X, Lease/Rental of Facilities;

(3) Y, Construction of Structures and Facilities;

(4) S, Utilities ONLY;

(5) V, Freight and Shipping ONLY.

The Contractor is required to completely fill in all required data fields using the following web address https://doncmra.nmci.navy.mil.

Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year. Contractors may direct questions to the help desk, linked at https://doncmra.nmci.navy.mil.

11.2 Contractor Identification - contractor personnel shall (a) identify themselves as contractor personnel by introducing themselves or being introduced as contractor personnel and displaying distinguishing badges or other visible identification for meetings with Government personnel, and (b) identify themselves as contractor personnel https://doncmra.nmci.navy.mil/ https://doncmra.nmci.navy.mil/ in telephone conversations and in formal and informal written correspondence with Government personnel.

12.0 Application of Option to Extend Services clause 52.217-8:

In accordance with clause FAR clause 52.217-8, Option to Extend Services, the Government may require continued performance of any services within the limits and at the rates specified in the contract. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months. The

Contracting Officer may exercise the option by written notice to the Contractor prior to the end of the POP. All pricing proposed for any task order shall be in accordance with the pricing in Attachment 1 – ELIN Pricing. The pricing in Attachment 1 – ELIN Pricing will be evaluated at time of award of the IDIQ, which establishes all pricing that would be utilized if 52.217-8 has been evaluated and determined fair and reasonable, and agreed upon by the parties.

13.0 Safety – Applicable to all CLINs

13.1 All personnel, while on site, must comply with all applicable federal, state, and local laws, rules and regulations, and Department of Defense guidance, policy, and procedures. The Government will provide, and all contractor personnel assigned to work at Complex 25 shall attend, a one-time safety brief prior to working on-site.

13.2 In addition to other applicable requirements, the following shall apply to this effort:

13.2.1 Rigging personnel must be fall restraint qualified.

13.2.2 Task order requirements may require personnel to work on the roof of facilities in close proximity to the edge. Physical barriers are available at the facility and will be in place when not required to be removed for conduct of the effort detailed in this PWS.

13.2.3 There will be no ordnances involved in any of the task order requirements.

13.2.4 For all Task orders issued the Contractor shall ensure that all contractor personnel wear appropriate

Personal Protective Equipment (PPE) at all times. The Government will not provide PPE.

13.2.5 Radio communications are authorized.

13.2.6 During conduct of the local handling procedure, riggers and supervisors will be in positions that require the use of fall protection. The Contractor shall provide fall protection for use, when riggers and supervisors are in such positions.

13.2.7 Key contractor personnel (i.e. crane operator, riggers, etc…) involved in crane operations will attend all required safety briefs as directed by the government as identified at the task order level.

14.0 Crane Services – Applicable to all CLINs

14.1 The Contractor shall assemble the crane on-site. The Contractor shall ensure that the crane is weight-tested prior to conduct of any operational lifts. The weight of all GFE provided shall be specified in the task order.

14.2 The Contractor will adhere to NAVFAC P-307 (Attachment 2) and NAVORDTESTUINST 11262.1

(Attachment 4) requirements for all cranes, rigging, and handling equipment requirements specified in each task order.

14.3 The Contractor shall coordinate a time with Mr. Scott Brockman to perform a preliminary site inspection and develop a lift plan.

15.0 Rigging Services – Applicable to all CLINs

15.1 Contractor provided general rigging gear shall have evidence of satisfactory weight test. Some of the GFE identified in the task order has requirements to use specifically designed slings and rigging gear. These specific slings and rigging gear will be provided to the Contractor along with evidence of satisfactory weight test. If additional rigging gear is necessary for the Contractor to provide it will be identified at the task order level.

15.2 During the evolution, the Contractor’s rigging supervisor will communicate directly with the assigned Mr.

Scott Brockman or Handling Supervisor.

16.0 Staging Services – Applicable to all CLINs

16.1 All staging requirements will be identified at in the task order.

16.2 Staging will be used by Navy civilian, active duty Navy, and other Navy Contractor personnel.

17.0 Engineering Services – Applicable to all CLINs

17.1 General rigging, crane and staging engineering services in support of but not limited to: developing lay down area requirements, stay out zones, lift plans, rotation arcs, and staging design to support the evolution will be required.

17.2 Complex lift plan is required to be submitted to Naval Ordnance Test Unit (SPP20) when identified at the task order level.

17.3 Participation in on-site planning events and re-occurring meetings during the engineering services period of performance is required when identified at the task order level. Attendance of some meetings may be by

TELCON at Governments discretion.
