3GeneralN/AHow does the government intend for us to populate CLINs 0001-0004 in Section B of SF33. Understand CLIN 0005 is "not separately priced." Page 68 element 2 speaks to the sample tasks and CLINs 0001-0004 but not specifically stating how to populate section B.CLINS 0001-0004 do not need to be filled in for Section B to meet the requirement of "Solicitation Sections A through J “Solicitation, Offer and Award” to include all required clause fill-ins". CLINs 0001-0004 shall be filled in for each sample and submitted with the sample order proposal in Volume I.

6RFPSection M, pg. 66Section M includes evaluation criteria for non-cost/price factors but does not include any evaluation of cost/price. Will cost be an evaluation factor? If so, how with the Government evaluate offerors’ price? In the absence of price evaluation, how will the Government determine “best value” without considering cost?Per solicitation section M.1, the Government intends to make award to each and all qualifying Offerors. Qualifying offers are defined at FAR 2.101. Cost/price is not an evaluation factor. Cost/price information shall be included with the Sample Orders to demonstrate an understanding and capability of the sample delivery order requirements.

8RFPPage 8, C.1.0 ScopeWhat is the Waterborne Security Barriers 2.0, and is it currently in use at any location? Exhibit A included the J-1 through J4 drawing sets for the PSB-V, PSB-P, PSB-T and PSB-Flt V but no information has been provided on the WSB 2.0."WSB 2.0” is the government nomenclature used to describe the yet to be designed waterborne barrier system. It is currently not fielded at any location but will likely have similar components as the current system. If WSB 2.0 is fielded during the PoP of the BMAC, the government will provide additional information regarding the final design and its maintenance requirements on future task order RFPs.

Will 52.222-41Service Contract Labor Standards be added to this section?Recommend: "The Navy considers this a supply-type contract, consistent with the Product Service Code (PSC) 1945 - Pontoons and Floating Docks; therefore, the Service Contract Act is not applicable to this effort."

Total "days onsite" should multiply the quarterly schedule by four (i.e. 3 days per visit times 4 trips per year for a total of 12 days onsite for that activity per year) and the semi-annual schedule by 2 (i.e. 3 days per visit times 2 trips per year for a total of 6 days onsite for that activity per year). The Total for the sample tasking should read 94.

On page 56, paragraph L.1 the due date for submitting questions is shown as 1500 Local time Washington DC on 27 May 2025. Then on page 65, paragraph L-215-H007 (b) it is stated as 14 days after issuance of the solicitation.27 May 2025 will remain in the solicitation as the due date for submitting questions. Proposal shall be due 3 June 2025 3:00PM local time
19Bidders QuestionsQuestion 16With regards to RFI’s relating to the incorporation of cost/price into the sample problems, please confirm submission of a cost summary without a detailed breakout is appropriate.Offerors shall submit cost/price information with sufficient detail to demonstrate an understanding of the Sample Order requirements.

21RFPL.1With the unknows with tariffs it has caused a delay in getting pricing from our vendors as such we wanted to ask if the government would consider extending the due date to June 10th, this would ensure we can get our pricing within realistic numbers from our vendors for the sample task orders.An additional extension is not possible due to the Government's need to award the first delivery orders under this anticipated IDIQ by 30 September 2025. Offerors shall make their best estimate for pricing based on data available by the deadline.
