About this file

This document is a Questions and Answers (Q&A) file for Solicitation N00024-25-R-4101, a Waterborne Security Barriers Sustainment contract issued by the Department of the Navy Naval Sea Systems Command. The solicitation seeks a contractor to provide installation, refurbishment, upgrade, and engineering design support for waterfront security barrier systems at various naval activities worldwide, including passive and active waterfront barriers, port security barriers, mooring systems, and miscellaneous waterfront security systems.

Key details include a proposal due date of 03 June 2025 at 3:00 PM local time, with the contract being a follow-on requirement from a previous Naval Facilities Engineering and Expeditionary Warfare Center contract. The solicitation allows only one proposal per prime contractor, will make awards to qualifying offerors, and does not consider cost/price as an evaluation factor. The contract includes a unique element of designing a "WSB 2.0" waterborne barrier system not currently fielded, with potential future implementation during the period of performance. Proposals must include a 20-page management approach and capability section, past performance documentation, and sample task order details.
