Request for Delivery Order Proposal (RFDOP) Barriers MAC

1 GENERAL
This is a Firm-Fixed Price requirement for the refurbishment of 27 Waterborne Security Barriers (26 PSB- T and 1 PSB Flight 5) and six (6) mooring systems located at Naval Station (NAVSTA) Mayport, FL which is hereafter called the “Activity” in this document. Refurbish the existing Waterborne Security Barriers and fabricate ten (10) spare PSB-T’s. Replace four (4) buoys with new foam buoys, fabricate four (4) new mooring brackets to attach to PSB-T spars, and remove and replace the existing six (6) mooring systems and shore terminations to original as-built configuration. The Contractor shall refurbish the barrier and its components, shore terminations, and mooring systems: all materials, refurbishment, procurement, fabrication, shipping, staging, installation equipment, installation labor, and overall project management and supporting documentation (i.e. project execution plan, safety, environmental documentation, reports, drawings, etc).

1.1 BACKGROUND
The Commander, Navy Installations Command (CNIC) has tasked NAVSEA to refurbish the barrier system at the Activity. Site plans of the existing system for this project are listed in the Appendix. Refer to Attachments J-1 through J-4 of the solicitation for design drawings for Contractor Furnished Material
(CFM).
1.2 Project Site
The Contractor shall propose a work site off the Activity to complete the WSB module refurbishment, and propose a timeline for site access only while swapping WSB strings and refurbishing terminations and mooring systems. The type, length, and general characteristics of the barrier installed at this location are outlined below in Table 1.
All Contractors and sub-contractors not possessing a Common Access Card (CAC) must be registered with and badged through the Defense Biometric Identification System (DBIDS) program, which requires companies and individual employees to be properly vetted for security purposes.

3 TASKS
This delivery order is for the refurbishment of the WSB at the Activity. Tasks include full refurbishment and reinstallation of all PSB-T components, installation of new buoys, anchors, and mooring materials, and to provide newly fabricated spare PSB-T modules. The contractor shall remove all old materials and dispose of offsite.
All Contractor submittals for this project shall be furnished by email or secure file share to the Government in digital formats: Word, Excel, PDF, AutoCAD, or other formats if approved by the Contracting Officers Representative (COR).
Tasks for this effort are described in the following sections. Details of the arrangements and designs are provided in the Appendix.
• The Contractor shall fabricate all parts and components per Table 2 Contractor Furnished Material (CFM) and deliver to the Activity.
• The Contractor shall sequentially remove, refurbish, and reinstall 27 WSB modules while keeping the remaining barrier strings operationally intact as much as possible.
• The Contractor shall remove and replace all mooring systems, buoys, and shore terminations in accordance with the drawings.
• Upon completion the Contractor shall stow all spare parts in the storage yard/ container located at the Activity.
3.1 Project Management
The Contractor shall provide overall project management including project planning, schedule coordination with Government and shipping agencies, tracking material shipments, and cost reporting.
The Contractor shall be responsible for selecting, managing, and coordinating local marine contractors, divers, and local material and equipment suppliers.
The Contractor shall also provide a Marine Construction Supervisor who will also act as the Site Safety and Health Officer (SSHO) and a liaison with the delivery order Contracting Officer Representative (COR).
The Contractor will be responsible for managing and coordinating field operations. Additional areas of responsibility include coordination and interface with the Activity Port Operations, Security Department, Fire Department, Safety Department, Environmental Department, District Diving Coordinator, and the Public Works Department to ensure all operations are conducted in accordance with established base operating procedures. The Contractor shall also monitor field operations to insure that project operations are conducted in accordance with established procedures for hazardous materials and hazardous operations.
3.2 PSB-T and PSB Flight 5 Refurbishment
The Contractor shall provide all labor, materials, and equipment to refurbish PSB modules installed at the Activity. The modules shall be assembled and deployed in accordance with the as-built configuration and provided drawings.
The Contractor shall provide all new hardware and fasteners and all other components to reassemble/install refurbished modules. All spars/trusses shall be reused unless damaged. Bird deterrent not required. All steel components, unless otherwise specified, shall be hot-dipped galvanized
(HDG).
Replace components with new: saddles, pontoon straps (flat bar steel belly bands), fence posts, termination posts, brackets, mounting plates, safety chains, nets, wires/kayak wires, shackles, lanyards, lights, connector/spear assemblies(dredge hose style not allowed), latches, all bolting hardware and fasteners with new alike components.
For pontoon straps, use flat bar steel belly bands; do not use chain straps.
Pontoons shall be scraped clean of marine growth and pressure washed before re-installing on modules.
It is not necessary to take pontoons to “like new” condition. If a pontoon is found to be leaking or its HDPE skin is heavily damaged, the Contractor shall mark the damaged pontoon for further repairs by the Government. Damaged pontoons shall be replaced with spare pontoons located at the Activity.
Marine growth that is removed shall be collected and disposed of in a dumpster; the Contractor shall haul away marine growth dumpsters within three days of growth removal to prevent odors and vermin from collecting.
Remove and dispose/recycle old steel components and all other waste generated during the execution of this delivery order.
The Government will provide a laydown area on or in the vicinity of the waterfront to launch a small boat and store a small amount of materials. The laydown area will not be of sufficient size to refurbish all the specified barrier sections. No special environmental permits are required for the specified refurbishment work.
The Contractor shall refurbish the PSB spars at an offsite location and perform all tasking outlined in the following paragraphs. The Contractor shall provide a detailed description of their proposed cleaning, blasting/surface prep, and galvanizing process in their proposal.
Upon successful completion the Contractor shall return the barrier and mooring system to fully functioning and like new condition.
3.2.1 Fabrication
The Contractor shall fabricate the barriers and moorings listed in Table 2 in accordance with the drawing package. The Contractor shall verify the accuracy of any drawings and provide quantities for each component before fabrication begins. If items are found missing from Table 2, contractor shall submit an RFI in the proposal.
All manufacturing, quality control, galvanizing records, as-built drawings and other documents shall include the identification marks for material tracking.
The Contractor shall log the unique identifying marks for all assembled PSB modules. These as-builts shall include the location of the module within the installed PSB system.
All other components shall be tagged with a weather, UV, and water resistant tag. For components stored as spares, the tag shall have the following information in legible print with permanent ink: date of manufacture, the PSB type the component goes on, the part number and item description as labeled on the drawing. A yellow plastic/vinyl tag labeled with permanent marker is recommended.
The marking method for components shall be proposed by the Contractor and subject to Government acceptance. Attachment method shall be proposed by the Contractor and subjected to Government acceptance.

*All materials shall be installed in the system in accordance with the drawings unless otherwise noted.
3.2.2 Repairs
The Contractor shall perform all necessary repairs. Minor repairs or welding may be required to the components. Pontoons shall be scraped clean and re-used unless damaged. All belly bands and PSB fasteners shall be replaced. Chain latch receivers shall be replaced. Nets shall be replaced. The Contractor shall ensure that final module configuration matches that detailed in the Appendix.
3.2.3 Hot Dip Galvanizing (HDG)
The Contractor shall hot-dip galvanize (HDG) the spar assemblies and all other steel components in accordance with best industry practices.
3.2.4 Spare PSB Units (CFM)
The Contractor shall fabricate a total of 10 complete spare PSB-T units and all components to be used in the course of this refurbishment. Upon completion, the remaining 10 refurbished spars with all of the accompanying new materials shall be stored at a Government designated location at the Activity upon project completion in an unassembled state.
3.2.5 Shore Terminations
The Contractor shall replace both shore termination systems except for the existing fenders and existing shore padeyes. The design provided includes a detailed parts list of the materials and hardware to be used.
3.2.6 Mooring System Replacement
The Contractor shall remove the existing mooring systems and replace all components and all buoys.
The Contractor shall replace all buoys with 2 way 12’ foam-filled hawse-pipe buoys and dispose/ recycle the old buoys. The Contractor shall also replace the mooring chains, sinkers, anchors, and hardware on all moorings.
3.2.7 Removal of Existing PSB
Using the new 10 spare PSB-T modules as an initial replacement pool, the Contractor shall sequentially remove and refurbish the installed modules while keeping the remaining barrier strings operationally intact as much as possible. The Contractor shall minimize the time that the barrier system has a gap by effectively planning the removal of an existing string with the deployment of a newly refurbished string.
Deployment and removal operations shall be designed to minimize impact to normal base activities and to maintain control of PSB units.
3.2.8 PSB-T Assembly and Installation
The Contractor shall reassemble the refurbished barrier modules in accordance with PSB and as-built drawings. It is the Contractor’s responsibility to transport all components/units to and from the lay-down area and the installation site. Pontoons shall be scraped clean and re-used unless damaged.
The Contractor shall complete a quality control (QC) checklist for each assembled unit. Assembly operations shall be performed in such a manner to prevent damage to components to include the component’s coating.
3.2.9 Replace PSB Flight V Gate Module
The Contractor shall replace the 50-ft gate system with 1 PSB FLT 5 unit. Pontoons shall be scraped clean and re-used unless damaged. The old unit shall be recycled or disposed of off base.
3.3 Plans, Reports and Submittals
3.3.1 Project Execution Plan (PEP)
The Contractor shall prepare a PEP. The PEP establishes the responsibilities of participating organizations and provides guidelines and procedures to be followed during the accomplishment of the work. The plan shall identify the subcontractors, material, equipment, and planned schedules for work at the Activity. The PEP shall also contain:
1. Bill of materials.
2. Overall planned schedule broken down by arrival and departure dates.
3. Material & Equipment delivery schedule (Both Government and Contractor furnished materials and equipment).
4. Subcontractor Management Plan with selected subcontractors who will be providing project support.
5. Procedures for compliance with most recent version of EM 385-1-1 and P-307 (if applicable).
6. Welder certifications and Welding inspection procedure (if applicable).
7. Material Certifications (if applicable).
8. Material packing procedures to include material arrangements in containers and or dunnage and tie-down requirements for shipping to sites.
9. A complete description of any marine vessel(s) to be used. The description shall include the names of the owner and the vessel, dimensions, ABS classification, horsepower, and if applicable: Navy Crane Center documentation in accordance with NAVFAC P-307, Master’s name, crane load/radius diagrams, and berthing capabilities. It shall also provide equipment specification sheets on all major pieces of installation equipment to include installation vessels, tugs, and cranes.
The Contractor shall submit a draft copy of the PEP to the Government not later than 30 calendar days after award. The Government will review the plan for approval within 7 working days and provide feedback to the Contractor. The final copy of the PEP shall be submitted to the Government NLT 30 days before commencing first scheduled site visit.
3.3.2 Accident Prevention Plan (APP)
The Contractor shall have an accepted Accident Prevention Plan (APP) prior to commencing on-site work.
The plan shall meet the minimum basic outline requirements specified in Appendix A of the EM385-1-1.
The plan shall comply with the latest editions of CFR29, Army COE EM385-1-1, OSHA, and NAVFAC P-307 for crane activity and address safety requirements while conducting land and water-based operations.
The plan shall also address procedures for safely lifting barrier and mooring components of unknown condition. The plan shall include emergency telephone numbers in the event a worker is injured on the job. Procedures for transportation of injured personnel to the nearest hospital shall be defined. Work cannot proceed until the Accident Prevention Plan has been accepted by the Government. The work under this contract is potentially hazardous. Pursuant to contract clause “FAR 52.236-13, Accident Provision, Alt. I”, the Contractor shall meet in conference with the Government Representative to discuss and develop mutual understandings relative to the safety requirements of Federal, State and local laws, rules, and regulations.
The Contractor shall submit OSHA Form 101 or 200 or other forms that contain the same information for each recordable occupational injury or illness (first aid cases not recordable), lost time accident or property damage $1,000 or more resulting in job site accidents within 6 calendar days AND notify the COR within one day. Notify the Contracting Officer immediately by telephone of fatalities, major accidents resulting in five or more disabling injuries, or property damage/material losses over $100,000 for each accident.
The Contractor shall conduct a daily safety briefing for all project personnel prior to the commencement of each day’s activities.
The Contractor shall submit a draft copy of the APP to the Government not later than 30 days prior to starting work on site. The Government will review the plan within 10 days and provide feedback to the Contractor. The final copy of the APP shall be submitted to the Government NLT 10 days prior to starting work on site. Work cannot proceed until the APP has been accepted by the Government.
3.3.3 Environmental Protection Plan (EPP)
The Contractor shall submit an environmental protection plan (EPP). The plan shall address environmental protection requirements while conducting land and water-based operations. The environmental plan shall address the following:
1. Required permits and certifications
2. Contingency plan in case of need to recover spilled materials
3. Disposal of hazardous waste
The Contractor shall include in the EPP a section titled Hazardous Waste (HW) Plan. The HW Plan shall identify the procedures for which hazardous waste, either brought to the work site or generated at the work site, is tracked pursuant to the Contract Clause “FAR 52.223-3, Hazardous Material Identification and Material Safety Data.” This includes a list of the hazardous materials planned for use at the site and the plans and procedures for which the hazardous materials will be used, labeled, stored and disposed.
The Contractor shall include a discussion on the procedures for spill response of each hazardous waste identified. The EPP shall include as an appendix all Safety Data Sheets (SDS’s) for all identified hazardous waste. A copy of the EPP shall be present at the project site at all times.
In accordance with Navy hazardous waste minimization regulations, the Contractor shall substitute materials as necessary to reduce the generation of HW and include a statement to the effect in the EPP.
If permits are required for this project, the Government will obtain and provide installation permits or finding of categorical exclusion for this project to the Contractor.
The Contractor shall submit a draft copy of the EPP to the Government not later than 30 days prior to starting work on site. The Government will review the plan within 10 days and provide feedback to the Contractor. The final copy of the EPP shall be submitted to the Government NLT 10 days prior to starting work on site. Work cannot proceed until the EPP has been accepted by the Government.
3.3.4 Daily On-site Status Reports
The Contractor shall provide daily updates while on site. Daily updates shall be in email form addressed to the delivery order COR, with attached photos as appropriate (limit attachments to 10MB total). Daily updates shall contain an accurate description of the daily events accomplished, tasks planned for the next day, and emergent issues that may affect the outcome of the project.
3.3.5 Contractor’s Payment Invoices (Information Copy)
The Contractor shall provide a complete copy of each invoice submitted to the Government for payment. The copy shall be provided to the delivery order COR for reconciliation with the Contractor’s cost proposal. The complete copy shall contain all back-up and supporting documentation for all invoiced items, including details of the subcontractor costs. The copy shall be submitted five working days prior of the actual invoice submittal.
3.3.6 As-Built Documentation
The Contractor shall submit as-built drawings and back-up data (such as spreadsheets and quality control checklists) with updated PSB string layouts, and documentation of any new fabricated components. Include notes for any configuration changes that are either new or have deviations from the design drawings. All site drawings changes shall be geo-referenced in Latitude and Longitude and UTM Northing and Easting. As-builts shall be delivered in AutoCAD and MS Office or PDF format within 30 calendar days after completion of site work. All documentation shall be delivered in Word and PDF format.
The Contractor shall develop a proposed PSB assembly Quality Control checklist to ensure that all components are assembled and installed as designed. After the start of operations, the Contractor shall submit a completed QC checklist for each PSB prior to installation. The checklist shall include the serial numbers of the spar and pontoons for each barrier module.
3.3.7 Quality Assurance Documentation
The Contractor shall submit all quality assurance documentation for the sand blasting and coating application.
3.3.8 Material Tests and Certifications
The Contractor shall provide material certifications documenting materials delivered to the Government. Non-destructive testing (NDT) results shall be documented for all parts that require testing based on best industry practice. Certifications are required prior to the use or installation of materials.
4 GENERAL SITE REQUIREMENTS
While on-site, the Contractor shall be responsible for securing all materials and equipment stored at the site during the project period of performance. The Government will assist the Contractor in establishing liaison with the proper base commands and personnel to accomplish the safe and proper stowage of materials and equipment. The Contractor shall be required to comply with all Activity regulations including security, fire, safety, traffic, hazardous waste disposal, emergency spill plan, heavy weather condition requirements, and the use of waterways at the Activity. Contractor vessels will be inspected by security personnel when entering Activity controlled waterfront areas. Hot work permits will be required for any hot work performed onshore at the Activity.
4.1 Mobilization and CFM Staging
The Contractor shall not mobilize to the Activity without prior approval from the delivery order COR and appropriate local authorities. The Contractor shall ensure that all visitor requests are approved with the Activity’s security office prior to arrival onsite.
The Contractor shall mobilize with the necessary equipment, watercraft, and materials to the Activity.
The Government will assist the Contractor in establishing a liaison with the necessary base activity.
The Government lay-down yard may contain Government Furnished Material (GFM). It is the Contractor’s responsibility to ensure that all GFM is secured when the Contractor is not in the yard. The Contractor shall provide an inventory of GFM to the delivery order COR upon request.
4.1.1 Material Transportation and Handling
The Contractor shall provide transportation to the site for all materials and equipment required to perform this task. Material shall be packaged, shipped and stored in a manner that prevents damage.
Materials and equipment purchased by the Contractor shall be defined in the Project Execution Plan.
The Contractor shall provide all material handling to perform the tasks described in this SOW.
Materials should be scheduled for delivery directly to the Activity. The delivery order COR will provide specific shipping address after contract award.
Material should be marked: HOLD FOR WATERFRONT BOAT BARRIER MAINTENANCE.
4.2 Crane Inspection and Safety
All cranes both land and floating must be inspected by the facility Navy Crane Center representative prior to commencing work on site. Forklifts that use lift slings or carry any suspended load “under the forks” shall use a certified crane adapter and will be treated as a crane and shall comply with the requirements herein.
All cranes shall comply with the requirements of the NAVFAC P-307 for cranes. Information about the crane and weight handling equipment will be submitted in the Project Execution Plan and the crane package, and for individual events as appropriate. It is to the Contractor’s advantage to have cranes inspected prior to mobilization to the site, as this will allow the crane owner to make any necessary repairs to avoid rejection at the work site. The delivery order COR will coordinate with the Contractor and the Activity to have the crane inspected before arrival onsite.
The Contractor should include in their proposal the equipment planned for use and their general lift plan.
4.3 Waterfront Operations
The Contractor shall notify Port Operations and waterfront security for permission to enter the Activity controlled waterfront. To minimize interference with ongoing waterfront operations, the Contractor shall provide Port Operations daily planned movements by noon of the day before. The Contractor shall notify Port Operations to request clearance on all vessel movements within the Activity controlled waterfront. All Contractor vessels shall meet relevant regulations regarding safety, aids to navigation, etc. If diving operations are to be conducted, the Contractor shall notify the COR and Port Ops at the pre-installation meeting. The Contractor shall coordinate with the delivery order COR as to the availability of berthing for Contractor vessels. Berthing availability is not guaranteed.
4.4 Personnel Contact Information
While on site, the Contractor shall provide emergency contact information for all key personnel and a list of all personnel working on the project to the Activity’s security offices. The Contractor may also be required to provide to the Activity’s security office a list of employees’ names, social security numbers and citizenship for all personnel requiring access to the project site.
4.5 Demobilization
Upon completion of the project, the Contractor shall remove all equipment and materials used for this project from the Activity. All spare components shall be labeled and stored neatly at the Activity, as coordinated with the Government. All work areas shall be cleaned of debris, all waste disposed or hauled away as required by the Activity, and work areas left in an “as found” condition.
5 GOVERNMENT FURNISHED EQUIPMENT AND INFORMATION
5.1 Government Furnished Equipment (GFE)
None.
5.2 Government Furnished Information (GFI)
Government furnished information for this delivery order are the CFM Drawings (see Attachments J-1 through J-4) and site plans shown in the Appendix.
6 DATA DELIVERABLES
Deliverables shall be in accordance with the section above. All reports and deliverables shall be submitted electronically as both a Microsoft Office compatible format and an Adobe Acrobat PDF. All drawings shall be submitted in AutoCAD dwg format. Documents shall be supplied electronically via a readable media (i.e. CD, E-mail.)
NOTE: Minimum Protection Requirements for Controlled Unclassified Information: Security classification guides (OPNAVINST 5513 series) and unclassified limited documents (e.g., FOUO, Distribution Statement Controlled) are not authorized for public release and, therefore, cannot be posted on a publicly accessible web server or transmitted over the Internet unless appropriately encrypted.
Reports shall provide a comprehensive description of the work being documented. Drawings, charts, illustrations and other material needed to clarify the presentation shall be included. The format for required reports shall reflect the formats provided as GFI, where applicable. Calculations and computer output, if applicable, shall be listed as appendices to the report.
Reports shall be clearly written, describe the work adequately, be well edited and be acceptable for release as a quality document. The report shall document the results of all analyses performed. Draft reports shall be finished products requiring only technical changes as the result of Government review.
7 SECURITY
The Contractor will not require access to classified documents or classified areas. Documents under this delivery order shall not contain classified information. However, any reports or documentation resulting from this contract cannot be distributed without formal approval from the Naval Sea Systems Command.
8 PERIOD OF PERFORMANCE
The expected period of performance for this delivery order is 365 calendar days after award.
9 POINTS OF CONTACT
Government Contracting Office Points of contact include the Contracting Officer and Contracts Specialist.
Government technical points of contact include the Contracting Officer’s Representative (COR) and Task Order Contracting Officer’s Representative.
10 QUALITY ASSURANCE
The Contractor is responsible for the quality of all work performed under the resulting delivery order (including subcontracted tasks). This includes responsibility for administering an internal quality control plan, administering self-inspections, and reporting on these elements. The below table “Requirements Summary”, outlines the standards, acceptable quality levels (AQLs), and methods of surveillance the Government will use to conduct quality assurance.
The Government is responsible for conducting the verification elements cited in the methods of surveillance column of the Requirements Summary to determine whether the Contractor has met the stated standards and AQLs. If the Contractor has not met the minimum requirements, the Contractor may be asked to develop a corrective action plan to show how and by what date it intends to bring performance up to the required levels.
Changes to standards, AQLs, and methods of surveillance will be incorporated via contract modification at the discretion of the contracting officer. Table below provides a requirements summary.
