About this file

This file contains a Questions and Answers (Q&A) document for Solicitation N00024-25-R-4101, a follow-on contract for Waterborne Security Barriers Sustainment issued by the Department of the Navy Naval Sea Systems Command. The solicitation covers installation, refurbishment, upgrade, and engineering design support for waterfront security barrier systems at various naval activities worldwide, including passive and active waterfront barriers, port security barriers, mooring systems, and miscellaneous waterfront security systems.

Key details from the Q&A include clarification that offerors may submit only one proposal as a prime contractor, confirmation that this is a follow-on requirement from a previous Naval Facilities Engineering and Expeditionary Warfare Center contract (N39430-15-D-1614), and guidance on completing Contract Line Item Numbers (CLINs) 0001-0004 in the solicitation. The previous contract's scope has been transferred to NAVSEA, which now has cognizance of the Waterborne Security Barriers Sustainment program.

1GeneralN/APlease confirm this bidding approach: submitting one proposal priming with a subcontractor and submitting another as a subcontractor to another prime, sometimes referred to as over and under.Confirm as acceptable. Per Section L.3 of the solicitation, offerors may submit only one proposal as a prime contractor.
2GeneralN/AIs there any incumbent/recompete or this is a brand-new project? If yes, could you please provide us with their award number or even if the customer bought similar services in the pastN00024-25-R-4101 is a follow-on requirement from Naval Facilities Engineering and Expeditionary Warfare Center (NAVFAC) (N39430-15-D-1614). NAVSEA now has cognizance of the Waterborne Security Barriers Sustainment.
3GeneralN/AHow does the government intend for us to populate CLINs 0001-0004 in Section B of SF33. Understand CLIN 0005 is "not separately priced." Page 68 element 2 speaks to the sample tasks and CLINs 0001-0004 but not specifically stating how to populate section B.CLINS 0001-0004 do not need to be filled in for Section B to meet the requirement of "Solicitation Sections A through J “Solicitation, Offer and Award” to include all required clause fill-ins". CLINs 0001-0004 shall be filled in for each sample and submitted with the sample order proposal in Volume I.
