N00024-22-R-5535 Bidder’s Questions and Government Responses
Q32. Would the Navy consider the inclusion of an Economic Price Adjustment provision to the contemplated procurements' Fixed Price CLINs?
A32. The conditions for incorporating an EPA provision per FAR 16.203-1 are not present but the Government expects to receive bids that adequately address the risk of market conditions in their pricing and will evaluate price realism accordingly.
Q33. Is a Physical Configuration Audit (PCA) required for this contract? If required, will it be for the Decoy Launch Message Convertor (DLMC) only or for all components? If we are to conduct a PCA, will the Government provide information on how they would like Offerors to proceed, and will there be an accompanying SOW section and CDRL?
A33. Yes, a PCA is required for this contract. The RFP has been updated, via Amendment 002, in the following section: Section C, Statement of Work, 3.2.3.5 Physical Configuration Audit (PCA), 3.2.3.6 Physical Configuration Audit (PCA) Determination Meeting, 3.5 Test Support, 3.13 Exit Criteria, and in CDRLs A004, A007, A031, A032, and CDRL Glossary.
Q34. Is it the Government’s intent for the contractor to develop their own test equipment for the DLMC? A34. Yes, it is the Government's intent for the contractor to develop their own test equipment for the DLMC, to allow flexibility to the contractor to develop testing around their resources without calling out specialized equipment.
Q35. Is it the Government’s intent for the contractor to write a qualification procedure for the DLMC that is similar in nature to the DLP? For example, the DLMC specification references a requirement for MIL-STD-901 but the existing qualification procedure for the DLP does not include MIL-STD-901 testing.
A35. Yes, it is the Government's intent for the contractor to write a qualification procedure for the DLMC that is similar in nature to the DLP. The contractor will not be required to develop and/or shock test the DLMC.
Q36. Can the government provide the DLMC hole pattern and weight? Information will assist in pricing a new crate.
A36. Most drawings were previously provided by the Government. Recently identified omissions have been signed for RFP use and provided to potential offerors via DoD SAFE.
