N00024-22-R-5535 Bidder’s Questions and Government Responses

Q 24. In the J-4 GFP Attachment, Are items 3-7, 37, and 88 GFE as opposed to GFM? If these parts are GFM instead of GFE, they will be classified as GFM instead of as a "make" part.

A 24. Bidder's references of items 3 - 7, 37, and 88 correlate to the contractor providing Government GFP listed as items 3 - 6, 36, and 87. Government items 3 - 5 are being furnished as examples for assistance in assuring interpretation and translation of TDP. Items 6, 36, and 87 are the end items desired, while the indentured items listed under these three items are materials being furnished by Government to contractor to aid in production of deliverable items 6, 36, and 87. These three items will then be placed into a production MK 24 MODs 2 and 3 Decoy Launch Processor (DLP).

Q 25. TDP PN 8822076-001 Cable Assembly, ITEM 4 description is of a backshell, but the drawing for the PN (8730453) is for a cable. Is this the correct PN?

A 25. Drawing 8730453 is a harness assembly drawing. Item 4 (MS3474W12-3P) is the Connector, Plug, 3 Pin. Item 5 (M85049/10-13W) is the Connector, Backshell, and Strain Relief.

Q 26. If Imperial and U.S. fasteners become unavailable, could SI (The International System of Units) fasteners be used?

A 26. No. Changing to any SI fastener will hinder the production items and make them unsupportable for repair parts via established federal repair parts supply system.

Q 27. What are ECPs, NORs, and RFDs?

A 27. An ECP is an Engineering Change Proposal. This is a document vehicle to capture all relevant information affected by a proposed change that is considered necessary to correct an engineering or production concern with reference to the technical data package. A NOR is a Notice of Revision which is a sub-part to the ECP. The NOR captures all of the changes needed to a specific drawing. A RFV is a Request for Variance which addresses unanticipated concerns that wouldn't fall under an ECP, i.e., production floor tool gouges, non-matching coloration, non-form/fit/function concerns, etc.

Q 28. Are early contract deliveries be permissible by the Government?

A 28. If a contractor is able to successfully produce contract deliverables ahead of schedule, then early deliveries would be permissible/encouraged by the Government.

Q 29. Does the Government consider a certain number of support contractors excessive, and would that look negatively on the prime?

A 29. The number of subcontractors employed is entirely up to the prime contractor. The prime contractor must make the determination of how many subcontractors they consider to be beneficial to production and meeting the profit margin required to maintain business operations.

Q 30. What Computer Aided Design tools is the government employing for their 3-D modeling efforts?

A 30. The Government is using PTC Creo version 7 and higher to build their models, along with Windchill 11 and higher to manage all associated documentation to those models.

Q 31. Can any part of the contract requirements be performed outside of the U.S.?

A 31. All of the technical data is under distribution and export control laws that must be adhered.
