The labor categories/hours identified in Section L.3.2.2 Table L-2 and Attachment JS-18 do not match the labor categories/hours provided in Attachment JS-22 on the LOE Labor Hour Inputs for CLINs X001 and
X004. As an example - the total hours In Attachment JS-18 for CLIN 0004 Logisticians equals 11,334 with
Mid-Level 4,534 and Junior Level 6,800. While Attachment JS-22 has Logistician Mid at 9,067 and Logistics
Jr at 2,267 for a total of 11,334. Would the Government consider aligning the labor categories and hours in
Attachment JS-18 and Section L.3.2.2 Table L-2 to the labor categories and hours in Attachment JS-22? This alignment between the documents would make the costing and pricing consistent across not only all documents, but also across all Offerors.
Yes The Government is working to update Attachment JS-22 and will provide a revised attachment as soon as possible.
2 Attch JS-18, Attch JS-22 Attachment JS-22 Attachment JS-22 Direct Rates Tab Column A on the Attachment JS-22 Direct Rates Tab indicates the code within that column is the "BLS
Code". However, it appears the code provided in that column is not the BLS Code but the Resource Code provided in the Attachment JS-22 Tabs pertaining to the s X001/X004 LOE Labor Hour Inputs. Will the
Government confirm that BLS codes do not apply?
Yes The Government confirms that BLS codes do not apply. The Government is working to update the Direct
Rates tab of Attachment JS-22 and will provide a revised attachment as soon as possible.
3 Attch JS-18, Attch JS-22 Attachment JS-22 Attachment JS-22 CLIN X004 LOE Hour Inputs The Attachment JS-22 CLIN X004 LOE Hour Inputs includes a Labor Category titled "Industry Trade(s)". This category is not defined within the RFP; and, since there are multiple types of Industry Trade labor titles that could pertain to Industry Trade (i.e., welder, pipe fitter, machinist, laborer, etc.), will the Government provide a further breakdown of the labor mix the Government expects to be included in this Labor

The hours listed there must correspond to the hours included in the Prime Offeror’s Staffing

No key personnel are requested. The efforts identified to be performed IAW Section C 3.0 - 11.0 are complex and will require management expertise for effective completion. In order for the Government to validate that an Offeror is providing the
Government with said qualified team; will the Government consider adding key personnel that were identified in the February 2021 draft; including Combat Systems Specialist, System Administrator, ISSM, Installation Program Manager, Life-Cycle Logistician, Network Engineer(s), and PHS&T Manager. The
Goverment previously considered these positions to be critical to successful execution of the contract.

In accordance with FAR 15.404-4, will the Government please consider removing the 7 percent fee cap which will allow offerors to identify and propose a reasonable fee on the CPFF CLINs? FAR Clause 15.404-4, entitled Profit, item (4)(i)(C) allows for a not to exceed 10 percent fee on the contracts’ estimated costs on
CPFF type contracts, as applicable. This will ensure that the Government attracts the best capabilities of qualified large and small business concerns on this competitive solicitation.
Should the Government not remove the fee cap, please provide the basis for the 7 percent fee cap.

(1) The Offeror shall verify that summary level scores of a current
NIST SP 800-171 DoD Assessment (i.e., not more than 3 years old unless a lesser time is specified in the solicitation) are posted in the
Supplier Performance Risk System (SPRS) (h ttps://www.sprs.csd.disa.mil/) for all covered contractor information systems relevant to the offer.
(e) If the offeror determines that a potential organizational conflict of interest does not exist at any tier, the offeror shall include a statement to that effect in its response to this solicitation.
Will the Government confirm that these requested items should be included in Volume V? If the items belong in another Volume, will the Government provide instructions on where?
Yes The Offeror is not required to submit documentation with their proposal in support of DFARS 252.204-
7019. In accordance with DFARS 252.204-7019, in order to be considered for the award, the Offeror shall verify that summary level scores of a current NIST SP 800-171 DoD Assessment (i.e., not more than 3 years old unless a lesser time is specified in the solicitation) are posted in the Supplier Performance Risk System

As each new ACB/TI is introduced to the fleet, the Contractor shall conduct NEC awarded operations, journeyman, and maintenance training to military personnel at FLEASWTRACEN in San Diego, CA for up to 14 months.
The Contractor shall provide full time personnel in Hampton Roads, VA to conduct training at the contractor site. The minimum training conduct requirements include up to two (2) ASW operator courses for up to 12 students per course and one (1) ASW Journeyman course for up to 6 students. Two (2) operator courses and one (1) Journeyman course may be required to be conducted simultaneously.
Will the Government confirm that an offeror is not required to have a facility in San Diego? And that the only facility that the Government requires is within 2 hours of Hampton Roads, VA?
Yes An Offeror is not required to have a facility in San Diego as training will be conducted at the Fleet ASW
Training Center, a Government facility. Facility requirements are described within the SOW and are not required to be one consolidated facility. Please see Amendment 0001 of the solicitation.

8.0 Material Procurement (CLIN X007)
8.1 Spares
The Contractor shall procure items required as MAMs, INCO support items, initial depot lay-in items and Onboard Repair Parts (OBRPs) to support the results of the RBS and Maintenance Analysis. A list to include part number, description, Navy Item Control Number (NICN)/ National
Stock Number (NSN), cognizance (COG), unit price, vendor restrictions
(if sole source) and quantity will be provided as GFI each option year in accordance with Attachment J-17 – Material List Sample. The
Contractor shall report on the status of each procurement in accordance with CDRL A002 – Contractor’s Progress and Status
Report.
8.2 Training Equipment
The Contractor shall procure items required as TTE, Virtualization
Hardware, War Room Equipment (WRE), End of Life (EOL) / End of
Production (EOP) items. A list to include nomenclature, part number, NSN, vendor restrictions (if any) and quantity will be provided as GFI throughout each option year in accordance with Attachment J-17 –
Material List Sample. The Contractor shall report on the status of each procurement in accordance with CDRL A002 – Contractor’s Progress and Status Report.
SOW Section C, 8.0, on page 62, identifies CLIN X007 as material procurement; which includes spares and training equipment; can the Govnerment define the difference between "materials", as identified in CLIN series X006 and "spares", as identified in CLIN series X007? Additionally, with a signficant amount of material procurement identified in CLIN series X006, will the Government add Note S-c applicablility to
CLIN(s) 0006, 1006, 2006, 3006, and 4006?
No CLIN 0006 is installation material and consumables for the warehouse. The Government will not consider adding Note S-c applicablility to CLIN(s) 0006, 1006, 2006, 3006, and 4006.

RFP? The answers to questions will impact both the Technical and Cost Volumes. For example, we have submitted a question regarding discrepancies between Attachment JS-22 and RFP Section L, Table L-2.
There are also several questions pertaining to the technical volume that have an impact. As a result, we request an extension of at least 2 weeks so that offerors receive clarity on the goverment's requirements and are able to deliver compliant proposals.

This important RFP has just five labor categories, and three levels, with the mid-level having a very broad experience definition. The mid-level encompasses 4-5 levels within most organizations. To ensure a well-qualified workforce with the right requisite experience, would the government consider as a minimum, the years of experience range for the mid-level be changed to align with the typical years of experience at this level: Between 10-15 years of experience (allowing for a Masters = 10 years and Bachelor’s = 6 years.)?
