- Solicitation number
- N00024-22-R-2203
About this file
This final request for proposal (RFP) solicits the detail design and construction of an Auxiliary General Ocean Surveillance (T-AGOS 25) class ship. The Navy seeks a single award for the lead ship with options for six additional vessels. Offerors must provide proposals by April 19, 2022 addressing technical, management, and past performance factors to demonstrate their ability to meet requirements. Key requirements include detail design and engineering, production capabilities, management approach, and experience constructing ships of similar size and complexity to the T-AGOS 25 class. The Navy intends to award without discussions but reserves the right to conduct exchanges with offerors as needed. Selected attachments contain classified information up to the Secret level and will only be released to offerors with proper security clearances and need to know. The Navy has established response dates and timelines for option exercises to aid integrated master schedule development. This RFP represents the final opportunity for industry to submit proposals to fulfill this Navy requirement.

The Offeror’s proposal shall be based on the requirements contained in this RFP (including documents, exhibits, and other attachments identified in Section J) and the Government will evaluate proposals in accordance with Section M of this RFP. Failure to comply with the terms and conditions of this RFP may result in the Offeror’s proposal being rejected as non-compliant. The Government plans to award a single contract resulting from this solicitation to the responsible Offeror whose proposal offers the best value to the Government.
Proposal submission will be 19 April 2022 by 1400 EST.
At the Government’s discretion, the Government has the right to conduct a site visit of any potential Offeror. The Government is not required to conduct site visits for every proposed Offeror.
L.1.0.1 GOVERNMENT-WIDE POINT OF ENTRY
This solicitation will be made available only through the System for Award Management (SAM) website at https://SAM.gov. From time to time, the Government may post additional information to the SAM website relating to this solicitation (e.g. responses to questions, solicitation amendments, etc.). It is the responsibility of prospective Offerors to monitor the SAM website for any such information.
L.1.0.2 AVAILABILITY OF ATTACHMENTS, SPECIFICATIONS, AND OTHER DOCUMENTS
The Government will post on the Government-wide point of entry (i.e., the SAM website) all publicly releasable attachments, specifications, and other documents referenced in this solicitation. Certain T-AGOS 25 Class technical data under this solicitation will be marked Distribution Statement D – Distribution authorized to DoD and U.S. DoD contractors only, and may be classified up to the SECRET level. Documents in the solicitation package that are marked with Distribution Statement D will be available on SAM to only those prospective Offerors that are authorized to access export controlled documents. Access to the export controlled access level on SAM requires the prospective Offeror to hold a current certification through the Defense Logistics Agency Logistics Information Service’s Joint Certification Program. Classified materials will be distributed directly to authorized companies only.
Documents in the RFP may contain technical data whose export is restricted by the Arms Export Control Act (Title, U.S.C. Section 2751 et seq. or Executive Order 12470). All prospective Offerors seeking access to Distribution D or classified attachments must follow the instructions provided in the notice for this solicitation posted on the SAM website. It is the responsibility of prospective Offerors to monitor SAM for any such information. The deadline to request access to the controlled solicitation documents shall be the same as the deadline to submit bidder’s questions as noted in Section L.1.0.4.1.
The Government will make available Attachment J-1c, Classified Noise Appendix, which contains classified data and technical data whose export is restricted by the Arms Export Control Act (Title, U.S.C. Upon receipt of a duly executed TOUA, the Government will provide via mail or SIPR email the Attachment J-1c. Over the course of the procurement, the Government may provide updates to the Attachment J-1c or additional materials to the same designated company representative.

Clarity is essential. Offerors shall minimize the use of brochures; any brochures, if used, will count against page limits.
Offerors should structure proposals such that the information provided for a given section is comprehensive and concise.
L.1.1.2 PROPOSAL STRUCTURE AND PAGE LIMITS
Each Offeror shall submit electronic copies on CD or DVD media and separate paper hard copies in the quantities specified herein for each volume. All copies must contain the same information and formatting as the original volume. In presenting material in these volumes, Offerors are advised that the quality of information is significantly more important than quantity. Offerors must strictly observe the page limitations for each volume. Pages in excess of the applicable page limit will be removed by the Contracting Officer from the back of the respective volume prior to evaluation. The excess pages will not be read or evaluated. It is not necessary to supply the maximum number of pages allowed; fewer pages may be submitted. Offerors shall organize proposal content sections using index pages or tabbed index divider pages with clear cross-referencing to the table of contents. All pages shall be consecutively numbered within each volume (e.g., 1, 2), with the exception of the Volume III Price Proposal. For the Price Proposal volume only, pages must be numbered consecutively within each section, but page numbering may restart at the beginning of each section.
Offerors shall structure proposal submittals such that the required content is organized into separate volumes as follows:
VOLUME DESCRIPTION PAGE LIMIT ELECTRONIC FILE PAPER
COPIES
1 Technical Proposal 200 4 5* 1 Design Appendix Not Applicable
• Unclassified J-Attachments 4 5*
• Unclassified other design products 4 0 2 Classified Technical Annex See Below 0 2 2 Classified Design Appendix Not Applicable 0 2 3 Price Proposal None 3 0
*Offerors shall provide paper copies as noted. However, Offerors must format the electronic proposal content for Volume 1 Design Appendix in a manner that allows for the content to be printed. In the event of a discrepancy between the paper version and electronic version of a proposal, the electronic version will govern for all Volumes.
L.1.1.2.1 PAGE LIMIT FOR CLASSIFIED TECHNICAL ANNEX
The Classified Technical Annex does not have its own page limit as the information contained in the Annex is intended to represent classified material that cannot be included in an unclassified volume. As a result, information presented in the Classified Technical Annex will count towards the page limit for the volume that the information supports. For example, if the Offeror submits the Classified Technical Annex with 12 pages of Technical Proposal narrative information, then the page limit for Volume I will be reduced by 12 pages (i.e., from 200 pages to 188 pages).
L.1.1.2.2 PAGE COUNT EXCLUSIONS FOR VOLUME 1
The detailed proposal content instructions identify specific items that are exempt from the page count limitations set forth above. In addition, the following proposal pages are exempt from the page count limitations:
Cover letter Table of contents Executive Summary Title pages Index pages Tabs Glossary
Resumes Regulatory body correspondence Channel water depth reports Teaming Agreements/Subcontractor Agreements for Major Subcontractors Copies of facility qualifications or certifications Design Appendix (defined in Section L.1.3 Proposal Content Requirements) Concent Statement (defined in L.1.0.14)
L.1.1.3 CLASSIFIED TECHNICAL ANNEX AND CLASSIFIED DESIGN APPENDIX
The Government anticipates that Offerors will need to submit classified information as part of the proposal submissions. All classified information must be contained in the Classified Technical Annex or Classified Design Appendix of Volume II. Classified proposal volumes must be appropriately marked and delivered per the requirements of the solicitation DD Form 254 and its associated security classification guides (SCGs), and the DoD 5220.22M National Industrial Security Program Operating Manual (NISPOM). The Defense Security Service (DSS) administers and implements the defense portion of the National Industrial Security Program (NISP) and Offerors may refer to the NISP website for guidance on security-related matters. In preparing the classified volumes, the Offeror shall follow the following procedures:
Provide cross references between the classified volumes and the unclassified volumes Page, paragraph, table, graphic, and figure markings shall conform to the requirements in Chapter 4 of the
NISPOM
Strictly apply protocols in the SCGs and the DD Form 254 to determine the classification level of proposal content
L.1.1.4 BINDING, LABELING, AND PACKING
Offerors are responsible for the condition of delivered proposals. Boxes and binders and the contents thereof that are delivered to the Government broken apart or in an otherwise disorderly fashion will be reassembled by the Government with an emphasis on expediency. The Government is not responsible for proper reassembly of such proposals. Thus, binders may not be reassembled as originally sent or intended.
L.1.1.4.1 BINDERS
Offerors shall submit all volumes in three-ring binders with index tabs or tabbed index divider pages separating each section. Each proposal section shall start on a new page. Each volume shall contain a table of contents that lists the sections, subsections, and page numbers. Each volume shall also include a glossary explaining all abbreviations and acronyms used in the volume.
L.1.1.4.2 SPECIAL INSTRUCTIONS FOR CLASSIFIED PROPOSAL VOLUMES
Classified information shall be classified no higher than SECRET. Classified volumes of the proposal shall be separated from unclassified proposal content and bound in red binders if SECRET or blue binders if CONFIDENTIAL. Do not use red or blue binders for any unclassified volumes. Classification markings shall conform to the requirements of the DD Form 254 and the DoD 5220.22M NISPOM. Classified proposal binders shall be appropriately marked on the front, back, and spine with the highest level of classified material contained therein. Offerors shall wrap and package the classified proposal binders separately from the unclassified portions of the proposal. In the event that classified information is found within any unclassified volume of the proposal, the classified pages will be removed, and any impacted pages will not be evaluated. This may render the Offeror’s proposal unacceptable.
L.1.1.4.3 LABELING
The first page of each proposal volume shall display the information required by FAR 52.215-1(c)(2) and shall also contain the volume number, volume title, security classification level of the volume and serial/copy number. If an Offeror wishes to restrict the disclosure or use of its proposals, the Offeror shall use the legend permitted by FAR 52.215-1(e) and prominently indicate the specific pages and paragraphs that contain proprietary information. Each volume shall contain a table of contents that lists the sections, subsections, and page numbers and a glossary of all abbreviations and acronyms used, with an explanation for each. Each page of the Offeror’s proposal shall be labeled with the Offeror’s name, solicitation number and date corresponding to the date of the initial proposal. Any pages that may be revised as a result of discussions (if required) shall contain revision numbers and dates.
L.1.1.4.4 PACKING
Offerors shall pack and submit all proposal binders in cardboard (or equivalent) boxes that may be lifted and handled manually. Offerors should observe a reasonable maximum weight for each box and avoid overloading any single box. Boxes must be sequentially numbered with the box numbers marked on all sides of each box, and written on all sides of the outside wrapper, if necessary. Submit all copies of electronic media in a single box. If submitting more than one box, include in one of the boxes a master packing list summarizing the contents (i.e., volume number, copy number, and volume name) of each box, by box number. These packing instructions also apply to all subcontractor submissions.
L.1.1.5 SEGREGATION OF COST OR PRICING DATA
All information relating to contract cost or pricing data shall be included only in the section of the proposal designated as the Price Proposal Volume. Under no circumstances shall Offerors include contract cost and pricing data in Volumes 1 or 2. In the event that cost and pricing data are included in Volumes 1 or 2, that data will be excluded from the evaluation.
L.1.1.6 ELECTRONIC VERSIONS OF PROPOSALS
Offerors shall ensure that electronic versions of proposals do not contain any substantive information not included in the paper versions. In the event of a discrepancy between the paper version and electronic version of a proposal, the electronic version will govern for all Volumes. Electronic proposal submissions and supporting information shall be submitted on CD or DVD media in a format that can be accessed using a standard PC-compatible CD/DVD drive.
The Government will not accept submissions on any other electronic media, such as flash memory cards or USB flash drives. Prior to submittal, the Offeror shall ensure that all CD/DVD media do not contain computer viruses or other malware.
L.1.1.7 FILE FORMATS
Offerors shall submit electronic files in the formats prescribed herein.

All text and proposal narrative shall be submitted in Microsoft Word format. All spreadsheets shall be submitted in Microsoft Excel format with all mathematical equations used for calculations visible and traceable. All viewgraphs shall be submitted in Microsoft PowerPoint format. All schedules shall be submitted in Microsoft Project format. No fields or documents may be password protected. Offerors shall not embed sound or video files into the electronic files. All Microsoft Excel files shall be completely readable and editable such that the Government may readily ascertain the validity of the pricing and formulas, or other data contained therein. All data and tables shall be submitted in a printable format. A duplicate set of all proposal files in PDF format may be submitted only as a supplement to the Microsoft Office format files. All Adobe Acrobat files shall be word-searchable to the maximum extent practicable.
L.1.1.7.4 FILE STRUCTURE
Separate files shall be used to enable rapid retrieval of all contents, including exhibits, appendices, and attachments, if any. Each volume shall be organized into directories within the CD/DVD that duplicate the volumes and partitions used in the paper version of the proposal.
L.1.1.8 PAGE SIZE AND FORMAT
The narrative material in each proposal shall be single-spaced, typed, or printed in 12-point Times New Roman font.
Text within tables, diagrams, pictorial charts, figures, or graphic material may use no smaller than 8-point font in Times New Roman or Arial font. Paper, excluding foldouts, shall be 8 1/2 × 11 inches (standard letter size) with a minimum margin of 1 inch around the page. Drawings in the Design Appendix may be submitted in standard AMSE Y14.1M sizes.

L.1.1.8.3 FOLD-OUT SHEETS
Foldout sheets may be used for charts and graphs where necessary to depict organization, layout, or implementation schedules. Foldouts shall be uncomplicated to preserve clarity. Extensive written text or tabular data, beyond that reasonably required, shall not be included in the material presented on the foldout sheet. Foldout pages shall not exceed 11 × 17 inches and shall fold entirely within the volume. Text on fold out sheets shall be single-spaced, typed, or printed in 12-point Times New Roman font. Each non-blank side of a foldout sheet will count as two pages for page count purposes. Foldouts for the Technical Proposal (Volume I) are limited to a total of 20 foldout sheets.

Furthermore, the Government will not consider telegraphic, facsimile, or electronic commerce modifications of offers, or withdrawals of offers.
L.1.2.2 SUBCONTRACTOR PROPOSALS
Pricing data, or other information which may be considered proprietary to team members or subcontractors, may be submitted either with the prime Offeror’s proposals in a separate sealed envelope or directly to the Government under a separate cover. Prime Offerors must notify the Government in the Volume III - Price Proposal if any information will be submitted under separate cover. Any subcontractor proposal submitted under separate correspondence must still comply with proposal due dates and times as otherwise annotated within this Request For Proposal.
L.1.3 PROPOSAL CONTENT REQUIREMENTS
Offerors shall provide the information requested in the following paragraphs in the volumes indicated. If additional information is provided in other volumes or sections, Offerors shall provide clear references to the location in the proposal where the information may be found.
Do not include cost or price information in Volumes 1 and 2. Volumes 1 and 2 of the proposal shall present the Offeror’s understanding of the scope of the acquisition and overall approach to performing the work required.
Consequently, these volumes must outline the specific effort the Offeror intends to perform with sufficient detail to demonstrate the Offeror’s approach to meeting all the requirements of this solicitation. Offerors shall provide an Executive Summary of up to three (3) pages in length. The Executive Summary shall summarize the Offeror’s planned approach to satisfy the Government’s requirements under this solicitation and highlight key elements of the proposal from both a technical and management perspective. The Executive Summary shall be unclassified. The Government will not formally evaluate the Executive Summary.
Volumes 1 and 2 shall be organized using the following structure:

Offerors shall provide all narrative discussion in the Technical Volume. Offerors shall provide a Design Appendix and Classified Design Appendix containing drawings, schedules, diagrams, schematics, calculations, analyses, and other artifacts identified as “associated products” in support of Factors 1, 2 and 3. The Design Appendix is excluded from the page count limitation of the Technical Volume. However, Offerors shall not include narrative content within either the Design Appendix or Classified Design Appendix. The Technical Volume and (unclassified) Design Appendix shall contain unclassified content only. Offerors shall place classified narrative in the Classified Technical Annex and any classified associated products in the Classified Design Appendix.
L.1.3.1 VOLUME 1, FACTOR 1 – DETAIL DESIGN AND ENGINEERING APPROACH
The Offeror shall describe its design and engineering approach for the design and construction of the ship that meets the requirements of this RFP by providing descriptive narratives to define the processes and resources that will be used to complete the detail design and construction of the ship. The Offeror shall describe:
i. All planned major design and engineering efforts.
ii. Requirements traceability such that the Government can validate that the Offeror’s technical approach addresses all detail design requirements described in Section C and all J-Attachments. If the Offeror would like the Government to consider any deviation from the requirements of this RFP, the Offeror shall submit an Offeror’s Question, in accordance with the procedure established in L.1.0.4.1, with the rationale for and technical risk of the proposed deviation. If the Government concurs with the proposed deviation, the RFP will be amended to permit the proposed deviation. If the Government does not amend the RFP to permit the proposed deviation, but the Offeror proposes the deviation in its proposal submission, the Offeror’s technical proposal may be considered technically unacceptable. The Offeror's detail design must meet all requirements specified by this RFP.
