110/20/21Draft RFPNote B, Page 2Options for T-AGOS 25 Class Ships #2 through #7 under this contract shall be exercised, if at all, in ascending numerical order (i.e., 2001, 3001, 4001, 5001, 6001, 7001) starting from the first available unexpired option. An available unexpired option is defined as an option that has not previously been exercised, and which has not yet expired per the latest option exercise date set forth in the Section I clause FAR 52.217-7.NoOptions will have learning curves build into them. If an option is allowed to expire and a follow on option is then awarded it will have learning assumptions built into it that didn’t actually occur, placing risk on the bidder’s price.

For example, if option CLIN’s 2001, 3001, and 4001 expire and CLIN 5001 is awarded, the offered price will be at T5 on the learning curve but will only be T2 in actual practice. Will the Navy consider additional language such as below from another recent RFP:

NOTE B – [omitted] SHIP OPTIONS

(a) Options for [omitted] Ships #2 through #10 under this contract shall be exercised, if at all, in ascending numerical order (i.e., 0200, 0300, 0400, 0500, 0600, 0700, 0800, 0900, 1000) starting from the first available unexpired option. An available unexpired option is defined as an option that has not previously been exercised, and which has not yet expired per the latest option exercise date set forth in the Section I clause FAR 52.217-7.

(b) The expiration of a ship option shall not invalidate the remaining unexpired options. However, in the event that the Government fails to exercise two consecutive options prior to the applicable latest option exercise dates, the price of each remaining unexpired option shall be adjusted such that the price (i.e., target cost, target profit, and ceiling price) of the first available unexpired option is revised to the price from the first of the two consecutive expired options, the price of the second available unexpired option is revised to the price from the second of the consecutive expired options, the price of the third available unexpired option is revised to the price from the first unexpired option, and so on and so forth. For example, if Items 0400 and 0500 expire, the price of Item 0600 will be revised to the price from Item 0400, the price of Item 0700 will be revised to the price from Item 0500, the price of Item 0800 will be revised to the price from Item 0600, the price of Item 0900 will be revised to the price from Item 0700, and the price of Item 1000 will be revised to the price from Item 0800.

210/25/21RFP AttachmentsN/AWith the draft RFP the Navy issued the appropriate Contract Drawings. However, while Navy issued some Contract Guidance Drawings, there are many systems for which no information has been provided.NoThe draft RFP for T-AGOS DD&C requires a response by 8 February 2022. This would be allow roughly 90 days to respond to the formal RFP. Normally with that amount of time to respond, a Contract Design package would be complete by the time the RFP is issued. This is necessary because 60-90 days are required to get fixed priced bids from suppliers for spec material. The PB22 budget documents state that the Navy completed a T-AGOS Contract Design in June 2021. With the draft RFP the Navy issued the appropriate Contract Drawings. However, while Navy issued some Contract Guidance Drawings, there are many systems for which no information has been provided. The following is a list of Contract Guidance Drawings that would normally be expected as a part of the Contract Design. All of these system designs will be needed to adequately estimate the cost of the ship and enable an appropriate bid. Lacking this information will result, at best, in a bid with a significant amount of risk included in the price. The items marked with an asterisk are items that are requested in section L.1.3.1 of the RFP as part of the contract design that is to be submitted with the proposal.

Which of the above drawings does the government plan to issue with the final RFP? If not, does the government intent to provide sufficient time for the shipyards to develop these products internally (in excess of 180 days) to be able to adequately estimate the cost of the T-AGOS and provide an appropriate bid and to answer section L of the RFP?

The Government does not expect Offerors to have a complete Contract Design at the time of proposal due date. It is anticipated that the Contract Design phase will continue post award until the Preliminary Design Review (PDR). For additional information, see Section C.3.042, “MEETINGS, REVIEWS, CONFERENCES, AND WORKING GROUPS”, and Section C.3.042.9.1, “PRELIMINARY DESIGN REVIEW” of the RFP. If Offerors would like additional non-contractual, FOR INFORMATION ONLY drawings related to the Government T-AGOS Contract Design, the following drawings are available (see tab titled_Attachment L-2_Listing). Reviewers should be aware that these drawings are FOR INFORMATION ONLY and should not be assumed compliant with all requirements of the RFP, nor should they be considered as representing the Government’s preferred solution.

Additional information is provided on tab titled_Attachment L-2_Listing. Please note these are for informational purposes only and shall not be considered contractual TDP drawings.Amendment 0001
310/27/21Draft RFP and Technical DocumentsSection L:

L.1.3.1.4 , L.1.3.1.5 , L.1.3.1.2 , L.1.3.1.3 , L.1.3.1.8, L.1.3.1.10 , L.1.3.1.11, L.1.3.1.12 The draft T-AGOS(X) RFP Section L requires a level of detail in a number of places that would normally be appropriate only during detailed design. Additionally, there are other places where the level of detail might be appropriate for an RFP response, but there is inadequate time available to complete the design worked needed to provide the level of detail requested.

No The draft T-AGOS(X) RFP Section L requires a level of detail in a number of places that would normally be appropriate only during detailed design. Additionally, there are other places where the level of detail might be appropriate for an RFP response, but there is inadequate time available to complete the design worked needed to provide the level of detail requested. The following is a list of these paragraphs:

L.1.3.1.4 ARRANGEMENTS - The Topside, Decks, Platforms, Inboard Profile, and Outboard Profile shall be in accordance with MSC Standard Plan 803-7079667, “Preparation of Selected Record Drawings (SRDs) for USNS Ships”.

Concern: The arrangements requirement in the RFP is generally appropriate except for invoking the requirement for drawings to be completed to the SRD level. This is something that is normally done during detailed design. For [omitted], SRDs are only required 30 days prior to sea trials.

L.1.3.1.5 WEIGHT AND STABILITY ii. A Bidder’s Independent Weight Estimate (BIWE) as part of the proposal. The Offeror’s attention is directed to C.3.096.2 Supplemental Weight Agreement. The BIWE establishes the potential contractor’s estimate of the ship at the time of contract award.

Concern: A BIWE is normally based on the information in a complete contract design package. The documents included in the Draft TDP are insufficient to support a BIWE.

L.1.3.1.2 Ship Design – Describe total ownership cost trade-offs performed Concern: There is not enough information provided in TDP and typically these types of studies are done as part of industry studies. There is insufficient time provided for this response to complete cost trade off studies.

L.1.3.1.3 Critical Equipment - The Offeror shall prepare a Critical Equipment List including:

a. Emergency Diesel Generator Set

b. Integrated Bridge System

c. Switchboards, load centers, and power panels

d. Main Propulsion Generator Sets

e. Reduction Gears (If provided)

f. Steering system

g. Propulsion Motors

h. Propulsion shaft bearings

i. Propulsion shaft clutches (If provided)

j. Bow Thrusters (If provided)

k. Main Seawater Cooling Pump(s)

l. Low Pressure Rotary Air Compressor(s) For each item on the list, the following information shall be provided: quantity; nomenclature; Original Equipment Manufacturer (OEM's) name; OEM's part and model number; place of manufacture; capacity/rating; Mean Time Between Failure (MTBF); Mean Time To Repair (MTTR); population in-service; ABS and Regulatory Body approvals; production lead-time; the supplying vendor name, address and telephone number; and unique tools or support and test equipment necessary to inspect, test, calibrate, service, repair, or overhaul the end item. If MTBF and MTTR for the end item are not readily available, the Offeror is allowed to use data for like items that are currently in Government or commercial service.

Concern: This is consistent with what was required for the [omitted]. However, in that case, we had the draft RFP for 6 months before the RFP was issued and then an additional 90+ days with the final RFP. As it was, getting the Critical Equipment List completed before submission took every moment of those 9 months.

L.1.3.1.8 INTEGRATED ELECTRIC POWER SYSTEMS DESIGN

iii. Describe the Integrated Electric Power System (IEPS) including machinery arrangements, design, associated calculations, studies, analyses, support systems, model testing, modeling simulation and fuel maps. The propulsion system characteristics shall be provided including the following: type of plant, engine make and model, emissions characteristics, power rating of IEPS equipment, ship speed at 85% and 100% of MCR of the electric propulsion system and the generator sets, drive train efficiencies at full and partial loads, reduction gear ratio (if applicable), design conditions and operating limitations, fuel rates between no load and prime mover MCR at 10% intervals of, individual IEPS equipment and cable weights, reliability and maintainability, along with related trade-off and design studies. Fuel maps shall include supporting calculations for the machinery plant.

Concern: This level of detail was provided for the [omitted] proposal. However, as mentioned before, 90 days is inadequate to generate this level of detail. Once a power plant has been selected then this step would take roughly 6 months.

L.1.3.1.10 Auxiliary Systems HVAC

i. Description of the design and analysis of hotel heating, ventilation, and air conditioning (HVAC) systems and the associated air conditioning plant and cargo refrigeration plants. This description shall include the following: The calculations used to determine the design of the HVAC systems and the air conditioning plant.

Concern: This requires that the GA is complete before this analysis can begin. While this was provided in the [omitted] response, it took most of the 9 months to develop this analysis and feed it into the powering calculations. Powering and EPLA were completed just in time.

L.1.3.1.11 MACHINERY, ELECTRIC PLANT, AND AUXILIARIES CONTROL AND MONITORING SYSTEM

ii. Document the selection, arrangement, and use of Machinery Centralized Control System (MCCS) displays, instrumentation to optimize operator interaction with the control and monitoring system.

iv. Prepare a plan that includes details on the signals and mimics required for the necessary and efficient operation of the vessel and mission system.

Concern: This level of detail is normally conducted during detailed design.

L.1.3.1.12 INTEGRATED CONTROL SYSTEM DESIGN

iii. An outline of the process used to design the system including development of relevant maneuvering models to simulate required control actions used by the autopilot to maintain heading in seaway conditions.

Concern: This level of detail would normally only be completed during detailed design.

Will the Government consider revising these sections in the final RFP or the TDP to address the concerns?

Arrangements: The Government acknowledges your statement. However, this requirement is correct.

Weights - The Government acknowledges your statement. However, this requirement is correct.

Trade offs - Total Ownership Cost trade-offs shall be performed within the design trade space, not against contractual requirements.

The rest of the topics are answered by BQ4

Amendment 0001
411/8/21NoRequest the Navy provide additional time or adjustment of the time period to allow more working days in
order to complete the design necessary for bid cost calculation and internal approvals. The Government has extended the proposal period from 90 days to 151 days.Amendment 0001
511/8/21NoRequest the Navy provide additional design detail information so that shipyards and design agents can

make a bid decision that offers acceptance of risk with a design and cost achievable within the desired

timeframe. Please refer to BQ#2. Please note these are for informational purposes only and shall not be considered contractual TDP drawings.Amendment 0001
611/8/21NoFor clarity, request the Navy clearly state what drawings, diagrams, calculations, and analysis is required
for the proposal.Please refer to sections L & M of the RFP.Amendment 0001
711/8/21NoRequest the Navy provide native files of all drawings provided in an AutoCAD format. The Government has provided AutoCAD drawings and native files to the extent they are willing at this time.Amendment 0001
811/8/21NoSection L.1.3.1.2 iv requires the offeror to provide ABS and regulatory body correspondence to support

the proposed ship design. ABS approval of takes a minimum of four (4) weeks for initial comments and additional time for comments resolution. For a basic design package, firms need a minimum of eight weeks to account for ABS approval. Request the Navy provide clarification on ABS review and approval requirements or provide additional time within the proposal period to complete this activity during a

holiday season.Section L of the solicitation requires the Offeror to provide any ABS and regulatory body correspondence to support the proposed ship design; it does not require ABS approval to occur during the proposal phase.Amendment 0001
911/8/21NoABS published a new Guide for Building Classing SWATH Vessels in August 2021 which is to be used in

conjunction with ABS MVR. Since it provides guidance specifically for SWATH hulls, does the Navy

intend to incorporate it as a guidance in addition to ABS MVR?The ABS SWATH Guide is not applicable to this program.Amendment 0001
1011/8/21NoSection 2.4 ‘Non-government documents’ in the file Attachment J-1a DRAFT TAGOS 25 SYSTEMS

SPECIFICATION lists ABS Rules for Building and Classing Steel Vessels. This has now been replaced

by ABS Marine Vessel Rules. Please clarify. The RFP has been updated accordingly.Amendment 0001
1111/8/21NoRequest the Navy make available detailed drawings of T-AGOS 19 and T-AGOS 23 class for use as
references. The Government does not intend to make these available as drawings for T-19 and T-23 are insufficient in size, scope, and mission.
Amendment 0001
1211/5/21Pre-Solicitation Announcement on SAM.govDescriptionNoThis is a DRAFT Request for Proposal (RFP) for the Auxiliary General Ocean Surveillance Ship, T-AGOS 25 Class (formerly T-AGOS(X)) (N00024-21-R-2203). Reviewers should be aware that this Draft RFP may not include all sections and attachments that will be part of the final RFP. This Draft RFP is for planning purposes only and shall not be construed as an invitation for bid, request for quotation, request for proposal, or as an obligation on the part of the Government to acquire any products or services.

This paragraph of the pre-solicitation indicates that there may be additional attachments that will be part of the final RFP that are not included as part of the draft RFP. However, the draft RFP lists specific drawings that are considered Contract or Guidance Drawings. Should industry expect that additional drawings will be provided with the final RFP? If additional drawings will be provided, can the government provide a list the drawings that will be included as part of the Technical Data Package, even if the actual drawings are not released with the Draft RFP?

Please refer to BQ#2. Please note these are for informational purposes only and shall not be considered contractual TDP drawings.Amendment 0001
1311/5/21Draft RFP and Technical DocumentsSection L & attachments (various pages)NoMultiple sections requiring the Offerer to provide details related to the detailed design and calculations to support the technical specifications given in the Draft request for proposal.
The draft RFP requests detailed estimates for the various systems of the vessel. However, the TDP provided with the draft RFP is limited to in scope and focuses on structural arrangements. The timeframe to develop a response to the RFP (90 days) is inadequate to prepare a compliant fixed price bid assuming a complete set of approved drawings was available. There is not sufficient time to develop a design with the technical details requested as deliverables in addition to developing the design to the level required to adequately prepare a cost proposal. Will additional system diagrams developed by the Navy be provided with the final RFP to facilitate a proper technical evaluation and cost estimation effort? The Government has extended the proposal period as referenced in BQ#4. In reference to additional drawings please refer to BQ#2. Please note these are for informational purposes only and shall not be considered contractual TDP drawings.Amendment 0001
1411/5/21Draft RFP and Technical DocumentsSection 1.1.2.iiiNoDescribe total ownership cost trade-offs performed.
There is insufficient duration to develop the design to the level necessary to respond to the RFP. Are there specific systems where the Navy recommends the Offerer evaluate the total ownership costs? Since the RFP states "Where the referenced documents use terms similar to “recommendation”, “guideline”, or “guidance” in its title or text, features indicated by the use of such terms shall be mandatory" should the Offerer assume that those requirements are not options for a trade-off evaluation? The Government has extended the proposal period as referenced in BQ#4. Additionally, review BQ#3 regarding Total Ownership Cost trade-offs .Amendment 0001
1511/5/21Draft RFP and Technical DocumentsSection 1.1.2.ivNoProvide ABS and regulatory body correspondence to support the proposed ship design.
Does the Navy anticipate that the Offerer has submitted documentation of the proposed design to ABS for class approval prior to submitting the proposal? To what extent should ABS have reviewed the Offerer's design prior to submitting a response to the final RFP?As referenced in BQ#8, Section L of the solicitation requires the Offeror to provide any ABS and regulatory body correspondence to support the proposed ship design; it does not require ABS approval to occur during the proposal phase.Amendment 0001
1611/11/21Attachment J-1a179, sec 3.503, PumpsNoCentrifugal pumps shall be in accordance with ASTM F998, including supplements S1 through S3. Fire pumps and centrifugal pumps which operate continuously, or cycle automatically shall be in accordance with ASTM F998 Type C 3, with the exception that materials shall be in accordance with Table 1 of ASTM F998.
The requirement to use ASTM F998 Type C-3 pumps limits the avaibilty of pump sizes and drives the contractor to add multiple smaller, heavier and more expensive pumps where fewer, lighter pumps could be used with a spec change. Replacing the requirement from "ATSM F998 Type C-3" to "ASTM F998 Type C-2" would not only be a cost savings, but more importantly, allow for a significant weight savings. The Government acknowledges your statement. However, this requirement is correct.Amendment 0002
1711/13/21Draft RFPNoRecommendation that PMS325 enables qualified SSV’s to obtain the final RFP and final specifications directly from PMS325 to enable a thorough analysis of the final overall requirements. As noted in the RFP, the Government will only be providing RFP attachments & drawings to potential Prime Offerors. It is the responsibility of the Prime contractor to provide necessary documents to the subcontractors.Amendment 0001
1811/13/21Draft RFPNo[omitted] has evaluated the additional requirement of the DP2 system and the desire to maintain DP2 up to Sea State 5. [omitted] has conducted a detailed analysis with ABS and have found that the current ship design does not meet the DP2 requirements as it exists today. The RFP has been updated accordingly.Amendment 0001
1910/13/21Notice ID N00024-22-R-2203Entire
Notice Section entitled 'Additional Information:'NoThe Government has issued a Presolicitation Notification Notice ID N00024-22-R-2203 with draft RFP and draft attachments. However, the Government’s lack of commitment to responding to potential bidders’ question is confusing to potential bidders. Responding to Offerors questions and clarifying the intent of the Government Draft Solicitation documents reduces the impact to the Government Acquisition Schedule and allows potential bidders to determine a bid or no bid decision or to begin preparing their potential RFP response. Was it the Government’s intent by publishing the draft Solicitation and draft Solicitation attachments to allow potential offerors to review and seek clarification? Will the Government respond to Offerors Questions before the release of the potential RFP?
Additional Information: The Government will consider all comments received on the Draft RFP but will not commit to providing a response to any comments and/or questions. The subsequent revision to any specification or RFP based on comments received remains solely at the Government's discretion.Presolicitation Notification Notice ID N00024-22-R-2203 states the Government is not required to answer any potential Bidders Questions. The Government is answering all the questions received to date from the presoliciation as well as from the RFP. Please review section L for guidance on questions.Amendment 0001
2010/13/21Notice ID N00024-22-R-2203EntireNoRegardless of the classified attachment (j-) the draft RFP is riddled with references to attachments that have not been released. Will the Government release additional contract guidance drawings and information before the final RFP is released to those potential contractors or shipbuilders who have executed the TOU?
The Sections C, Section L, Section JThe RFP and all attachments & drawings are now available to all potential Prime Offerors upon submittal of a signed NDA.Amendment 0001
2110/13/21Notice ID N00024-22-R-2203Section B Note KNoCurrent draft uniform contract, as written, does not provide for a reasonable degree and balance of risk between the Government and the contractor, instead assigns the majority of all risk on the shipbuilder. Will the Government consider increasing the profit potential allowed to the Contractor (e.g., shipbuilder) to assist in offsetting the cost of risk which must be borne by the Contractor.

NOTE K – Limitation of Ceiling and Shareline Ceiling at 120%

Share 50/50The Government does not intend to increase the current ceilings or sharelines at this time.Amendment 0001

C.3.042.9.3.2NoThe govt. requirement of 80% progress complete at launch is a target that may be reasonable, but we should consider the fact that the "correct" progress is more important than an arbitrary total vessel value. An assessment should be made based on critical systems and testing durations between launch and delivery. Will the govt. consider moving a physical progress number requirement over to an Incentive package rather than the base contract. Using an incentive method may actually improve the ships position as the Navy and [omitted] team could address the detailed requirements ensuring the correct items are complete at launch rather than an arbitrary percentage.

5111/12/21Attachment J-1a System SpecPg. 43, Section 2.4, para 4, line 29"In cases where additional requirements in references cited herein constitute additional details or features…"NONAVSEA provides 24 pages of references documents that will have to be reviewed in details for "additional details or features" in order to determine the most stringent requirements. This will add a significant amount of manhours and duration to design development. As referenced in BQ#4, the Government has added additional time for proposal submission.Amendment 0001
5211/12/21Attachment J-1a System SpecPg. 44, Section 3.051.1, line 16"Hump speed shall be achieved at 85 percent of the propulsion plant rating."NOPlease provide a clear and complete definition of term "Hump speed"Section 3.051 identifies "Hump Speed" as 20 kts.Amendment 0001
5311/12/21Attachment J-1a System SpecPg. 44, Section 3.051.1, line 14"The ship shall be capable of a sprint speed of 20 knots."NOSprint Speed (20-22 knots) is much less than speed of typical small or moderate sized combatants T-AGOS would be trying to escape. The Government acknowledges your statement.Amendment 0001
5411/12/21Attachment J-1a System SpecPg. 44, Table 3.051.1NOSpeed -power characteristics implied by data in Table 3.051-1 are not consistent with marine industry experience with large SWATH vessels; with the exception of the SLICE SWATH hullform, operating points on the total resistance curves for SWATH vessels have consistently fallen on the initial rising slope and never approached the primary or secondary "peaks".

It is noted that the speed power information for T-AGOS 25 does not appear consistent with the performance of T-AGOS 23 when adjusted for speed and displacement changes.

This transference of atypical model test results to full size ship performance represents a very high risk to detailed design and construction program and the contractor.

Resistance and powering model test results and analyses should be provided to avoid additional analyses by contractor to confirm the information presented in Table 3.051-1 and reduce program risk impacts (cost & time). The Government does not intend to share resistance and powering model test results and analyses at this time.Amendment 0001
5511/12/21Attachment J-1a System SpecPg. 50, Section 3.070.4.1, line 25"Equipment and machinery exposed to weather shall be capable of operating at an ambient temperature between -29 degrees C and 49 degrees C."NOProcurement of deck equipment will be difficult and expensive due to -29oC low temperature requirement. The Government acknowledges your statement. However, this requirement is correct.Amendment 0001
5611/12/21Attachment J-1a System SpecPg. 51, Section 3.070.4.3, line 19"Exposed systems and equipment shall start and operate properly when covered with an ice load of 0.22 kPa."NORequirement that exposed system & equipment start & operate properly under 0.22 kPa ice load; majority of equipment manufacturers require removal of ice prior to operating. The Government acknowledges your statement. However, this requirement is correct.Amendment 0001
5711/12/21Attachment J-1a System SpecPg. 53, Section 3.070.4.5, line 4"Vehicle and landing craft handling systems, including the boat and cargo crane, shall operate, with rated speed, under light sea conditions as follows:"NODoes the boat and cargo crane handle the boat with personnel aboard? (man-rated)According to section 3.589.1, "The ship’s port side crane shall be used for launch and recovery of the workboat and shall be capable of moving the workboat from its stowed position to a position along the deck edge suitable for boarding and disembarking and lowering the boat down into the water. The ship’s port side crane shall be man-rated for the design hoist weight of the workboat when the workboat is outboard of the deck edge."
Amendment 0001
5811/12/21Attachment J-1a System SpecPg. 53, Section 3.070.5, line 45"The ship, as delivered by the Contractor, shall not exceed the full load values of displacement and height of the ship's center of gravity (KG) specified in the Accepted Weight Estimate (AWE). "NOThis section refers to the AWE, but no weight estimate/report is provided in the RFP package. This represents a significant risk since SWATH draft is impacted by much smaller changes in lightship weigh and loads than a typical displacement hull. Recommend that NAVSEA provide copy of current weight estimate to establish an initial baseline and reduce program risk impacts (cost & time). Please refer to Section C.3.096.

6011/12/21Attachment J-1a System SpecPg. 57, Section 3.070.6.1, line 24"The self-defense weather deck space reservation shall be located as shown on the drawings."NOThis section indicates that self-defense weather deck space reservation (and enclosed space directly below) "shall be located as shown on the drawings". None of the drawings provided in the RFP Package indicate the location of these reservations. The RFP has been updated accordingly.Amendment 0001
6111/12/21Attachment J-1a System SpecPg. 59, Section 3.070.9NOIt is assumed that maneuvering model tests and analyses were performed as part of the development of the hull form for T-AGOS. To avoid additional contractor analyses necessary to reduce risk to controllable levels as well as cost & schedule impacts that will lengthen the detailed design process, model test reports, analyses and information on technical methodology should be provided by NAVSEA.As referenced in BQ#54 the Government does not intend to share resistance and powering model test results and analyses at this time.Amendment 0001
