The anticipated requirement includes tactical shore site material, hardware production, assembly, integration, test, and shipment support for the SSDS system, as well as engineering services for problem identification, diminishing sources support, repairs, engineering changes, and production reporting from FY21 through FY26. The solicitation is expected to include cost-plus-fixed-fee, firm-fixed-price, and cost-only contract line items. Offerors must possess a SECRET facility clearance and be a U.S. company or subsidiary.

How to Request an NSERC Account
1. Go to: https://esgweb.nswc.navy.mil/accountrequest.
2. Select DOD EMAIL CA-## certificate when prompted. If you do not have an email certificate, select your identity certificate.
3. Accept DOD Warning.
4. Select Create a New Account.
5. Input requested information on each tab.
6. Select Next.
7. At the end of the request form, on the “System Rules” tab, select “Download pre-populated
SROB form.” This will download a PDF with all of your information. If your information is incorrect, return to the request form to change the incorrect information and download the
SROB form again.

8. A prompt will appear to save or open the SROB form. Select OPEN (you will be prompted to save later)
9. Navigate to page 9 of the 11 pages in the document
10. On page 9, review your personal information, place a check in the box within box 10 where it asks if you’ve completed your Annual Information Awareness Training (a.k.a. Cyber Security
Training) and fill in the date it was completed.
11. Next, click in the User Signature field (box 11) to sign the form. Be patient as another smaller box will open.
12. In this smaller box (show below) click the drop down button next to your name. Select the same certificate you used to access the Account Request System (for CAC users this will be your DOD
EMAIL CA-XX certificate).
13. Select Sign. Once signed, it will prompt you to save the file to your computer. Select the location where you would like to save a copy of the SROB. Name the file

14. Once saved, you can close the document.
15. Now go back into the Account Request System and go to the System Rule tab again, and right below the button you clicked on to download the SROB form there is a button that says “Upload
Signed SROB Form”. Click this button.
16. You will now navigate to the area that you saved your SROB form and click on it and then click
“Open”.
17. Once the upload is complete, a green bar with the words “Success” will appear below the
“Upload Signed SROB Form” button.
18. Now you will click the button that says “Request Access”
19. Select the Major Command of the Program you are requesting access to and then enter Program name (start typing and a list will appear); OR select the Program Directory to select from the directory.
20. Select your sponsor from the drop down menu. If your sponsor is not listed in the menu, enter their name, email and phone number into the fields.
21. Click on the “Application” tab (shown above) Select each application that you require access to
(Not all Programs offer all of the applications shown below). Enter a justification for each application selected.
22. Select Submit Request.
After submitting your request, you will receive an email stating that your request has been submitted.
An e-mail is also sent to the approver for the program you selected.
Once your request has been approved the NSERC Help Desk will receive notification and process your request accordingly. ***Please allow 24-48 hours from the time your request was approved for it to be processed.*** If the request is for SharePoint access, an e-mail will be sent from the SharePoint site to the user with a link to access and basic instructions for accessing. If the request is for a Engineering
Tool, the user will receive an e-mail with login credentials and a link to access.
If the request is disapproved, there is no further handling by the Help Desk. The Disapproval notation from the Content Manager is sent directly to the user.
