About this file
This document package contains a DD Form 254, Contract Security Classification Specification, and information about a related federal contract opportunity notice.
The DD Form 254 specifies security requirements for contract N00024-20-R-5602 with the Naval Sea Systems Command to produce hardware and provide engineering services in support of the Ship Self Defense System Technical Insertion 2016 program. It requires the contractor maintain a SECRET facility clearance and access to classified information. The security guidance is provided in an attached document. Subcontractors require separate DD Form 254s from the prime contractor.
The federal contract opportunity notice indicates the Naval Sea Systems Command intends to issue a competitive solicitation by the fourth quarter of fiscal year 2020 for procurement of Ship Self Defense System Technical Insertion 2016 hardware production, engineering services, and incidental material for fiscal years 2021 through 2026. The solicitation will include cost-plus-fixed-fee, firm-fixed-price, and cost-only contract line items. A draft of selected solicitation sections will be released prior to the formal request for proposal. Offerors must possess a SECRET facility clearance by award.

Encl: (1) Naval Sea systems Command Critical Information and Indicators List
1. As an Echelon two command with worldwide responsibilities and services, Naval Sea Systems Command (NAVSEA) meets the requirements of a Level-III Operations Security (OPSEC) Program, as defined in reference (a). Accordingly, a command Critical Information and Indicators List (CIIL) must be approved by COMNAVSEA or the Executive Director. Assigned personnel must be knowledgeable of CIIL and measures in place to mitigate identifiable vulnerabilities and risks to NAVSEA critical information. Reference (b) requires all personnel recognize CIIL to identify information requiring application of OPSEC measures.
2. OPSEC is a systematic, proven process that identifies, controls, and protects generally sensitive but unclassified information about a mission, operation, or activity. When effectively employed, OPSEC denies or mitigates an adversary's ability to compromise or interrupt our business. Creditable OPSEC helps to blind our enemies and with sufficient safeguards, can minimize the risk of compromising information that may assist our adversaries in degrading our mission effectiveness.
3. CIIL, as defined by references (a) through (c), are essential facts, elements, or components of a research, development, and acquisition program that, if compromised, could:
a. Cause significant degradation in mission effectiveness;
b. Shorten the expected combat-effective life of the system;
c. Reduce technological advantage;
d. Significantly alter program direction; or
e. Enable an adversary to defeat, counter, copy, or reverse engineer the technology or capability.
4. CIIL content must be protected by every military, civilian, and seated contractor employed throughout the NAVSEA enterprise.
Critical information usually involves key elements of intelligence concerning friendly activities or intentions that, if revealed to an adversary or unscrupulous competitor, can lead to damaging consequences. Costs of such degradation and loss are high and can be measured by lives; therefore, the nation depends on each of us to perform our duties effectively and practice OPSEC.
5. Upon signature, reference (d) will be cancelled. The information in enclosure (1), derived from reference (c) and augmented with NAVSEA-specific items, delineates CIIL of the NAVSEA enterprise and identifies unclassified information requiring application of OPSEC measures. NAVSEA employees are required to become familiar with the command CIIL; in addition, it should be posted in visible locations throughout work centers.
6. For questions or additional information regarding OPSEC, contact Mr. James T. Williams, OPSEC Program Manager (SEA OOP3), at James.T.Williams5@navy.mil or (202)781-3122.
