Name: __________ Company and Location: _________”

Does the “company” refer to the current employment or does the “company” refer to proposed company (prime/sub)?

Answer: Company and Location should refer to how the offeror proposes to fulfill the Schedule

A Billet (either with a Prime or a sub-contracted individual) and the proposed work place location for the billet (at the Prime Facility or at the Sub-contractor Facility).

3. Question:

INFORMATION SHEET

“Offeror proposing Subcontractor(s) performing 15% or more of the total proposed hours shall also submit (1) Past Performance Reference for said Subcontractor”

a. Are we limited to just one past performance reference for a Subcontractor(s) performing

15% or more of the total proposed hours?

b. Is the one (1) Past Performance Reference a maximum or minimum?

c. If the Subcontractor(s) is performing more than 15% of the work, can we utilize more than one (1) reference for a Major Subcontractor?

Answer: The (1) Past Performance Reference for a Major Subcontractor is a minimum only. The

The Offerer is allowed to fully describe how the work will be accomplished and to provide documentation showing how proposed subcontractors will provide a benefit to the Government. There are several other places within the proposal that the bidder can communicate the value of the subcontractor arrangement other than just past performance.

4. Question:

16. Question:

Reference: J-3, p. 1 and 3, Block 9, General Unclassified Description of this Procurement; and

Block 13, supplement to Block 11(j)

Attachment J-3, DD Form 254, Contract Security Classification Specification, references performance requirements that are not associated with the Undersea Operations contract in Block

9, General Unclassified Description of this Procurement, as follows:

“To provide the engineering and technical services to man, manage, maintain, and operate the

EESM System and to provide the operational and non-operational support to the Navy's oil and hazardous substance (OHS) spill response program. Remote-site ESSM equipment operation, maintenance, and related support under this contract is also provided for the full range of

UWSH, diving, salvage, and search and recover operations.”

Would you please clarify the general unclassified description and/or update Block 9 of

Attachment J-3, DD Form 254 for this Solicitation?

Answer: The correct language for Block 9 should read: “TO PROVIDE SERVICES TO

ASSIST IN CONDUCTING UNDERSEA SEARCH, SALVAGE, AND RESCUE

OPERATIONS ON A WORLDWIDE BASIS FOR THE UNDERSEA OPERATIONS

CONTRACT.”

The DD254 will be updated with the correct language and will be issued when received.

With further reference to Attachment J-3, DD Form 254, page 3, Block 13, Block 11(j) supplement, paragraph three of six, which reads as follows:

“Item: 11(j). Continued: Assembled large components/systems being transported to and from testing areas, other production or government facilities (whether or not on public roadways) shall be in an enclosed van trailer or covered flatbed trailer. Component/System outside storage, staging, and test areas shall be shielded/obscured from public view wherever physically possible.”

Would you please confirm that this instruction does or does not apply to each of the specific articles of Government Furnished Equipment listed on Attachment J-7, Government Furnished

Equipment?

Answer: This instruction does not apply to GFE on this contract.

17. Question:

Reference: Attachment J-7 Government Furnished Property, p. 1, Paragraph 1

“Due to the Complexity of the systems provided as Government Furnished Property, only a brief description is provided herein. All of the equipment and technical documentation will be made available for inspection by appointment.”

Answer: GFE equipment documentation will be available by request to the Contracting Officer.

18. Question:

Reference: RFP p. 84, Sub Section 4.4.2 – Past Performance/ Reference Information Sheet

15% or more shall submit (1) past performance/ reference for said contractor.”

Does the limit of 5 past performance/ reference sheets include the performance/ reference sheets from the major subcontractor(s) or is 5 the limit for the prime with additional past performance/reference sheets being allowed for each major subcontractor.

Answer: The maximum of five Past Performance/Reference Information Sheets is for the Prime.

A minimum of one Past Performance/Reference Information Sheet shall be submitted for each major subcontractor. Please refer to the answer of question 3 for more information.

19. Question:

Reference: RFP p. 15, Item 0002 - Engineering and Technical Services for Non-Operational

Task related to Worldwide Undersea Operations in Support of SUPSALV. Paragraph c.

Recognizing that one of the key goals of this RFP is to increase competition and foster innovation and modernization, we noticed that the RFP states; "No award will be made to any

Offeror which does not possess a facility security clearance issued by the Defense Security

Service at the Secret level". This could restrict the competitive bidding processes to only those contractors who currently hold an FCL.

The previous RFP stated that “Naval Sea Systems Command will initiate appropriate security clearance action for any apparent successful offeror which does not already possess such clearance...”

Does the FCL have to be in place at time of bid, award, or post award? Will NAVSEA consider initiating facility clearance sponsorship for any apparent successful offeror which does not already possess such facility clearance on this contract? If not, could an apparent successful offeror with a major subcontractor holding an FCL meet the requirement through this subcontractor until establishing their own FCL?

Answer: NAVSEA Clause L-204-H001 has been added to Section L of this contract in response to this question.

20. Question:

Reference: RFP p. 76, SECTION L Subsection 1.1 Table “All original and additional copies are paper copies”

Numerous recent Navy Procurements have been modified/amended to change the hard copy requirement to exclusively ELECTRONIC SUBMITTAL. Would the Government consider changing Section L SOLICITATION RESPONSE REQUIREMENTS to electronic submittal on this RFP?

Answer: The Government maintains the need for hard copies submitted in accordance with

Section L of this RFP.

SECTION F - DELIVERIES OR PERFORMANCE

The following have been modified:

F-211-H021 DELIVERY OR PERFORMANCE (NAVSEA) (MAR 2019)

For proposal purposes the estimated date of contract award is 15 October 2020. The government reserves the right to award sooner or later if necessary. The start and end dates below will be updated accordingly upon contract award.

(End of Text)

SECTION L - INSTRUCTIONS, CONDITIONS AND NOTICES TO BIDDERS

The following have been added by full text:

L-204-H001 FACILITY SECURITY CLEARANCE (NAVSEA) (OCT 2018)

(a) No award will be made to any offeror which does not possess a facility security clearance issued by the Defense

Security Service at the level stated in the Contract Security Classification Specification, DD Form 254. Naval Sea

Systems Command will initiate appropriate security clearance action for any apparent successful offeror which does not already possess such clearance. The Government is not obligated to delay award pending security clearance of any offeror.

(b) The security classification of this procurement is specified in the Contract Security Classification Specification, DD Form 254, attached hereto.
