Data previously submitted, or presumed to be known (e.g., data or services previously submitted or performed for the Government), cannot be considered as part of the proposal unless physically incorporated into the proposal. Failure to conform to all requirements of this solicitation may form the basis for rejection of the proposal.

L.1.3.4. Each volume of the proposal shall be written to the greatest extent possible on a stand-alone basis so that its content may be evaluated with a minimum of cross referencing to other volumes of the proposal. Information required for each Evaluation Factor, which is not found in its designated volume, will be assumed to have been omitted from the proposal. Cross referencing within a proposal volume is permitted where its use would conserve space without impairing clarity. All cross references shall be cited.

L.1.3.5. A legible, neat, orderly and comprehensive proposal is required. Unnecessarily elaborate brochures or other presentations beyond those sufficient to present a complete effective response to this solicitation are not desired and may be construed as an indication of the Offeror’s lack of conscientiousness. Offerors shall follow the general rule that quality of information is significantly more important than quantity.
