Bidders Questions
| Date | Question N0. | RFP Reference/Discussion (if necessary) | Question | Answer |
| 7/24/19 | 1 | RFP M.3 (1) Page 174 | Does the methodology described in this section mean that the Government will select a random quantity from each of the bands listed in Section B Note C and then multiply by price and add them all together to obtain the TEP for that CLIN? That is, to obtain the “TEP” for the CLIN a different random quantity within EACH of the 5 bands is used? Or is the methodology to select a random quantity from just ONE random band within the CLIN? Are the random selections held consistent across each of the CLINs listed in Note C? | The Government redirects offerors to this part of section M for the answer, the Government will choose one quantity from the range of 1-250 units. The random selection will be held consistent across each of the CLINs. |
| 7/24/19 | 2 | RFP 3.4 Page 56 | Please clarify what “requirements” must be met to move into FRP. Are these simply the “areas” enumerated in Section 3.4.1. | Prior to entering into full rate production, a successful Production Readiness Review must be conducted in accordance with section 3.4.1 and successful First Article Requirements in accordance with section 3.4.2 must be completed on at least one of CLINs 0006-0008. Successful completion of the Production Readiness Review and First Article requirements requires adjudication of all action items and discrepancies identified during conduct of these events. |
| 7/24/19 | 3 | RFP M.3 (2) | The delivery requirements of Section B, Note J are unclear. Are physical units to be delivered under CLINS 0006-0080, or is the scope to be priced only to conduct the activities as listed in Section 3.4.2 of the SOW? | Physical First Article Units are not to be delivered under CLIN 0006-0008. CLIN 0006-0008 is the labor required to perform the work identified in Section C, paragraph 3.4.2. The equipment required for this effort shall be procured from the production CLINs 0001-0003. Section B, note J has been revised to state First Article Requirements instead of First Article Units |
| 7/24/19 | 4 | Note L Page 36 | Are the PIO rates to be incorporated into the TEP and if so, using what methodology? Attachment J-8 requests 10 years of rates and Note I states pricing on CLIN 5000 could be executed 5 years after the initial contract award and at FFP. What is the Government’s intent on use and scope applied to this CLIN? It would appear to expose a contractor to unlimited risk. | The PIO rates are not to be incorporated into the TEP. Please only provide 5 years of rates as determined by the RFP. PIO is bound by the last possible date of the contract, which would be no longer than 60 months from award if all options are exercised. The Government intends to use this for only emergent requirements related to the original requirement that should present themselves in the future. |
| 7/30/19 | 5 | TDP | Request the drawing and parts lists for Part Numbers 8563180 and 8563181 | The drawings and parts lists will be provided by the Government. |
| 7/30/19 | 6 | Attachment J-4 | Request the drawing or part list for part number 8567957 from the spare list Attachment J-4 as there is nothing in the RFP and the vendor that is specified does not recognize that part number. | The drawing and parts list will be provided by the Government. |
| 7/30/19 | 7 | RFP 3.12.4 Page 66 | The RFP excerpt above requires the development of both IMI and PPP based instructor led curriculum. Should the offeror make the assumption that the development of the training packages is a new development effort? Presumably approved CDS training curriculum already exists. | Yes, training does exist for Ti16 CDS Water-Cooled. It is currently being test for functionality and will be provided at the time of award. |
| 7/30/19 | 8 | Section I, FAR 52.230-2; Section K, FAR 52.230-1, paragraph (a) | Prior to 01 July 2018, the Truth in Negotiation Act (TINA) threshold was $750,000. That was subsequently raised to $2,000,000 via FAR 52.230-2 Cost Accounting Standards (DEVIATION 2018-O0015) and FAR 52.230-1, Cost Accounting Standards Notices and certification (DEVIATION 2018-O0015. We recommend the government increase the threshold in section K to $2,000,000 and incorporate the FAR 52.230-1 and FAR 52.230-2 deviations into the solicitation. | The Government agrees and has changed both clauses to match the deviation per the FAR. |
| 7/30/19 | 9 | Page 160 Section L, Subsection 2.1 | Please consider allowing Microsoft Office 2016 documents to be compliant for this Solicitation. | The Government here makes the delineation between Microsoft Windows and Microsoft Office. The Government stated Windows 2010 to mean Windows 10 complient. As such, the Government accepts Microsoft Office 2016 documents as being compliant. |
| 8/12/19 | 10 | RFP, page 1 | In order to provide a best price to the Government, the offeror requests an extension of the proposal due date from 23 August to 20 September 2019. The process to obtain access to the bidder’s library coupled with the need for the Offeror to obtain fairly complex supplier pricing quotes to satisfy the tiered pricing makes delivery on 23 August very difficult. | The Government does not intend to provide an extension at this time and holds firm to the 23 August 2019 submission date. |
