The Offeror shall demonstrate an understanding of program requirements, a familiarity with problems which may develop during program execution, and a capability to develop practicable and effective solutions to those problems.

An Offeror’s proposal shall be sufficiently detailed to enable Government evaluation board members to make a thorough evaluation, and to arrive at a sound determination as to whether or not the prospective Offeror will be able to perform in accordance with the stated requirements. The Government does not assume the duty to search for data to cure problems it finds in proposals.

Offerors should assume that the Government has no prior knowledge of their facilities and experience, and will base its evaluation on the information presented in the Offeror's proposals only. The Offeror should not presume that data previously submitted, or presumed to be known (e.g., data or services previously submitted or performed for the Government), will be considered as part of the proposal.
