Question: Response:
14 RFP Pages 2-22, Section B Will every Option Year CLIN be exercised?
The government will make an option exercise determination for each CLIN as necessary. The government reserves the right not to exercise an option year.
15 RFP Pages 2-22, Section B Will Option Year CLINs not be exercised in sequential years? Option will be exercised in accordance with 52.217-7.
16 RFP
Pages 2-22 , Section B , Pages 121-122, SECTION M
3.0 FACTOR 4
Due to the indefinite order quantity by year for each CLIN(e.g. AN/SLQ- 32(V)6 CLINS 0001, 0101, 0201, 0301, 0401), would the Navy consider offers that provide a multi-dimensional step ladder pricing matrix based upon all possible ordering scenarios to calculate the TEP? This would avoid the ambiguity of learning curve impacts which drive costs lower based on the number of systems built.
The Government will calculate TEP as specified in Section M of the RFP.
However, if industry would like to submit additional information outside of the context of this proposal to elaborate on what multi-dimensional step ladder pricing matricies look like, we will review the information. The information should be presented independently from this RFP and so should not contain pricing or data specific to this RFP.
17 RFP
Pages 119-120, Section M - Evaluation Factors for Award (Subfactor 1.1)
Pursuant to evaluation Subfactor 1.1, Production Assembly in accordance with the TDP criteria, offers are limited to bidding compliant to the TDP unless sufficient measured data is provided for alternate items. What evidence will be used to evaluate compliance for out-year option CLINS (e.g. AN/SLQ-32(V)6 CLINS 0201, 0301, 0401) where alternate items may be priced in assuming test data will be available at the time that those options are exercised?
Per Section M, evaluation subfactor 1.1: "Any proposed item not currently listed in the TDP by specific part number will be evaluated by review of measured data to confirm the form, fit and function requirements of the TDP are met. The offeror alone bears the burden of submitting sufficient measured data to demonstrate that its proposed non-TDP item(s) meet(s) the form, fit, and function requirements of the TDP. Failure to provide sufficient data to demonstrate that a proposed non-TDP item meets the form, fit, and function requirements of the TDP may result in an evaluation finding of increased technical risk, and could ultimately result in a determination that the offeror’s technical approach is unacceptable."
The Government does not consider future test data to be measured data which can be provided in a timely proposal.
