"Paragraph 9.6.2 requires Contractors to prepare and submit a OCI Mitigation Plan if the Offeror is planning on submitting proposals for both FFG(X) SI&T and FFG(X) DD&C programs. Can the Government identify or elaborate on the type of potential OCI issues that you are anticipating, so that the Offeror can make sure our OCI plan addresses and mitigates all of your concerns. The first bulleted paragraph states: ""If the Offeror has intentions to submit a proposal to both FFG(X) CS SI&T and FFG(X) Detail Design & Construction (DD&C), the Offeror shall provide an OCI Mitigation Plan as part of the proposal. The plan shall explain in detail the remedies in place to avoid and/or mitigate any conflicts of interest which will give the Offeror unfair competitive advantage in the development of the proposals for either requirements or otherwise create an organization conflict of interest."" Question/Comment & Requested Action
Paragraph 9.6.2 requires Contractors to prepare and submit a OCI Mitigation Plan if the Offeror is planning on submitting proposals for both FFG(X) SI&T and FFG(X) DD&C programs. Can the Government identify or elaborate on the type of potential OCI issues that are anticipated, so that the Offeror can make sure our OCI plan addresses and mitigates all of the concerns. If the government believes that the actual or perceived OCI exists in execution, then the FFG(X) CS SI&T RFP language should be modified to reflect this timing. Recommend the government review and modify this RFP language to reflect a requirement to evaluate potential OCI in execution (vice during proposal generation) if that is appropriate. (i.e. does the OCI plan between the teams need to be in place now or after the award?).
Government Response
An amendment will be issued to address the discrepancy. Offerors are required to submit mitigation plans for any OCI’s that exist during proposal development and contract execution.
The correction shall read:
“The plan shall explain in detail the remedies in place to avoid and/or mitigate any conflicts of interest which will give the Offeror unfair competitive advantage in the development of the proposals for either requirements or otherwise create an organization conflict of interest in execution of either contract.”

RFP N00024-18-R-5102 87 Section F Period of performance table and delivery table Non-Proprietary
Question/Comment & Requested Action
No period of performance is provided for CLIN 0001 and CLIN 0011 in the POP table. A delivery period is listed in the delivery schedule. Does this imply that the period of performance for these CLINs is 72 months for CLIN 0001 and 24 months for CLIN 0011 after award. If that is not a correct assumption, what is the period of performance for CLINS 0001 and 0011? Will delivery conclude the CLINS period of performance or will there be ongoing efforts to update these plans after the RFP stated delivery date?
Government Response
The performance period for CLIN 0001 and CLIN 0011 will be the number of months listed in Section F starting from the date of award. The CLIN 0001 performance period is 72 months from date of award. The CLIN 0011 performance period is 24 months from date of award. Delivery will conclude the CLINs performance period and there is no intent to update these plans after the RFP stated delivery dates. CLINs 0001 and 0011 are completion CLINs and therefore are shown in the delivery schedule table. Level of effort CLINs are shown in the period of performance table.

RFP N00024-18-R-5102 46 3.1.5.1.2
The Contractor shall, prior to software installation and integration and testing, verify that the placement of host and physical items conforms to CS Space Arrangement drawings, verify that all host and network devices are properly connected, and are able to successfully boot to an operational status.
Non-Proprietary
Question/Comment & Requested Action
If the task described is performed before software installation then systems may be unable to be checked to boot into “operational status”. Recommend the government better define the expectations of “operational status” or detail what software the system will have on it for verification of “operational status” before final software is installed.
“Operational status” implies all systems and subsystems will power on properly and are ready for software installation.

Further, the Contractor shall assist the Shipbuilder in the development of the Ship Test Program documents.
Non-Proprietary
Question/Comment & Requested Action
After the MTP is reviewed. it is likely that the contractor will recommend additional procedures. If the government chooses to approve development and validation of these extra procedures, does that work fall under and thus be estimated in CLIN001 or is it going to be conducted as a TI under one of the LOE CLINS? The answer will impact how CLIN 0001 is estimated.?
The development of MTP will fall under CLIN 0001; this includes modifications, updates, any additional procedures due to recommendations by Government or Contractor.

Non-Proprietary
Question/Comment & Requested Action
Can the Government provide details on the frequency and the coordination level required on the reviews and conferences required in this item? This task assumes numerous meetings and IPTs.
What assumptions on their periodicity should we use for estimating this work? If the periodicity cannot be determined, suggest these meetings be moved to a LOE CLIN instead of being bid under CLIN 0001 as written in RFP?
Government Response
The Contractor should estimate the frequency for this effort throughout the duration of CLIN 0001 based on their past experience. It would not be appropriate to move to LOE as this is effort is tied to the completion task itself.

RFP N00024-18-R-5102 120 9.6.2
This section states states: "If the Offeror has intentions to submit a proposal to both FFG(X) CS SI&T and FFG(X) Detail Design & Construction (DD&C), the Offeror shall provide an OCI Mitigation Plan as part of the proposal. The plan shall explain in detail the remedies in place to avoid and/or mitigate any conflicts of interest which will give the Offeror unfair competitive advantage in the development of the proposals for either requirements or otherwise create an organization conflict of interest." "The OCI Mitigation Plan will be evaluated based on the practices and processes on identification, avoidance, and/or mitigation of any OCI (Unequal Access to Information, Biased Ground Rules, and Impaired Objectivity) whether actual or perceived. This is considered a significant issue for industry and the Government; therefore, a well thought out plan is paramount. The Offeror may be ineligible for award if the Government deems the plan is unacceptable."
Non-Proprietary
Question/Comment & Requested Action
The government as expressed concern for a perceived or actual OCI between the FFG(X) CS SI&T and the FFG(X) Detail Design & Construction proposals. Given this concern, it would make sense that a perceived or actual OCI could exist between the FFG(X) CS SI&T and FFG(X) Combat System Software and GFE programs. Recommend the government add the following requirement to the
FFG(X) CS SI&T RFP:
If the Offeror has intentions to submit a proposal to FFG(X) CS SI&T while being the OEM for FFG(X) Combat System Software or related weapon/sensor system, the Offeror shall provide an OCI Mitigation Plan as part of the proposal. The plan shall explain in detail the remedies in place to avoid and/or mitigate any conflicts of interest which will give the Offeror unfair competitive advantage in the development of the proposals for FFG(X) SI&T or otherwise create an organization conflict of interest. The Offeror shall provide the Contractor OCI policy. The plan shall fully comply with the Federal Acquisition Regulation, Subpart 9.5 and the Contractor’s OCI Policy.

3.6.1e--Assisting the Government with data extraction, data reduction, and engineering efforts to review data obtained during testing of the FFG(X) CS. The Contractor shall provide facilities to support this tasking.
10.1.2--Demonstrate the process the Offeror will use to develop and validate Test Procedures prior to shipboard use. Identify how elements to be validated by test procedure are derived. Identify how test results will be mapped to elements to be validated.
Non-Proprietary
Question/Comment & Requested Action
Because many of the selected FFG combat systems are tested in government-funded contractor labs, it is helpful that the selected contractor be permitted to use these government-funded labs for FFG(X) SI&T testing. This reduces the appearance of any unfair competitive advantage and provides more efficient use of government-funded facilities.
To mitigate these concerns, would the government consider a similar approach to that in the AEGIS solicitation (copied below) to open select government-funded labs to assist with data extraction, data reduction, and engineering efforts to develop combat system changes?
“The Contractor shall provide an up-to-date set of ACS test procedures for Combat System integration in accordance with NAVSEA T9050-AA-DIR-010/AEGIS, AEGIS Ships Test Procedure Preparation Directive. The Contractor shall also validate Contractor prepared ACS ship test procedures at Government facilities or, when necessary, in ships. The Contractor shall work closely with the PARMS preparing the non-Contractor element level ship test procedure to ensure timely delivery to the ATT in advance of the applicable ship test. “
At this time the FFG SI&T government team does not have access to any government funded contractor labs and cannot provide access for SI&T testing.
