The Contractor shall provide on-site resident and temporary duty (TDY) personnel at the shipyards as members of the FFG(X) Test Team (FTT) in the execution of the FFG(X) CS Test Program. The on-site Contractor personnel shall be headed by a Contractor Test Manager who shall closely work with the Government FFG(X) Test Director (FTT/TD), Government FFG(X) Test Managers (FTT/TM), and shipbuilder Test Manager in matters concerning the test program and ship construction process.
Non-Proprietary

Question/Comment & Requested Action

Will the government be providing all the onsite infrastructure and facilities to support on site waterfront group and Temporary Duty?

Government Response

Bidders are to assume that no more than 5 on-site seats will be provided by the Government for infrastructure and facilities. As location is unknown at the time of bidding and proposal acceptance, bidders are to assume Washington DC based rates/standards using the United States Department of Labor’s Bureau of Labor Statistics for the 5 on-site personnel. The Government will support onsite infrastructure and facilities for TDY personnel, as needed. An amendment will be issued to revise SOW language.

Section L, Para. 10.6.1- “All subcontractors whose proposals include costs for the LOE CLINs shall include a labor mix matrix like the one required of the prime in its proposal.”
Non-Proprietary

Question/Comment & Requested Action

Please confirm that the labor mix matrix is the same as the J-15 Staffing Plan. Does the labor mix matrix apply only to major subcontractors?

Government Response

The labor mix matrix is a notional mix used as a guide to develop the Staffing Plan, Attachment J-15. This applies to both Prime and Major Subcontractors as stated in paragraph 10.6.1.

Section C: Part 1- Program Management, 3.1
No definition of roles for explicit tasking.

The program management tasks in para. 3.1 is a CPIF task without assigned hours. Is this an LOE task based only on the management roles defined in J-14? Para. 3.1 explicitly calls out sub-contract management and supplier management (3.1.2.1) and Security (3.1.2), without defining these roles.

Non-Proprietary

Question/Comment & Requested Action

Please provide clarification if NAVSEA intends to define in Paragraph 3.1 that the Program Manager is to be bid in CLIN 0001 only?

Government Response

No, the Contractor shall designate a Program Manager for the entire Contract.

Section C: 1.0 Introduction, Paragraph 1.1 Scope
Lack of definition/information.

The description of CLIN 0001 Scope includes "The Contractor shall develop, modify, and update the CS Test Procedures in accordance with the Test Stage Matrix and Test Stage Summary Descriptions." Given that Section B does NOT include a Quantity of Hours for CLIN 0001, and the Test Stage Summary Descriptions do not include any reference to current status or existing page count, the Bidder has to have this information for each Stage Test shown in the two referenced Attachments.

Non-Proprietary

Question/Comment & Requested Action

It is requested that NAVSEA provide the CS Test Procedures in accordance with the Test Stage Matrix and Test Stage Summary Descriptions. This information is required in order for bidders to properly size the effort required to price CLIN 0001.

Government Response

Attachment J-10 Test Stages Matrix identifies the organization responsible for developing the Test Procedures. The Test Procedures identified in the Test Stage Matrix (J-10) that the Government will provide are still being developed. These are the Test Procedures that the Contractor will need to modify and update. The Contractor shall propose the effort for developing, modifying, and updating these Test Procedures based on Contractor experience and knowledge.

Section L: 9.6.2 OCI Mitigation Plan
Lack of definition/information.

“If the Offeror has intentions to submit a proposal to both FFG(X) CS SI&T and FFG(X) Detail Design & Construction (DD&C), the Offeror shall provide an OCI Mitigation Plan as part of the proposal.“

This section doesn’t distinguish whether the Offerors for both the FFG(X) DD&C and SI&T RFPs are prime contractors or subcontractors for both. It can therefore be assumed that all Offerors are prime contractors only for these opportunities and that the OCI Mitigation Plan requirement applied solely to these prime Offerors.

[If proprietary, provide justification]

Question/Comment & Requested Action

Please provide clarification if Subcontractors on both or one of the FFG(X) CS SI&T and FFG(X) Detail Design & Construction (DD&C) solicitations have to provide an OCI Mitigation Plan as part of their CS SI&T proposal?

Government Response

A plan shall be included for any subcontractor that has a potential or actual OCI in accordance with HQ L-2-0005 NOTIFICATION OF POTENTIAL ORGANIZATIONAL CONFLICT(S) OF INTEREST (NAVSEA). An amendment will be issued to revise language in the RFP.

Section C, Paragraph 1.1 SCOPE
Overlap with FFG(X) Scope.

A number of elements of the scope including Space Arrangements, Topside Design, Installation and Alignment may overlap with the FFG(X) CD and DD&C contract scope.

Non-Proprietary

Question/Comment & Requested Action

It is requested that NAVSEA provide clarification with respect to roles, responsibilities and overlap of scope with the CS SI&T contract. By calling out these lead and support roles; greater alignment can be achieved between the FFG(X) CD and DD&C contracts.

Government Response

This is a LOE CLIN and Government will issue Technical Instruction as needed. It is too early for us to clearly identify roles, responsibilities, and any overlap of the scope between CS SI&T, FFG(X) CD, and DD&C contracts.

The government requires update of CAD models for the CS Space Arrangements before and after ship delivery. However, no definition of the models to be used is provided nor the requirements for the native CAD models (format/protocol/tools).

Non-Proprietary

Question/Comment & Requested Action

Please provide clarification as to which CAD Models/Tools NAVSEA requires for this CAD activity? This information is required to determine the appropriate modeling tools needed to execute the program.

Lack of definition/information.

The government has specifically asked for a Cybersecurity Test Plan that identifies personnel responsibilities for very specific roles for CS system SMEs (Radar, GWS, CEC) and CS Network Engineer (J-14 Staffing Plan and Key Personnel). However, there is no requirement for an Information Assurance Engineer.

Non-Proprietary

Question/Comment & Requested Action

Please provide clarification if NAVSEA intends on adding key Information Assurance/Cybersecurity Engineering personnel at senior levels to support the CS boundary?

Block 9

The Government has required that proposals be submitted NLT June 18, 2018. The approximately (60) day turnaround time for a proposal of this size and complexity is extremely tight for bidders to provide thorough responses in their proposals; given that the customary pre-solicitation Request for Information (RFI) and Draft Request for Proposal (RFP) prior to release of the Final RFP were not provided as prescribed under FAR 15.201- Exchanges with industry before receipt of proposals.

Non-Proprietary

Question/Comment & Requested Action

It is requested that NAVSEA respectfully extent the submittal of proposals an additional thirty (30) days through July 18, 2018?

Government Response

The Government will not extend the proposal due date to 18 Jul as requested, but has extended the proposal due date to 09 July 2018 in Amendment 0001.

J‐10 Government Test Stages Summary Descriptions Lack of definition/information.

The Test descriptions covering Enclave, Platform and Shared Boundary Defenses are written in an all-inclusive manner.

The Task Descriptions do not differentiate between CF and GF Elements of the Frigate Architecture Framework and Boundary Defenses. Is it the Government's intent that the Ship Platform Contractor shall Design, Procure and Install all CFE related Elements (Stage 1 and 2 Tests) and then the SI&T Contractor/Government develop and conduct all Stage 3 through 7 Tests as described?

Non-Proprietary

Question/Comment & Requested Action

It is requested that the Government provide a Responsibility Matrix showing the breakdown of scope between the CS SI&T Contractor and the DD&C Contractor.

This information is required in order to understand whether the scope implied is all inclusive or will the Government split scope between the DD&C and SI&T Contracts?

Government Response

The scope included under RFP N000024-18-R-5102 is the responsibility of the CS SI&T Contractor.

Question/Comment & Requested Action

For the non-key personnel positions requiring a Bachelor’s degree (BS/BA), please provide the military or professional experience that is equivalent?

Government Response

No years of military or professional experience will be allowed to substitute for the minimum degree requirements for key personnel; however, Attachment J-14 will be updated via an Amendment to allow years of experience equivalents for mid and junior personnel only.

Here are the Staffing Plan Definitions for Engineer and Non-Engineer requirements as they will be updated in attachmentJ-14:

Senior Engineer: 10+ years of relevant experience. A minimum of BA/BS required in Engineering, math or a relevant field. A Professional Engineer's license may substitute for 2 years of experience.

Mid-Level Engineer: 4-10 years of relevant experience. A minimum of BA/BS required in Engineering. A Professional Engineer's license may substitute for 2 years of experience. OR 14 years of Professional/Military experience relevant to Navy Surface Ship Combat System.

Junior Level Engineer: 1-3 years of relevant experience. A minimum of BA/BS required in Engineering. OR 6 years of Professional/Military experience relevant to Navy Surface Ship Combat System.

Senior Non-Engineer: 10+ years of relevant experience and a minimum of BA/BS degree is required.

10.1.2.b
Demonstrate the process the Offeror will use to develop and validate Test Procedures prior to shipboard use. Identify how elements to be validated by test procedure are derived. Identify how test results will be mapped to elements to be validated. Provide details that demonstrate in detail what constitutes a valid test procedure and what information is gathered to build a test procedure. Identify a special tst equipment (STE) list required to conduct testing.
Non-Proprietary

Question/Comment & Requested Action

This excerpt requires test procedures to be developed and validated prior to shipboard use. However, the solicitation and earlier questions made clear that there was no land-based test facility to do this validation prior to shipboard use. Additionally, DOD-STD-2106 defines validation on Page 17 as "shipboard verification". Please explain what is meant by "prior to shipboard use" as we see these requirements in conflict with each other.

Government Response

Validation is not verification. Verification demonstrates that the test procedure works in a shipboard environment vs validation which ensures that the test procedure is written and sequenced properly prior to implementation on the ship. The offeror should provide how they would validate test procedures without a land based test site prior to verifying them onboard ship.
