ITEM NO: 520-11-001 CONTRACTOR QUESTION 35:
Question 6:
• Paragraph 3.3 states, “Disconnect, remove, inspect each remote and hydraulic operator for each sea valve listed in 2.2 using 2.6 through 2.8 for guidance as follows:”
Upon review of references 2.6 through 2.8, the Contractor has determined that reference 2.7 directly applies to Teleflex remote valve operators and reference 2.8 directly applies to Rigid Rod remote valve operators, but reference 2.6 has no correlation to any type of remote valve operator.
• Why is the Contractor being directed to utilize reference 2.6, a system diagram, as guidance to remove and inspect remote valve operators? Additionally, there are no references identified in the specification which will provide the Contractor with guidance on Hydraulic remote valve operators, please provide direction?
Question 7:
• Paragraph 3.3.6 states, “Accomplish the requirements to overhaul each hydraulic operator to original manufacturer's specification for each hydraulic operated valve listed in 2.2 (total of 19 each) in accordance with the manufacturing information on labels attached or indicated in the valve manual operator casing. Install new bearings, seal, O-rings and gaskets found not suitable for reuse to each valve operator assembly. Grease and perform shop testing in accordance with applicable original equipment manufacturer specifications.”
The above states that reference 2.2 has 19 each hydraulic operated valves identified, but Contractors review of reference 2.2 – PM-240-0001 Rev ONE, SURF, DDG Sea Valve List, notes that reference 2.2 only lists 66 valves and information pertaining to the location, quantity, and type of remote valve operators is not included.
• Contractor requests detailed information be provided for the location, size, and manufacturer of the 19 each Hydraulic valve operators referenced in paragraph 3.3.6.
(It’s noted that this question has been previously asked and answered (A74) on the USS Howard (DDG 83), FY18, DMP, SSP: TPPC-DDG83-SWRMC18-CN01, Work Item: 520-11-001 “Sea Valve; replace”, paragraph 3.4.8) Question 8:
• Paragraph 3.3.7 states, “Assemble each sea valve hydraulic operator, using new gaskets, seals, packing, o-ring, bearings, bushings, sleeves, coupling and keys, using Table 7-2 of 2.6 for material specifications.”
Upon review of reference 2.6, the Contractor has determined that there is no Table 7-2 in the reference, in fact reference 2.6 has no correlation to any type of remote operator.
• Why is the Contractor being directed to utilize reference 2.6, a system diagram, for the material requirements of Hydraulic valve operators? Additionally, there are no references identified in the specification which will provide the Contractor guidance for Hydraulic valve operators, please provide direction? Question 6: The Government has added the reference to 2.6 from work spec, references to provide the contractors guidance on hyrdaulic remote valve operators can be found via ERRATA 3.
Question 7: Detailed information for the location size and manufacturer of the 19 each hydraulic valve operations reference in paragraph 3.3.6 is provided. Locations are listed in 2.6.
Question 8: The Government has removed the reference to 2.6 from work spec, references to provide contractors guidance on hydraulic valve operators can be found via ERRATA 3.

Question 9:
• Paragraph 3.7 states, “Install new each valve 2-1/2 inch and smaller listed in 2.2 and valves repaired in 3.4, to include valve operators using 2.3 through 2.9 for guidance.”
Upon review of the specification, it’s noted that paragraph 3.7 identifies valves repaired in 3.4, but paragraph 3.4 states, “Remove each valve listed in 2.2 and located in 1.2, using 2.3 through 2.9 for guidance.”
• How is the Contractor to install repaired valves from 3.4, when the valves are not repaired until 3.6?
Question 10:
• Paragraph 3.8 states, “Accomplish an operational test locally on each valve installed in 3.5, for ease of operation, by cycling each valve from full closed to full open to full closed 4 times. Allowable sticking or binding: None.”
Upon review of the specification, it’s noted that paragraph 3.8 directs testing of valves installed in 3.5, but paragraph 3.5 states, “Accomplish the requirements of 009-84 of 2.1.”
• How is the Contractor to test valves installed in 3.5, when the valves are not installed until 3.7?
Question 11:
• Paragraph 3.12 states, “Install new CRES Identification plate for each valve listed in 2.2, in accordance with 2.11 denoting valve number, type, size, service and location.”
Upon review of reference 2.2 – PM-240-0001 Rev ONE, SURF, DDG Sea Valve List, Contractor has determined that reference 2.2 lists 66 valves to be replaced throughout the ship and identifies the valve’s type, size, service, and location, but does not provide the valve number (i.e. SW-V-024).
• Contractor requests that the valve numbers associated with the 66 valves identified in reference 2.2 be provided to allow completion of the requirements of paragraph 3.12 as directed.

Also, the only time the work item refers to para 1.3 is in para 3.2.2 for 009-32 on the items listed in 1.3.
Contractor believes the specification is referring to painting 4 watertight penetrations on REF 2.5.
Para 3.2 only states we are removing and installing one new Watertight Penetration (Item 02104, referenced in both 2.5 and 2.8).
• Are there more penetrations we should be aware of, or is 1.3 incorrect? Please provide feedback.
• If the specification intent is to remove watertight penetrations and weld in the new ones, shouldn’t 009-12 tables and lines be identified in the work item?
Contractor believes the work item is referring to the removal of the transit blocks, upon removal of waveguide section. However, the work item is written as though we are required to remove the entire transit.
Please review and advise.

ITEM NO: 520-11-001 CONTRACTOR QUESTION 69:
Question 1:
• Reference 2.7 states, “S6435-QJ-MMI-010 Rev 5, Remote Mechanical Valve Actuator.”
Upon review of reference 2.7 – S6435-QJ-MMI-010 Rev 5, the Contractor has identified that the technical manual title is actually “Dual Linear Remote Mechanical Valve Actuator” and the information contained within provides for the description, selection, installation, operation, and maintenance of Teleflex remote valve operators only and has nothing to do with either Rigid Rod or Hydraulic type remote valve operators.
• In regards to paragraph 2.7, shouldn’t reference material be properly and completely identified to prevent miscommunication?
Question 2:
• Until PPI 004 is answered, is the Contractor to assume that the referenced 2.2.2 in paragraph 3.1.1 is a typo for reference 2.2 – PM-240-0001 Rev ONE, SURF, DDG Sea Valve List?
Question 3:
• Paragraph 3.1.1 states, “Provide the services of a Teleflex technical representative to assist in the inspection and repair of each Teleflex system associated with valves identified in 2.2.2 and Attachment A.”
Contractor has reviewed all identified references and notes that reference 2.2 includes a detailed listing of Sea Valves, but does not include details for the quantity, size, and location of any Teleflex remote valve operators. Additionally, this information cannot be found on any of the other listed references. This includes reference 2.7 – S6435-QJ-MMI-010 Rev 5, Remote Mechanical Valve Actuator.
• Contractor requests that the detailed information for any Sea Valve Teleflex remote valve operator installations affected by this Work Item be provided.
(It’s noted that this question has been previously asked and answered (A233 and A297) on the USS Paul Hamilton (DDG 60), FY16, EDSRA, SSP: TPPC-DDG60-SSSD16-CN01, Work Item: 520-11-001 “Sea Valve; repair and replace”, paragraph 3.1.1) Question 4:
• Paragraph 3.2 states, “Accomplish a pre-repair operational test, both locally and remotely, of each valve and valve operator listed in 2.2, prior to removal to determine the actual operating condition of each valve and its remote operator, from local and remote locations, by fully opening and closing its respective valve through four complete cycles.”
Upon review of reference 2.2 – PM-240-0001 Rev ONE, SURF, DDG Sea Valve List, Contractor has determined that reference 2.2 only lists 66 valves and any information pertaining to the location, quantity, and type of remote valve operators is not included.
• Contractor requests detailed information be provided for the location and quantity of any Teleflex, Rigid Rod, and Hydraulic remote valve operators as referenced in paragraph 3.2.
Question 5:
• Paragraph 3.2.1 states, “Submit one legible copy, in hard copy or approved transferrable media, of a report listing results of the requirements of 3.1 to the SUPERVISOR. Report shall include any repair recommendations and material requirements necessary to accomplish this work item.”
Upon review of the work item it’s noted that paragraph 3.2.1 requests a repair recommendation for the requirements of paragraph 3.1 which states to, “Accomplish the requirements of 009-90 of 2.1.”
• Contractor requests guidance on how to meet the requirements of paragraph 3.2.1 on a “Technical Representative; provide” directive?
GOVERNMENT RESPONSE: Question 1: Reference material has been properly and completely identified to prevent miscommunication, updated work item can be found in ERRATA 2.
Question 2: 3.2 Accomplish a pre-repair operational test, both locally and remotely, of each valve and valve operator listed in 2.2.2 and 2.13 prior to removal to determine the actual operating condition of each valve and its remote operator, from local and remote locations, by fully opening and closing its respective valve through four complete cycles. The Government clarifies that Reference 2.2 is the DDG Sea Valve List, "2.2.2" appears to be a typo and is corrected with ERRATA 3.
Question 3: 3.1.1 Provide the services of a Teleflex technical representative to assist in the inspection and repair of each Teleflex system associated with valves identified in 2.2. There is not OEM required so the offerors can choose who they want use for the technical representative for teleflex.
Question 4: The teleflex, ridig rod, and hydraulic remote valve operators as referenced in paragraph 3.2 are located in reference 1.2, the quantity is referenced in 2.2. This information is located in the reference 2.2
Question 5: Paragraph 3.2.1 has been corrected in Erratta 3, it is now paragraph "3.2" vice "3.1".
