ITEM NO: Section B - LOE to Completion Hours and Material Values; Attach J-4 Pricing Workbook Discrepancy CONTRACTOR QUESTION 30: The RFP (Section B, Note A) depicts the LOE to Completion Manhours and Materials values as follows;

Manhours: 119,199 Materials: $6,750,736

However, the Attachment J-4 Pricing Workbook, “Labor&Material Growth Rates” Tab depicts the following LOE to Completion Manhours and Materials Values;

Manhours: 227,247 Materials: $6,572,165

As such, there is a discrepancy between Section B LOE to Completion Hours and Materials Values and the J-4 Pricing Workbook Growth Rates Hours and Materials Values.

In addition, there appears to be errors in the J-4 Pricing Workbook formulas (“Labor&Material Growth Rates” Tab); i.e., The Proposed Labor & Material Burden Rate Growth Price Cells for each CLIN appear to be adding erroneous other Cells and Data.

Please advise which LOE to Completion Hours and Materials Values are correct, and please issue an RFP Amendment that updates either Section B or Attachment J-4 accordingly.

GOVERNMENT RESPONSE: The Government clarifies that the growth values are 227,247 Manhours and $6,750,736 Material Dollars. Both Section B Note A and J-4 now reflect these amounts. Additionally, J-4 has been updated and revised to correctly calculate the growth values.
