PERSONNEL QUALIFICATIONS
1.0 Diving Services Program Manager
Education: A Bachelor’s degree in science, engineering, or business from an accredited college or university.
Experience: Ten (10) years of experience with responsibility for the management and oversight of large scale programs or systems. Ten (10) years of experience must include managing and directing all phases of program from inception to completion. Ten (10) years of experience must include providing leadership and technical direction to large teams of engineers, operations personnel, and logistics specialists. Ten years of experience must include overall responsibility to the customer for schedule and cost of all engineering and operational program efforts. Eight (8) additional years of experience may be substituted for the educational requirement.
2.0 Diving Supervisor
Education: Graduate of a professional diving school.
Experience: Twelve (12) years of direct experience with air- and mixed-gas diving operations and underwater maintenance or repair operations. Ten (10) years of experience in directing divers, ships' personnel, and support crews in the execution of their duties. It is essential that the Diving Supervisor have demonstrated experience in acting independently assuming complete charge of complex operations, involving specialists in all facets of diving operations to meet planned schedules. The experience must include demonstrated ability to execute complex procedure requirements and document proposed departures from procedure for approval by higher authority. The experience must include the ability to handle the wide range of actual and potential emergency situations which dive crews may encounter. Two (2) additional years of supervisory diving experience may be substituted for the diving school requirement.
3.0 Welder/Diver
Education: Graduate of a professional diving school and a certified welder.
Experience: The Welder/Diver must have a minimum of five (5) years actual underwater-welding experience that can be substantiated by a letter of qualification from a diving company that is recognized in the industry as having acceptable wet-welding capability. Welder/Divers must be a certified welder whose qualifications are current in accordance with the American Welding Society (AWS) Specification D3.6, Class A (dry weld) and Class B (wet weld). The experience must include the ability to evaluate complex engineered procedures to confirm if divers will be able to execute. The experience must include the ability to understand blueprints, drawings, schematics, rigging plans, and complex procedures. Two (2) years of additional surface-supplied underwater-welding experience may be substituted for the diving-school requirement. Ten (10) key Welder/Divers must be qualified to each of the welding procedures listed in Section C, paragraph 2.1.1. Key Welder/Divers must also be certified to perform non-destructive testing (NDT) in accordance with Section C, paragraph 2.1.5.
4.0 Inspector/Diver
Education: Graduate of a professional diving school
Experience: Must have three (3) years on-the-job progressive experience in underwater work techniques and diving operations. The experience must include the ability to evaluate complex engineered procedures to confirm if divers will be able to execute. The experience must include the ability to understand blueprints, drawings, schematics, rigging plans, and complex procedures. Two (2) years additional underwater work technique and diving experience may be substituted for the diving school requirement. Key Inspector/Divers must be certified to perform non-destructive testing (NDT) in accordance with Section C, paragraph 2.1.5.
5.0 Tender
Education: Not applicable.
Experience: Should have one (1) year progressive experience of diving operations and surface support requirements. Experience may have been acquired through on-the-job training.
6.0 Senior Engineer
Education: A Bachelor’s degree in engineering from an accredited college or university.
Experience: Ten (10) years of experience performing engineering tasks. A minimum of five (5) years of experience leading technical teams with engineering efforts on large scale complex programs at the system level.
Experience must include evaluation of customer needs pertaining to engineering and/or system design and performance. Experience must include interface with operational staff to ensure engineering systems and procedures can be executed effectively.
7.0 General Engineer
Education: A Bachelor’s Degree in Engineering (Mechanical, Ocean, Marine, or Civil) from an accredited college or university.
Experience: Eight (8) years of progressive experience in preparation of engineering studies, analysis, design, specification, fabrication, and testing of equipment and systems utilized in the marine environment. The General
Engineer must be capable of developing complex procedures, designs, plans, and specifications for equipment and systems in the area of underwater ship husbandry maintenance and repair. Registration as a professional engineer (P.E.) in the mechanical, naval architecture and marine, or civil engineering disciplines may be substituted for the educational requirement.
8.0 Welding Engineer
Education: A Bachelor’s degree in engineering or metallurgical science from an accredited college or university.
Experience: Eight (8) years of progressive experience in weld engineering or metallurgical science. Experience must include five (5) years of progressively responsible specialized experience providing technical direction or supervision of underwater-welding projects in the position of welding engineer. This shall include demonstrated experience in applying AWS D3.6 requirements for wet and dry-chamber welding. Must have demonstrated experience in the development and implementation of fabrication, welding, and allied processes and procedures.
Registration as a professional engineer (P.E.) in a weld engineer or metallurgical science discipline may be substituted for the educational requirement.
9.0 Level III Non-Destructive Test Examiner
Education: Certification as a level III Non-Destructive Test Examiner.
Experience: Eight (8) years of experience in the development and execution of Non-Destructive Test procedures.
Must have demonstrated experience in the development and/or implementation of visual, dye penetrant, magnetic particle, ultrasonic (shear wave and thickness), and radiographic non-destructive test (NDT) procedures. Must have demonstrated experience in the maintenance of testing and certification for all non-destructive testing inspectors for a large organization responsible for multiple operations requiring non-destructive testing services.
10.0 Senior Technical Writer/Editor
Education: A Bachelor’s degree in a discipline associated with technical report generation from an accredited college or university.
Experience: Five (5) years of experience in technical report preparation with three (3) years of this experience in salvage, diving, ocean engineering, or related matters. The experience shall include supervising graphic arts and composition preparation personnel. The experience shall include leadership and guidance of technical writer staff.
The experience shall include review of technical writer reports to ensure adequacy and completeness in accordance with customer needs.
11.0 Technical Writer
Education: An Associate’s degree in a discipline associated with technical report generation from an accredited college or university.
Experience: Five (5) years of experience in technical report preparation with three (3) years of this experience in salvage, diving, ocean engineering, or related matters. Experience must include demonstrated capability to perform independent work in writing, editing, composition, format preparation, and in editing large amounts of complex data to achieve clear and readable technical reports. Experience must include demonstrated ability to proactively generate operational reports as an operation is performed. Two (2) additional years of experience may be substituted for the educational requirement.
12.0 Mechanic
Education: High School, Trade, or Industrial School Graduate.
Experience: Five (5) years of experience in the support of marine operations and maintenance/repair of diesel driven machinery. Specifically, experience with diving, salvage, or diving-related operations and Detroit Diesel series 53 or similar small, high-speed diesel engines is required. Must possess advanced mechanical skills, particularly in the areas of troubleshooting and field repair. The Mechanic must have sufficient experience with the equipment listed in Schedule C, or equivalent equipment, to perform complete repair of all major equipment items.
Training and experience with hydraulic systems, basic electrical work, machine-shop techniques, cutting and welding (both steel and aluminum), and related repair techniques are essential qualification skills of the mechanic.
