1N/ACan we submit our bid based on one portion only, such as diving, or would the RFP require the entire list of required personnel with the Pricing quote bid?
All offerors are required to bid the entire scope of work within the solicitation. A proposal which does not fully respond to the solicitation (i.e., a proposal which addresses only a portion of the requirements without alternative approaches to fully complete the requirements) would be considered non-responsive and would not be considered for award. If you are unable to perform the entire scope of the work, we encourage teaming agreements so that you may fully respond to the solicitation.
2Sec C, 2.1.7Are ABS approved procedures and qualifications acceptable evidence to support waiving the qualifications testing per Section? If the submitted PQR data and supporting OQE complies with ALL testing (destructive & NDT) and procedure requirements of references (a), (b) and (c) the Government will give due consideration to acceptance at its sole discretion.

7Sec C, 2.3.6Are the OCONUS Underwater Ships Husbandry Mobile Operations Systems listed in Section C, paragraphs 2.3.6.3.1 through 2.3.6.3.4 available for inspection by interested offerors? And if so, will the Government fund the inspection of these systems?Due to the widely dispersed geographical locations of these systems, and their storage within the Emergency Ship Salvage Material (ESSM) System, the OCONUS systems are not available for inspection.
8Sec C, 2.3.11For 24 hours per day operational delivery orders, can one of the assigned Diving Supervisors be the Project Manager, or does the Government prefer the assignment of a separate single Project Manager?Yes, to maintain lowest possible cost and best efficiency, assignment of one of the executing Diving Supervisors as the Project Manager is preferred by the Government for noncomplex or routine operational delivery orders being worked as 24 hours per day operation.
