Sheet1 N00024-18-R-2220 Solicitaion Question & Answer July 20, 2018
| # | Question | Response |
Is this draft RFP a small business set aside or unrestricted as indicated in the draft RFP? | The intended RFP will be a small business set-aside and will be corrected via a Solicitation modification.
In the opening section 040-1 titled background. You mention that the shallow water version must be able to receive/carry the F-470 or F-580. Over the last three/four years the Navy/Army/Air Force has been transitioning to the P4.7 and P5.8. These are Wing CRRC craft. Wing presently holds the NAVSUP 4.7 contract and the NECC 5.8 Contract as well as the Army 4.7 and 5.8 contract. I would suggest that it might be better to specify both the F and the P crafts. There are still some units that may have legacy F craft…but, they are few and far between as there is no contracting vehicle to replace them once destroyed/damaged. | The description in Section 040-1 is intended to be informative of how the boat will operate. It needs to be able to deploy either (2) CRRC of the 4.7m size or (1) CRRC of the 5.8m size.
Section 169-2. Same as above. a. You mention that the shallow water version must be able to receive/carry the F-470 or F-580. Over the last three/four years the Navy/Army/Air Force has been transitioning to the P4.7 and P5.8. These are Wing CRRC craft. Wing presently hold the NAVSUP 4.7 contract and the NECC 5.8 Contract as well as the Army 4.7 and 5.8 contract. I would suggest that it might be better to specify both the F and the P crafts. There are still some units that may have legacy F craft. | The description in Section 169-2 is intended to be informative of what the boat's transom door is used for.
Section 166-1. We understand and see no issues with the section describing the collar. However, we are unable to locate any description of attachment method of the collar to the hull. It is our belief that most solicitations specify “mechanically attached” and further clarify with bolt rope or flatbar. Based on my review of the documents as written, a builder might be able to supply a glued-on tube. We don’t recommend any application in military use wherein a glued-on tube is beneficial. Moreover, Wing has a further recommendation that “mechanically attached” be further defined to prefer both top and bottom bolt rope attachments but would accept one bolt rope and one flat bar. | The Miscellaneous Drawing depicts the tub attachment. The Specification Section 166-1 has been updated to say the tube shall be mechanically attached per the drawings.
As you might imagine this has just hit the street. I have reviewed the project and am a touch confused. I have no issues with the tests and the requirements for the collar. But, what I can’t find anywhere is the designation as to how the Navy wants the collar attached. Usually, there is a “mechanically attached” call out. Technically, the way this is written it seems as though it would allow for a glued-on tube. Any idea…what am I missing? | The drawings provided with the Expeditionary 11m RIB specification show the required, mechanical, attachment method for the collar. However it is not abundantly clear in the Specification what the intended method of attachment is, or where to find the attachment details. The current RFP is a draft and will be edited to clearly state the required collar attachment method to the hull, and where to find the specific construction details.
SF1449 – BLOCK 10: With the NAICS Code and Size Standard provided, along with the verbiage in the FedBizOps notice and selection of Clause 52.219-6 in the RFP, it is assumed that the selection of Unrestricted in Block 10 of the SF1449 is an error and will be corrected in the Final RFP. Please advise if this assumption is incorrect. | Yes, this will be corrected via a solicitation amendment.
Section B – CLINs: The Draft Section B seems to only contain CLINs for the base year. Will the Final RFP contain CLINS for the optional years, or will instructions be provided as to how these optional year prices are to be provided? | This contract is for a 60 month period of performance with 5, one year ordering periods. Each delivery order will utilize the same CLIN numbers with pricing from Attachment 11.
Clause 52.228-16 Performance and Payment Bonds and H-01 Conditions for Payment – Boat CLINs: In regards to the Payment Bond, should Contractor not require performance payments, and their financial status allow for 98% paid at Acceptance of Boat, with 2% Retention until end of craft warranty period, would this be acceptable to the Government in lieu of the Payment Bond/Irrevocable Letter of Credit. | Yes this would be acceptable.
CLIN 0001 – Expeditionary 11M Rib: Is step ladder pricing desired? If so in what increments? Will the quantity of craft in each of the five (5), one (1) year ordering periods be included in the final RFP? | No, step ladder pricing will not be desired.
This is an IDIQ and a notional quantity will be noted in Attachment 11.
Section M Factor 3: Price: The total evaluated price appears to only include the first ordering period. Please advise if this is correct or includes all five (5) ordering periods and will be clarified in the final RFP. | This contract is for a 60 month period of performance with 5, one year ordering periods. Each delivery order will utilize the same CLIN numbers with pricing from Attachment 11. |
Section M Factor 1: Production Approach and Facilities: How many boat deliveries per ordering period should be assumed in the Section F notional delivery dates? | 10 per year, 8 in the last year. |
Section B CLIN 0008 Spec 100-3 Mold Requirements. Hull, deck and console production molds are to be provided and become GFP. Small parts molds are not mentioned, but are required also. Prior to acceptance of these molds, they will be covered under Contractor’s Builder Risk Insurance. Can you confirm that post acceptance, these molds fall under the subject Insurance clause and insurance will be covered by the Government. | Once the government has accepted these molds a revised attachment 16 will be completed and the items will follow all terms and conditions of the Government Property clauses. |

Section J, Attachment 2 Contract Drawings. Can you advise, upon contract award, the format in which drawings will be provided? Is a 3D model available? | Contract drawings will be provided upon award in 2017 AutoCAD Format (Alternate Years can be made available)/ A 3D solidworks model can be made available as guidance but not contractual (The contractor would accept any risks if an error in the model conflict with a contractual requirement or other adverse building practices.). Drawings are Distribution D, subcontractors/vendors will need to sign the same (Non-Disclosure Agreement) and submit to the government to view and drawings. |
Will a Design Weight Estimate be provided? | The governments design weight estimate will not be provided because it will be used as an independent comparison to the contractors' AWE. |
Performance Bond is supposed to cover the whole period of the contract including the warranty period. What is considered as the warranty period for this purpose? Government may not put the delivered boat into service until several years after the boat is delivered. | The Contractor shall provide a Contractor’s Warranty for the boat and all installed equipment, for minimum of one year, starting from the date the boat enters service with the Navy's end-user. Notification of official in-service date will be provided to the Contractor by the U.S. Navy Boat Inventory Manager. Note to Contractors: Boats procured for the Navy may sit in stock (outdoors in uncovered storage) for up to twelve (12) months prior to issue to the Navy end-user |
