About this file
This document is a synopsis for a solicitation seeking proposals for the procurement of Expeditionary 11-meter Rigid Inflatable Boats (RIBs) to support mine countermeasures missions. The Naval Sea Systems Command intends to issue a small business set-aside request for proposal in the third quarter of fiscal year 2018 to acquire an estimated forty-eight RIBs over the next five years. The RIBs will be used by Explosive Ordnance Disposal Mine Countermeasure Platoons conducting operations in very shallow water using MK 18 Unmanned Underwater Vehicles. Two configurations are required: an Expeditionary configuration equipped with a vehicle launch and recovery system for two UUVs; and a very shallow water configuration with an empty aft deck to store and deploy combat rubber raiding craft. The solicitation will include requirements for bid guarantees and payment bonds. Interested parties are advised to monitor the Federal Business Opportunities website for issuance of the final RFP and related documents.

(3) It is the Offeror’s responsibility to draft a logical, practical, clear and concise proposal that contains all pertinent information in sufficient detail so that the government evaluators are able to meaningfully evaluate the Offeror’s proposed approach and price without discussions. An Offeror’s proposal must clearly and convincingly demonstrate that the Offeror has a thorough understanding of the requirements and associated risks; is able, willing, and competent to devote the resources necessary to meet the requirement; and has valid and practical solutions for all requirements. The Offeror must include any data necessary to illustrate the adequacy of the various assumptions, approaches, and solutions to problems. In presenting material in this proposal, the Offeror is advised that quality of information is more important than quantity. Offerors must use quantitative terms whenever possible and avoid qualitative and subjective terms to the maximum extent practicable. Proposal volumes must be consistent internally.
(4) The Government may judge a proposal to be unacceptable if the proposal contains statements that do not clearly reveal the Offeror’s proposed approach, statements that the Offeror will comply with the RFP, or mailto:jun.ji@navy.mil statements that the Offeror will provide a particular feature or objective without explaining how the feature or objective will be met.
(5) General statements such as, “the Offeror understands,” “the Offeror can or will comply with the requirements,” “standard procedures will be used,” “well-known techniques will be used,” or statements which merely paraphrase this RFP in whole or in part will not constitute compliance with the requirements for proposal content. Data previously submitted, or presumed to be known (e.g., data or services previously submitted or performed for the Government) will not be considered as part of the proposals unless physically incorporated into the proposals.
(6) The Government may reject any proposal that is evaluated to be unrealistic in terms of program commitments, including contract terms and conditions, such that the proposal is deemed to reflect an inherent lack of competence or failure to comprehend the complexity and risks of the program.
(7) The Government may, at its discretion, perform a price realism evaluation on proposals to assess whether the price is too low. The Government may reject proposals unrealistically low in price, when compared to the Government estimate, and market conditions evidenced by other competitive proposals received, may be indicative of an inherent lack of understanding of the solicitation requirements.
(8) The Offeror shall submit all information required by this Request for Proposal (RFP). Failure to comply with the terms and conditions of the RFP may result in the Offeror being removed from consideration for award. The Offeror’s proposal shall be based on the requirements contained in the RFP (including those documents, exhibits, and other attachments to the RFP identified in Section J). Offerors are required to submit a proposal encompassing all ITEMS listed in Section B herein. If using subcontractors Offeror’s shall explain how you intend to comply with FAR clause 52.219-14.
(9) If the solicitation is amended, then all other terms and conditions that are not amended shall remain unchanged. Offerors shall monitor the FBO website frequently to ensure all amendments are captured in the submitting proposal before the RFP closing date and time.
(10) Any data previously submitted in response to another solicitation will be assumed to be unavailable to the government during this proposal evaluation and source selection process. Proposal data shall not be incorporated into the proposal by referring to another proposal or other instrument.
(11) If a discrepancy exists between the original paper copy of the proposal and the electronic copy, the electronic copy will take precedence.
(12) The Government reserves the right to seek clarifications as defined in FAR 15.306 after receipt of the
Offeror’s responses to the RFP.
(13) Proposals are to be based on the requirements contained in the solicitation Schedule, Specification, and other attachments and exhibits.
(14) Offerors are advised that proposals shall be accepted only from those Offerors proposing as potential prime contractors. Such Offerors shall be responsible for submitting complete proposal packages containing all components of the proposal inclusive of any team member or subcontract proposal information. Pricing data, or other information which may be considered proprietary to team members or subcontractors, shall be submitted with the prime contractor’s proposal in a separate sealed envelope.
(15) Submission of e-mail, facsimile or telegraphic offers is not authorized for this solicitation.
(16) If an Offeror believes that the requirements and/or instructions in the RFP contain an error, omission, or are otherwise unsound, the Offeror should timely notify the Contracting Officer in writing with supporting rationale within ten (10) days of the proposal due date.
(17) Prior to using an appointed agent to communicate with the Government on matters concerning this RFP or any resulting contract, the Offeror shall send written notification to the Contracting Officer outlining the time period and conditions when the appointed agent is authorized to act or communicate on the Offeror's behalf. The Offeror shall identify in its response to this solicitation the name of any agent, consultant or third party it used in preparing its offer.
(18) Offerors may submit questions requesting clarification of this requirement via email. Any clarifying information issued by the Government will be provided to all prospective Offerors. Proprietary data, if so noted, will be protected. All questions regarding the RFP must be submitted ten (10) business days after posting of the RFP. Questions regarding this RFP are to be directed to all of the following and each question shall include the document name, document date, specific page, paragraph, clause or other definitive citation requiring clarification:

Offerors shall provide a maximum of three (3) past performance references on same or similar work as required by this RFP, completed within the past five (5) years. Offerors shall use Attachment 8 to list these references and explain the relevance of each contract to the current requirement. Offerors shall verify that the references provided are current, available, and will be responsive to Government inquiries. The Government intends to evaluate the
Offeror’s and any significant subcontractors’ relevant past performance in design and construction of boats similar to the boats that are the subject of the RFP requirement. For the purposes of Past Performance, “significant subcontractor” means any subcontractor performing more than 30% of the contract value. The Offeror shall include one (1) past performance reference for the Subcontractor and shall state the Subcontractor’s name, project manager’s name, street address, phone number, and e-mail address on a separate attachment to be included with the
Offeror’s proposal. The Subcontractor’s past performance reference will be included in the maximum number of three (3) past performance references. Offerors are responsible to submit the Past Performance Form as part of the technical proposal. The Government will utilize Past Performance Reference Forms received and other resources to gather Past Performance and Experience information on the Offerors.
For those references that are not entered into the Contract Performance Assessment Report System
(CPARS) or the Past Performance Information Retrieval System – Statistical Reporting (PPIRS-SR), provide a copy of the Past Performance Questionnaire (Attachment 13) to each reference the Offeror elects to use to demonstrate acceptability and quality of the work performed. If several contracts are with the same Government activity or company, references from at least two different contracts from the same Government activity or company may be used. The Government reserves the right to contact any person or entity regarding the Offeror’s past performance, whether or not listed in the proposal as a reference or point of contact, and whether or not a questionnaire was received from that person or entity.
It is the Offeror's responsibility to ensure that these questionnaires, for both prime contractor and subcontractors, when completed, are in the Contracting Officer's possession on or before the required proposal due date. These questionnaires shall either be e-mailed or mailed. Scanning and e-mailing completed questionnaires is the preferred method of delivery. Delivery in any of the aforementioned forms shall be done to the following persons:
E-MAIL: roxie.thomas@navy.mil AND bernard.b.dailey@navy.mil
Required subject line in the e-mail transmitting the completed questionnaire:

These questionnaires when filled out by the selected references must be sent by the reference directly to the
Contracting Officer. The questionnaires shall not be sent via the Offeror to any other party besides the reference him/herself.
The Past Performance and Experience (Attachment 8) shall identify which of the listed contacts for whom the
Offeror performed work was sent a questionnaire. This will let the Contracting Officer know whether she has received questionnaires from all of the Offeror’s references.
Offerors may inquire as to the status of receipt of these questionnaires using the e-mail address shown above. It is the Offeror's responsibility to ensure that these questionnaires when completed are in the Contracting Officer's possession on or before the required proposal due date. Any questionnaire received after the proposal due date will be late and might not be considered in the Offeror’s past performance evaluation. The Government, at its discretion will determine whether or not references received after the proposal due date will be considered.
VOLUME II: Price Proposal
Factor 3: Price: All information in Volume II, Price, will be reviewed to determine compliance with the Section L submission requirements. The following items shall be completed and included in the Price Volume of the Offeror's proposal:
mailto:bernard.b.dailey@navy.mil
A. Standard Form 1449 Blocks 30A-C and any amendment Standard Form 30 Blocks 15A-C.
B. Pricing spreadsheet shall be submitted on Attachment 11 – Blank Pricing Spreadsheet with workable formulas. Supplemental spreadsheets with relevant supporting data are allowable.
C. Provide a summary narrative of your general pricing information or other basis for which proposed pricing was derived to include escalation rates and long term supplier agreements and/or quotes.
D. Offerors must complete Section K of the solicitation (Certifications, Representations, and Other
Statements). The reps and certs are in addition to the information in SAM.gov.
E. Financial Data
Offerors are required to provide sufficient supporting data to enable the Government to determine the reasonableness and realism of the proposed price. In regard to pricing the TDP, the Government does not expect the configuration of the boat to change much from the base year to the option years. Only minor updates to the technical data are required to capture the changes throughout the life of the contract. Therefore, Offerors shall price the TDP accordingly for the base year and the cost for the anticipated changes for option years.
Clarity and completeness of the Price volume are of the utmost importance. Offerors should check for calculation errors to ensure the total prices are derived from the units and unit prices in Section B of the solicitation. The Price volume must be internally consistent or the price proposal may be considered unacceptable.
Attachment 11, CLIN Pricing Sheet includes: Boat, Davit System and GFE Installation, Shipping, PDIT’s, Crew
Familiarization, Molds/Tooling, Dummy UUV, and Spares. It should be understood that the Government intends to purchase boat configurations in general as a set, with the intention being to purchase complete boats.
For planning purposes, the Government intends to award Delivery Orders at the Priced CLIN level invoking multiple Contract Line Item Numbers (CLINs) (Attachment 11) per CLIN in order to purchase at the complete boat level as much as practicable.
Labor and Material Burden Rates Prices: Offerors shall provide fully burdened engineering and industrial services labor rates and material burden rates as described in Section B. These rates shall be completed for CLINs 0013 and
0014 by completing the Labor and Material Burden Rates in the CLIN 0013_0014 Pricing Worksheet (Attachment
11) provided with this solicitation.
Financial Data The Offeror shall include in its proposal the information requested in (Attachment 15). No award will be made unless the contracting officer makes an affirmative determination of responsibility. In the absence of information clearly indicating that the prospective contractor is responsible, the contracting officer will make a determination of nonresponsibility.
The Government may, at its discretion in accordance with FAR 52.228-16, as stated in Section I of this solicitation, require Offerors to provide a bid gurantee in the proper form and amount. The Offeror shall acknowledge that this requirement may be levied by the Contracting Officer prior to award.
