PURPOSE:
The overall objective of this Sources Sought is to conduct market research in support of preliminary planning for the acquisition of a National Oceanic and Atmospheric Administration (NOAA) Auxiliary
General Oceanographic Research (AGOR) Variant, hereafter referred to as NAV.
GENERAL CAPABILITIES:
The NAV will be a modern monohull research ship capable of performing integrated, interdisciplinary, oceanographic research in areas ranging from shallow coastal and continental shelf areas to oceans worldwide. The ship shall be capable of performing tasks related to marine geology and geophysics, ocean engineering, marine acoustics, bathymetry, gravimetry and magnetometry, physical, chemical and biological oceanography, and multi-discipline environmental investigations. The NAVs will be designed, constructed, and built to commercial standards.
As part of the response, interested sources should indicate in a matrix form (Excel spreadsheet) which design requirements can and cannot be met. The Navy’s potential operational requirements and characteristics for the NAV vessels are as shown in Table 1:
Table 1 – Potential Operational Requirements and Characteristics for NAV Program
Classification American Bureau of Shipping (ABS) survey for unrestricted service, and classed under ABS A1, Circle E , AMS, ACCU, NIBS, DPS-1, Ice Class D0 and UWILD in accordance with ABS Rules for Steel Vessels Under 90 Meters in Length (295 feet), ABS Guide for Bridge Design and Navigational Equipment, and ABS Rules for Survey After Construction (Part 7)
Mission Flexibility Capable of general-purpose ocean survey in coastal, littoral, and deep ocean areas with scientific payload changes, vessel turnarounds, and redeployments.
Mission Mobility Sustained speed of 12 knots in calm seas at full load displacement (including service life allowance) at 85% of propulsion plant Maximum Continuous Rating.
Maintain position at best heading within 5 m and maintain a trackline within 5 m in Sea State 5.
Sustainment 270 days per year at sea.
Individual deployments lasting up to 40 days.
Energy 10,000 nm unrefueled range while the ship is travelling at the sustained speed.
Hull Form Requirements to minimize bubble entrainment/sweepdown. Diverting fences, fins, scoops, and other similar devices are prohibited. Conventional bulbous bows are also prohibited.
Space, Weight, Power and Cooling (SWaP-C)
A service life allowance of 5% of full load displacement (considered to act at the ship’s full load CG) and 0.15 meter of full load KG will be provided to allow for future growth of the ship.
Electrical system design will include an electrical power growth margin of at least 10% generating capacity and a growth margin in the electrical switchboard distribution system of at least 20% evenly distributed among the five most frequently used breaker sizes and types.
Working Deck Capability
An aft working deck area will be provided with a minimum of 167 square meters of clear space aft of the deck-house.
A starboard side working deck will be provided with a minimum of 28 square meters.
Five locations for standard 20-ft ISO vans with ability to stack two high. No more than 5 standard 20-ft ISO vans at any given time.
Reconfigurable working deck space to support the servicing, launching, towing, and recovery of tethered and autonomous scientific packages.
Deck Handling Equipment
Capable of loading and unloading gear, stores, and scientific equipment (10 short tons or less, and 20-ft by 8-ft or less) with ship’s own equipment.
Capable of launching, recovering, and towing tethered and autonomous scientific packages.
Capable of launching and recovering a fully outfitted and manned 8 m workboat with a removable davit.
Capable of launching and recovering four fully outfitted and manned 5 m work boats using the main crane.
Laboratory Capability
Flexible reconfigurable laboratory space (Main Lab, Wet/Hydro Lab, and Computer Lab) to support onboard data processing and sample analysis in modern, well-equipped scientific laboratories.
Oceanographic Sensors
Capable of oceanographic sampling and data collection of surface, mid-water, seafloor, and sub-bottom parameters.
Radiated Noise Meet radiated noise requirements (reduced ICES levels). See Attachment 1.
Navigational Draft Maximum allowable navigational draft, including service life allowance, not exceeding 5.2 m (with any appendages retracted).
Habitability Standards and Accommodations Capacity
20 singles, 11 doubles and 1 bunk room.
Total capacity of 44 with surge capacity to 48.
Seakeeping Fully operable in Sea State 5.
Dynamic Positioning
ABS DPS-1.
Diving Operations Dedicated Dive Locker and Dive Air System to support dive operations.
UNIQUE FACILITY REQUIREMENTS:
The science mission equipment must be installed while the ship is on land or in a facility that is not waterborne when the ship is in the docked position. The Contractor shall survey the keel centerline profile of the ship and points marked at strategic locations along the entire keel line. These points shall not deviate more than +/- one quarter inch from their original positions prior to launch/undocking. After installation, the ship shall only be launched from a graving dock or Syncrolift.
SUBMISSIONS:
This sources sought is being issued for the purpose of identifying contractors with the required expertise and capabilities that might be interested in responding to a formal solicitation if one were to be issued for vessel design and construction. A detailed proposal is not requested. Not responding to this Sources Sought does not preclude participation in any future competitive solicitation, if one is issued. If a solicitation is issued, it will be announced later via FBO and all interested parties must respond to that solicitation announcement separately from the responses to this RFI.
It is anticipated that two (2) vessels will be procured. Interested sources are encouraged to submit a capability summary describing similar vessel design(s) and firm's recent relevant business experience and their approach in meeting the requirements stated above. Responses should include:
(a) The name and address of the contractor and where the vessel would be built.
(b) Contractor point of contact information including names, titles, phones, and email addresses.
(c) Facility Description: A description of the contractor facilities that meet the unique facility requirements above.
(d) A description of the vessel design identified by the Contractor that meets or comes close to meeting the above listed design requirements. Vessel characteristics should be identified in matrix form (Excel Spreadsheet) as mentioned above for comparison to the requirements listed in Table 1. If above requirements cannot be met, identify what is achievable with minor modifications. If constructed or under construction, provide vessel owner point of contact information and date of vessel delivery.
(e) Whether the business is currently classified as a Large, Small, Small Disadvantaged, 8(a) and/or Woman-owned small business, Hub Zone small business, veteran owned small business, or service disabled veteran owned small business.
