PURPOSE:
As a follow-on to Sources Sought N00024-18-R-2201 issued July 6, 2017, the Naval Sea Systems Command (NAVSEA) is hereby issuing a second Request for Information (RFI) on behalf of the Support Ships, Boats, and Craft Program Office (PMS325) to disseminate to industry information on the anticipated acquisition of the National Oceanic and Atmospheric Administration (NOAA) Auxiliary General Oceanographic Research (AGOR) Variant, hereafter referred to as NAV, and to provide the Navy information regarding small-business design and construction capabilities available for the NAV program.
DESCRIPTION:
NAV will support NOAA shallow coastal, continental shelf, and worldwide ocean survey and data collection requirements. NAV will be used to launch work boats, perform maintenance on buoys and moorings, collect weather and water column data, and perform bathymetric surveys at sea. The NAV will permit researchers to remain on station at remote locations for multiple days to collect data, deploy scientific equipment, and perform scientific calculations. Desired Operational Requirements and Characteristics were provided in the July 6, 2017 Sources Sought and are provided as Attachment (1).
There have been no changes to the requirements since the July 6, 2017 issuance.
UNIQUE FACILITY REQUIREMENTS:
The Navy has updated its facility requirements since the July 6, 2017 Sources Sought to include launching by drydock. The science mission equipment must be installed while the ship is on land or in a facility that is not waterborne when the ship is in the docked position. The Contractor shall survey the keel centerline profile of the ship and points marked at strategic locations along the entire keel line.
These points shall not deviate more than +/- one quarter inch from their original positions prior to launch/undocking. After science equipment installation, the ship shall only be launched from a drydock, graving dock, or Syncrolift.
SCHEDULE:
The notional schedule listed below is provided for planning purposes only. The Government is not obligated to pursue this schedule or a future solicitation because of this RFI. Please note that should the Government issue an RFP for NAV, only shipyards located in the United States would be eligible to submit a proposal. As a basis for response to this request, it should be assumed that contracts for competitive Preliminary and Contract Design will be awarded in Fiscal Year 2018 with down selection to a single contract award in Fiscal Year 2020 for lead ship Detail Design and Construction (DD&C) and options for construction of two additional NAVs in Fiscal Year 2021 and Fiscal Year 2022.
This is not a Request for Proposal (RFP) and a formal solicitation is not available at this time. This notice does not constitute a commitment by the Government to issue an RFP, contract, or order. This RFI is for informational planning purposes and it is not to be construed as a commitment by the Government for any actual procurement of materials, machinery, or services. This RFI does not commit the Government to contract for any supply or service. The Government will not pay for any effort expended or any material provided in response to this announcement. All costs associated with responding to this RFI are solely at the responding parties’ expense.
Responses to this notice are not offers and will not be accepted by the Government to form a binding contract or agreement. The Government will not be obligated to pursue any particular acquisition alternative because of this RFI. Responses to this RFI will not be returned. Not responding to this RFI does not preclude participation in any future solicitation, if one is issued.
INFORMATION SOUGHT
The July 6, 2017 NAV Sources Sought requested information from potential sources. In this follow-on RFI the Navy is requesting information on small-business shipyards and boat builders capable of constructing the craft described above.
Only small business shipyards and boat builders located in the U.S. should provide information in response to this notice.
Respondents to this notice shall provide the following information:
Design and engineering support, whether in-house or subcontracted;
Description of construction facilities and projected workload, including whether the facility has capacity to build two NAVs at the same time (i.e. lead/follow with start of construction 9-12 months apart;
Previous contracts for DD&C of ships of similar size and complexity.
The papers should also include the following minimum information:
Name and address of the respondent
Point of contact including name, title, phone and e-mail address
Size of the respondent’s company, average annual revenue for the past three years and the number of employees.
Respondents interest in potentially bidding on any solicitations related to this program.
Solicitation number
It is desirable that data be received with unlimited rights to the Government. Nevertheless, we recognize that proprietary data may be included with the information provided. If so, clearly mark such proprietary information and clearly separate it from the unrestricted information as an addendum.
Unless expressly approved by the respondents, information submitted will not be disclosed or shared with other respondents or industry representatives. Respondents are solely responsible for properly marking and clearly identifying any proprietary information or trade secrets contained within their response. The Government will not be liable for, or suffer any consequential damages for any proprietary information not properly marked and clearly identified. Proprietary information received in response to this RFI will be safeguarded and handled in accordance with applicable Government regulations.
Responses should be limited to 20 pages or less (not including any drawings, specifications, or other documents to demonstrate technical capabilities). A detailed proposal is not requested.
Submissions should be emailed to Mr. Darryl Resio, PMS325, at darryl.resio@navy.mil. The response file shall be in PDF format, with file name including the Solicitation number and your company name.
Responses are requested by September 28, 2017. Submissions may be accepted after this date, but feedback may not be as timely or contribute to NAVSEA’s strategic planning.
Questions concerning this announcement may be submitted via email to Mr. Darryl Resio (darryl.resio @navy.mil) AND Mrs. Samantha Rye (Samantha.rye@navy.mil), AND Ms. Jessica Hathaway (jessica.hathaway@navy.mil). NO TELEPHONIC QUESTIONS WILL BE ACCEPTED.
