SECTION SF 30 BLOCK 14 CONTINUATION PAGE

The following items are applicable to this modification:

SUMMARY OF CHANGES

QUESTION 28

QUESTION The bidder requests a 30 day extension to the required submission date of November 14.

The solicitation was released on October 14 and, with the proposal effort required, the bidder believes 30 days is not a sufficient time period in order to produce a competitive proposal.

ANSWER The Government does not intend to extend the solicitation’s required submission date.

QUESTION 29

QUESTION Section L.1(b)(2) imposes a limit of 70 pages for Volume I Section 1(a): Technical

(Spec), applicable only to the completed and tailored specification in Section J. However Section L.1(d) Volume I, Factor 1, Section 1 Specification requires the offeror to copy and paste the entire Specification (Attachment J-1), while also providing additional detail such as material specs, makes and model numbers, etc. The J-1 Specification as provided in the solicitation is already 173 pages in length without any offeror tailoring and addition of details (110 pages if minimal allowed font size and margins are applied).

Please clarify the page limitation so that the Government’s requirements as well as the offeror’s tailored details can be presented.

ANSWER To provide further clarification regarding the Volume I page limit, Section L.1 (b) (2) has been revised as follows: “The page limit for Volume I applies only to the tailored portions of Attachment J-1, Near Coastal Patrol Vessel Specification”.

QUESTION 30

QUESTION Please clarify where Total Ownership Cost information, as called for in Section L.1(d), Volume I, Factor 1, section 3, is to be presented. Can this be included as "Supporting Technical Data" in addition to the items called for in Section J. Section L.1(d) Volume I, Factor 1, Section 2 Feasibility and Practicability?

ANSWER The Government intends for the Total Ownership Cost Information to be included in drawings and/or other technical data, Attachments J-3 (for warranty), J-4 (for non-commercial technical data) & J-5 (commercial technical data) as outlined by Section L Factor 1, Section 3. All detail addressing the Total Ownership Cost shall be addressed via drawings and/or other technical data, Attachments J-3, J-4 and J-5 which will be an appendix to Volume I and will not be subject to the Volume I page limit as outlined in Section L.1(b) (2).

QUESTION 31

QUESTION Page 125 of the subject solicitation limits section 1(a) of the proposal to 70 pages.

However, page 126 states "Offeror shall copy and paste the entire Specification (See Attachment J-1) using MS Word as part of the technical proposal." Attachment J-1 is considerably more than 70 pages. This appears to be a contradiction. Please clarify.

ANSWER To provide further clarification regarding the Volume I page limit, Section L.1 (b) (2) has

QUESTION 32

QUESTION What is the minimum component size/weight that should be shown in the weight estimate?

ANSWER There is no specified minimum component size weight. The weight estimate shall provide sufficient detail to support the Offeror’s proposal compliance with the Specification requirements.

QUESTION 33

QUESTION The response timeline is very aggressive for a vessel of this size/complexity. Would you consider an extension to 3/4/17 to account for the upcoming holidays and to allow for a comprehensive response?

ANSWER The Government does not intend to extend the solicitation’s required submission date.

QUESTION 34

QUESTION If the response deadline is extended an extension of the Q&A window is requested as well.

ANSWER The Government does not intend to extend the solicitation’s required proposal submission date; therefore, the Offeror Question submission date is not extended.

QUESTION 35

QUESTION The terms of this interim payment are onerous to a small business. As this procurement is a small business set aside, a 5%-10% final payment retention is common. Would this be acceptable?

ANSWER The Government intends to keep the current interim payment schedule/events.

QUESTION 36

QUESTION The notional delivery schedule (365 days) is very aggressive especially for the first boat.

Would 600 days be acceptable?

ANSWER Please see N00024-17-R-2201, Amendment 0002, outlining the Delivery Date requirement. Based on industry responses regarding delivery schedule obtained from the N00024-16-R-2201 Request for Information (RFI) posted on FedBizOpps, the Government determined that 365 days is an adequate delivery date requirement for Boat 1.

QUESTION 37

QUESTION Do all compartments need two means of access, or just all normally occupied spaces?

Also, does ‘compartment’ mean space as defined by watertight boundaries? Or does it mean any enclosed, accessible space?

ANSWER All compartments with means of normal access, including those defined by other than watertight boundaries, require two means of access. Small spaces such as lockers which would not normally contain an occupant are not required to have two means of access.

Additionally if the only feasible arrangement for two accesses to a space is to collocate the accesses, then two accesses would not be required.

QUESTION 38

QUESTION No information regarding maximum pick height is provided. This impacts the preferred solution for hoisting from an arrangements and structure perspective.

ANSWER The Offeror is to determine appropriate pick height for proposed design.

QUESTION 39

QUESTION What does ‘major assemblies and equipment’ entail?

ANSWER Major assemblies and equipment are those items purchased from vendors which are not considered expendables and are not raw materials.

QUESTION 40

QUESTION The Attachment J NCPV Specifications section 583.3 states that "The Contractor shall install an aluminum rack for gasoline (MOGAS) stowage in six 55-gallon drums." The standard fuel tank capacity of a minimum 4.5m RHIB with twin mercury engines is 24 gallons. The provided amount of fuel can fill 14 quantities of RHIB's approximately.

Six 55-gallon drums of MOGAS seem like a huge amount of fuel. Is this the intent of navy asking for six 55-gallon drums of MOGAS? Please confirm. One rack for six 55-gallon drums of MOGAS on this size boat would add approximately 1 ton of offset weight causing undue list, and occupy lots of space. Are we allowed to fabricate two aluminum racks with each rack stowing three 55-gallon drums?

ANSWER In response to the first question, the intent is for FMS customer(s)/Partner Nation(s) to use the NCPV to supply other boats as well. In response to the second question, no, the proposed NCPV shall include one aluminum rack that is capable of storing six 55-gallon drums of gasoline (MOGAS) as specified in Attachment J-1.

QUESTION 41

QUESTION The Attachment J NCPV Specifications section 583.1 states that "Minimum speed of RHIB is 20 kt, objective speed is 35 kt." What kind of benefit in terms of evaluation shall the contractor receive for meeting the "objective" items?

ANSWER Proposals will be evaluated in accordance with Section M of the RFP.

QUESTION 42

QUESTION The Attachment J NCPV Specifications Table 073-1 defines the sound level requirements for Engineer's Monitoring Station (EMS). The NCPV specifications only mention about EMS in the Table 073-1 and nowhere else in the specifications. It appears this may be an error, please confirm.

ANSWER There is no requirement for an Engineer’s Monitoring Station (EMS). However, if an EMS is provided, the sound levels in Table 073-1 shall apply. The sound level requirement of Table 073-1 for EMS should be considered “as applicable”. In this Amendment (N00024-17-R-2201 0003), Attachment J-1 has been updated to state “as applicable” for EMS in Table 073-1.

QUESTION 43

QUESTION The Attachment J NCPV Specifications section 259.2 states that "Each main engine shall have a separate dry exhaust system between its exhaust manifold and the hull outlet and shall include a type 321 stainless steel silencer. The exhaust system shall utilize vertical stacks or at a minimum terminate above the heeled waterline."

Is there any specific reason for not allowing the option for the exhaust to be wet type?

Most vessels of this size category are using inconel alloy for durability, water/exhaust mixture and also provide a lower thermal, noise and visual signatures when conducting PATROL operations.

ANSWER There are no signature requirements for this vessel. Dry exhausts are specified for simplicity and cost. Wet exhausts or water cooling is not desired.

QUESTION 44

QUESTION The Attachment J NCPV Specification sections 085.4 Arrangement Drawings and 085.6 Machinery Drawings mentioned items which are not required by the specifications like “Canopy”, “Awnings”, “Water jets” etc.

Please confirm that all the listed fittings or equipments in the section 085 shall be depicted in the drawings only as required by the specifications.

ANSWER In Sections 085.4 and 085.06 all lists of fittings, machinery, systems, and their components are prefaced with “such as”. Only applicable fittings, machinery, systems and their components shall be included in the drawings.

QUESTION 45

QUESTION The Attachment J NCPV Specifications sections 651.1 states that "One pantry in vicinity of the galley with 10 cu.ft. shall be provided."

Please confirm that 10 cu. ft. of pantry space is adequate for 4 day endurance period for 10 people.

ANSWER The Government confirms that 10 cu. ft. of pantry space is adequate.

QUESTION 46

QUESTION Paint: Section 631.3 Application, Table 631-1 Exterior Paint Schedule cites a coating for

Inaccessible areas with an Anticorrosive epoxy. Additionally, in section 631.3 item 2, corrosion protection for inaccessible voids is again noted. It is not common to coat aluminum with an anticorrosive paint on the interior of the hull since aluminum is not inherently corrosive. Is it the intention of the government to follow this paint schedule regardless of the hull material?

ANSWER Several errors have been found in Section 631. The entire section has been replaced in the revised Attachment J-1 provided with this Amendment (N00024-17-R-2201 0003).

QUESTION 47

QUESTION Paragraph (b)(2) of Section L.1 General Instructions indicates the page limit of Section 1(a) Technical (Spec) as 70 pages, In paragraph (d) Proposal Content Requirements indicates that the offeror shall copy and paste the entire specification in Attachment J-1.

How can this be met while Attachment J-1 is 179 pages?

ANSWER To provide further clarification regarding the Volume I page limit, Section L.1 (b) (2) has

QUESTION 48

QUESTION Exhaust: Section 259.2 cites that each main engine shall have a separate dry exhaust system. Will it be allowed for a cooling ring to be installed on the hull skin at the exhaust discharge location?

ANSWER Dry exhausts are specified for simplicity and cost. Wet exhausts or water cooling is not desired.

QUESTION 49

QUESTION 55 gallon drums: Section 583.3 cites The Contractor shall install an aluminum rack for gasoline (MOGAS) stowage in six 55-gallon drums. The rack shall be fitted with quick release capability for jettisoning the drums overboard in the event of damage or fire. Is it the government's intention to carry 6 - 55 gallons drums of gasoline at all times?

ANSWER Yes, the proposed NCPV shall include one aluminum rack that is capable of storing six 55-gallon drums of gasoline (MOGAS) as specified in Attachment J-1.

QUESTION 50

QUESTION It appears from NAVSEA documents that Caterpillar main engines, generators and Mercury outboard motors for the RHIB will be separately procured and supplied by NAVSEA. If that be the case, what will be the division of responsibility with respect to our promised/claimed performance of NCPV and warranty etc? (Government Document J1 and Tech Specs don't cover this aspect.)

ANSWER The Caterpillar main engines, generators and Mercury outboard motors for the RHIB will not be separately procured and supplied by NAVSEA. The contractor shall procure and install all main engines, generators and outboard motors for both the NCPV(s) and the onboard RHIB(s). The Brand Name J&A is provided in accordance with the FAR to show the justification for the Brand Names of Caterpillar and Mercury listed in Attachment J-1.

QUESTION 51

QUESTION Section 514, page 135 of J1 technical specification calls for individual air handlers to be provided. Is it the government's intention to use a closed loop chilled water system with individual air handlers or a water cooled AC unit with an air handler and conventional ducted system. There are references to both individual air handling systems and ducted systems in the specification.

ANSWER Individual air handler units shall be installed in each conditioned space with individual thermostat control.

QUESTION 52

QUESTION We would like to inquire if the below listed effort is a new requirement or not.

Title: NEAR COASTAL PATROL VESSEL (NCPV) Solicitation #:N0002417R2201

If not, we’d like to request for the contractor name, contract number, and task order if there is any.

ANSWER NCPV (N00024-17-R-2201) is a new requirement.
