SUMMARY OF CHANGES
QUESTION 6
QUESTION Is the vessel a Near Coastal Patrol Vessel as it is called throughout the RFP or is it a Near
Coast Patrol Vessel as it is referred to in the title of Attachment J1 NCPV Specification?
ANSWER Near Coastal Patrol Vessel is correct. Attachment J-1 has been updated to reflect Near
Coastal Patrol Vessel.
QUESTION 7
QUESTION In Section B – Supplies or Services and Prices for CLINs #s 1004, 1007, 2004, 2007, 3004, 3007, 4004, 4007, 5004, and 5007, is the contractor to use the Not to Exceed (NTE) Amount specified for the price submitted under MAX AMOUNT? We ask this to ensure that no responding Contractor uses a lesser number. To ensure this does not happen, would the Government issue an Amendment specifying that all bidders use the specified amounts in these referenced CLINs?
ANSWER As provided in Section M, Factor 3 (pg. 138) of the RFP, “CLINs 1004, 1007, 2004, 2007, 3004, 3007, 4004, 4007, 5004, and 5007 will not be evaluated”. The NTE Amounts are to show the maximum dollar values that can be placed if orders are needed during the ordering period for each of these PIO CLINs, which will contribute to the total ceiling price of the contract. Offerors do not need to submit a price for these CLINs because they will not be evaluated. An Amendment is not needed that specifies all bidders use the specified amounts because these CLINs should not be priced in the proposal.
QUESTION 8
QUESTION In Section C, Part 1, Statement of Work, Management Reports, paragraph (d) it says, “If exercised, the Contractor shall provide updates on the spare(s) ordered under PIO”. We see that PIO is used in CLIN #s 1004, 1007, 2004, 2007, 3004, 3007, 4004, 4007, 5004, and 5007 and then again in the paragraph cited above. Then on page 35 of 139 in the RFP, under ITEM 1004, (a) it says, “Orders, if any, will be made in accordance with Section C clause, PROVISIONED ITEM ORDER (PIO)”. There is no PIO clause in Section C so will the Government please provide this?
ANSWER There is a PIO clause in Section C under Part 3: Clauses starting on pg. 41 entitled, “ITEM(S) 1004, 1007 and if exercised OPTION ITEMs 2004, 2007, 3004, 3007, 4004, 4007, 5004, and 5007 - PROVISIONED ITEMS ORDERS (NAVSEA) (APR 1999)”.
QUESTION 9
QUESTION In Section C, Part 1, Statement of Work, Logistics, Commercial Off The Shelf (COTS) Technical Manual) Documentation, paragraph (a) it says, “When available, the manuals shall provide for onboard and ashore organizational intermediate, including start-up, shutdown and alignment procedures”. What is meant by “onboard and ashore organizational intermediate”? Also, what if this information is not available in the COTS manual provided new and in original form from the OEM/manufacturer?
ANSWER The Government has changed the COTS Manual Documentation requirement as part of this Amendment (N00024-17-R-2201 0002) to provide clarification. It now states “on board and ashore organizational and intermediate maintenance”. In regards to the second question, please note that paragraph (a) states “When available”.
QUESTION 10
QUESTION In Section C, Part 1, Statement of Work, Logistics, COTS TM, paragraph (a) it says, “Hard copies shall be provided for Government approval and upon approval, hard and soft copies shall be delivered; hard copies suitable to be stored aboard each boat and soft copies delivered to the GPM”. What format does the Government want the TMs in when submitted NLT 120 days prior to BT in order to review and provide comments back to the contractor within 10 days?
ANSWER See Section C, Part 1, Format (pg. 24).
QUESTION 11
QUESTION In Section C, Part 1, Statement of Work, Logistics, COTS TM, if the manuals are to be
“new and original” from the manufacturer, how is it that the Government intends them to be changed based on the Government review? It seems that in fact the Government does not actually want “new and original” TMs but rather modified TMs based on what or what is not contained as originally obtained from the manufacturer based on what the Government has stipulated to be in the manual. Please clarify whether the Government wants TMs “new and original” from the manufacturer or rather wants TMs that conform to the Government stipulation of content which is a big difference in cost.
ANSWER The Government has changed the COTS Manual Documentation requirement to provide clarification. The statement “All manuals shall be new and original from the manufacturer” has been deleted. The Government does not intend to have the Contractor change any OEM manual(s), the Government will make comments regarding changes to manuals developed by the boat builder (e.g. such as the Boat Information Book).
QUESTION 12
QUESTION In Section C, Part 1, Statement of Work, Logistics, COTS TM, paragraph (a) it says, “All COTS TMs shall be appropriately bound, durable and oil and water resistant and suitable for frequent handling”. Appropriately bound is left open to interpretation and therefore can impact pricing so would the Government please define how they want the TMs bound, e.g. three hole punched, two hole punched, in binders, how many in a binder, what size binders, etc.? Also, the requirement “implies” that every page must be encased in plastic (and sealed) in order to render it water and oil resistant. This is in opposition to the Government stipulating that the manuals be “new and original” from the manufacturer. Would the Government stipulate exactly how they want the TMs delivered rather than leaving all this up to interpretation since this could have impact on pricing and therefore leaving an “apples to oranges” evaluation which would not be fair and equitable?
ANSWER The Government has changed the COTS Manual Documentation requirement to provide clarification. The statement “All manuals shall be new and original from the manufacturer” has been deleted. The statement “durable and oil and water resistant” has been deleted.
QUESTION 13
QUESTION In Section C, Part 1, Statement of Work, Logistics, COTS TM, paragraph (b) it says, “The BIB shall describe major boat equipment, systems and characteristics and include the OEM COTS technical manuals”. Would the Government define what is meant by “include the OEM COTS technical manuals”? Is it permissible for the contractor to organize the various information stipulated to be included in the BIB in a contractor determined format rather than using the sectional descriptions used in the SOW, e.g. i., a), ii, etc.?
ANSWER The BIB when describing the major boat equipment should reference the OEM COTS technical manuals. In regards to the second question, yes it is permissible, but all information outlined in the SOW must be included in the BIB.
QUESTION 14
QUESTION In Section C, Part 1, Statement of Work, Logistics, COTS TM, paragraph (c) it says, "The Contractor shall identify VRS listings for all systems, equipment and components requiring maintenance that would be performed over a two-year period, based on 2,000 operating hours per year". This requirement appears that spares identified with the VRS and then for what period of time, days or operating hours, that these on-board spares must cover? In (c), i. it states, “Boat applicability”. Would the Government please stipulate what is meant by this?
ANSWER The VRS as outlined in the SOW is to cover all needed spares for the NCPV (both onboard and shore base spares) for two (2) years based on 2,000 operating hours per year. The term “Boat applicability” has been deleted and replaced with “Item description” in this Amendment (N00024-17-R-2201 0002).
QUESTION 15
QUESTION In Section C, Part 1, Statement of Work, Logistics, COTS TM, paragraph (d) it says, “The Contractor, in conjunction with U.S. Government representatives, shall perform an on board site validation of all installed systems, equipment and components on each boat to ensure the accuracy of the configuration and all data provided by the contractor in support of the boat or boats”. Since this statement appears in the SOW under the heading of Logistics and then COTS, exactly what document will be used in this validation? Will it be the BOM, the MEL, the VRS, or what? Also, when will this validation take place with respect to the overall construction schedule?
ANSWER All data submitted will be reviewed by the Government through the various design reviews (such as PDR, CDR, PRR) and can be used for an on board site validation. The on board site validation can take place before/during/after various trials as addressed in Attachment J-1 and Section C, Part 1, Statement of Work, Contract Line Item Description, ITEM 1006 AND IF OPTIONS ARE EXERCISED OPTION ITEMS 2006,3006, 4006, AND 5006 NCPV TESTING, paragraphs, (b), (c), and (d) . Paragraph
(d) has been revised in this Amendment (N00024-17-R-2201 0002) to state “on board site validations” rather than “an on board site validation” because there will be multiple on board site validations throughout design reviews, NCPV Testing, and Final Acceptance.
QUESTION 16
QUESTION In Section C, Part 1, Statement of Work, Technical Data, Provide Technical Data Package, paragraph (d), ii., a) it says, “Bill of Materials (BOM) to the line replaceable unit (LRU) level needed for operation/training, maintenance, repair, installation, modification and supply support”. Is it the responsibility of the Contractor to define the LRU? Then, if yes, is this something that must be submitted to the Government for approval of the list of LRUs? If yes, then would this be required to be delivered to the Government with the draft TDP, within 30 days of successful PRR?
ANSWER Yes to all.
QUESTION 17
QUESTION In Section C, Part 1, Statement of Work, Contract Line Item Description, ITEM 1004
AND IF OPTIONS ARE EXERCISED OPTION ITEMS 2004, 3004, 4004, AND 5004
PIO SPARES, TOOLS AND TRAVEL, paragraph (a) it says, “Orders, if any, will be made in accordance with Section C clause, PROVISIONED ITEM ORDER (PIO)”.
QUESTION 18
AND IF OPTIONS ARE EXERCISED OPTION ITEMS 2004, 3004, 4004, AND 5004
PIO SPARES, TOOLS AND TRAVEL, paragraph (b) it says, “The Contractor shall list the following for all spares: OEM, OEM part number, description of the item, quantity, the unit price and the extended price per line item”. This list of data is a sub-set of that list specified to be provided for the VRS and yet spares are spares. Will the Government please clarify that if all the data provided for the VRS is sufficient that a different list does not have to be provided for the CLINs specified?
ANSWER The Contractor shall include the information for all items listed on the VRS and other items that may be ordered by the Government to include OEM, OEM part number, description of the item, quantity, the unit price and the extended price per line item. If a PIO order is needed to be placed for spares, and those spares are already listed on the VRS that was submitted then the Contractor will not need to submit another list;
however, the Government reserves the right to ask for spares other than the items listed in the VRS which would require an additional list be submitted.
QUESTION 19
AND IF OPTIONS ARE EXERCISED OPTION ITEMS 2004, 3004, 4004, AND 5004
PIO SPARES, TOOLS AND TRAVEL, in paragraph (c) it says, “The Contractor will be reimbursed for lodging/per diem rates as specified in the Joint Travel Regulations”.
Where is the labor for the instructors “up to three (3)” covered and reimbursed? Then how is the Government going to evaluate offers in a fair and equitable manner if one bidder specifies one (1) or two (2) instructors rather than three (3)?
ANSWER The labor is covered under Section C, Part 1, Statement of Work, Contract Line Item Description, ITEM 1005 AND IF OPTIONS ARE EXERCISED OPTION ITEMS 2005, 3005, 4005, AND 5005 IN-COUNTRY REACTIVATION AND CREW
FAMILIARIZATION TRAINING. In the Item’s description, the Government has revised paragraph (b) to state that training will be conducted by “three (3) instructors” rather than “two (2) instructors to three (3) instructors”. The Government has also revised ITEM 1004 AND IF OPTIONS ARE EXERCISED OPTION ITEMS 2004, 3004, 4004, AND 5004 PIO SPARES, TOOLS AND TRAVEL, paragraph (c) to state “for three (3) instructors” rather than “up to three (3) instructors”.
QUESTION 20
QUESTION In Section C, Part 1, Statement of Work, Contract Line Item Description, ITEM 1005
AND IF OPTIONS ARE EXERCISED OPTION ITEMS 2005, 3005, 4005, AND 5005
IN-COUNTRY REACTIVATION AND CREW FAMILIARIZATION TRAINING, in paragraph (b) it says, “Training will be conducted by two (2) instructors to three (3) instructors”. Three is obviously more expensive than two so how is the Government going to conduct a fair and reasonable evaluation if bidders bid different numbers?
Would the Government issue an Amendment stipulating the exact number of instructors they want?
ANSWER As part of this Amendment (N00024-17-R-2201 0002), the Government has revised paragraph (b) to state, “training will be conducted by three (3) instructors”.
QUESTION 21
AND IF OPTIONS ARE EXERCISED OPTION ITEMS 2005, 3005, 4005, AND 5005
IN-COUNTRY REACTIVATION AND CREW FAMILIARIZATION TRAINING, in paragraph (c) it says, “The Contractor shall provide a copy to the GPM and TPOC of the reactivation procedure and the training material thirty (30) days before NCPV Testing”.
Would the Government please specify what “NCPV testing” this is in order for the
Contractor to determine how much time is available to develop all the training materials?
ANSWER See Section C, ITEM 1006 AND IF OPTIONS ARE EXERCISED OPTION ITEMS
2006, 3006, 4006, AND 5006 NCPV TESTING (Pg. 37)
QUESTION 22
AND IF OPTIONS ARE EXERCISED OPTION ITEMS 2005, 3005, 4005, AND 5005
IN-COUNTRY REACTIVATION AND CREW FAMILIARIZATION TRAINING, in each of the five (5) Reactivation and Crew Familiarization CLINs in Section B of the RFP (those ending in “5”), it specifies the MAX QUANTITY which corresponds to the number of NCPVs that will be delivered under the CLINs. We understand how reactivation can be separately priced to provide a UNIT PRICE however, is it the intent of the Government to also have the two (2) weeks of training conducted “for each boat”?
Then along with this, if more than one boat is delivered to the same FMS customer/Partner Nation, does the Government still intend on allocating (pricing) one two (2) week training session for each boat?
ANSWER It is the Government’s intent to provide each NCPV with Reactivation and Crew Familiarization; therefore, each boat will have its own two-week training whether delivered to the same country or not.
QUESTION 23
QUESTION I wanted to make sure that I understood it right that Solicitation # N00024-17-R-2201 is set aside for small business.
ANSWER Yes, this solicitation is a 100% small business set-aside. See answer to Question 1 in N00024-17-R-2201 0001.
QUESTION 24
QUESTION I have read most of the specifications; I did not see a hull material requirement. Will you consider composite Kevlar Fiberglass materials?
ANSWER Please see N00024-17-R-2201, Attachment J1 NCPV Specification, Section 042.1 & Section 100.2.
QUESTION 25
QUESTION Will you consider a catamaran with a slightly wider hull design?
ANSWER Hull design shall be in accordance with/meet the specification. Proposals will be evaluated in accordance with Section M of the RFP.
QUESTION 26
QUESTION Will it help the bid if it clearly exceeds the seakeeping requirements?
ANSWER Proposals will be evaluated in accordance with Section M of the RFP.
QUESTION 27
QUESTION It appears the government is requesting delivery of all 4 boats as called out in CLIN 1001 365 days ARO as per Section F. Is this correct?
ANSWER To clarify the delivery schedule for each boat, Section F has been revised in this Amendment (N00024-17-R-2201 0002).
