SECTION SF 30 BLOCK 14 CONTINUATION PAGE
The following items are applicable to this modification:
The purpose of Amendment 0003 to solicitation N00024-16-R-5230 is to clarify the procedures that the Government will follow in evaluating proposals. Specifically, paragraph M-4.0 under Section M of this solicitation is amended to add the following:
“The Government will evaluate all Offerors' price proposals to determine their Total Evaluated Price (TEP) first, in accordance with Paragraph M.3 of this solicitation. The technical proposal of the Offeror with the lowest TEP will be evaluated for technical acceptability first. If the Offeror with the lowest TEP is found to be technically acceptable, the Government will not evaluate the technical acceptability of any other proposals. If the Offeror with the lowest TEP is found to be technically unacceptable, then the Government will evaluate the technical acceptability of the Offeror with the next lowest TEP, and will continue in this fashion until a technically acceptable Offeror is determined. If at any point in this process, the Government determines that it is necessary to enter into discussions, the Government may evaluate the technical proposals of all Offerors not otherwise excluded from competition.”
This amendment does not change any of the previously disclosed evaluation factors. The Government will evaluate proposals already submitted and is not seeking nor accepting proposal revisions, or requiring Offerors to update proposals in any way. This amendment does not extend the due date for proposals. However, the Government is requiring each Offeror to confirm the validity of its proposal submission in light of the clarification to the evaluation procedures described in this amendment. Each Offeror must accept the Government's updated proposal evaluation procedures by submitting a letter on company letterhead bearing the signature of an authorized company representative. All letters must be submitted via email to the following points of contact no later than 5:00pm EST on Tuesday, February 14, 2017:

SUMMARY OF CHANGES
SECTION M - EVALUATION FACTORS FOR AWARD
The following have been modified:
M-4.0
BASIS FOR AWARD
Offerors are notified that, in accordance with FAR clause 52.215-1, which is incorporated in Section L, the Government intends to make an award on the basis of initial proposals without conducting discussions. The Government will not perform a tradeoff analysis in its evaluation. Award will be made to that responsible Offeror whose proposal is determined by the Government to offer the LOWEST PRICE TECHNICALLY ACCEPTABLE proposal. Award will be made on the basis of the proposal with lowest Total Evaluated Price (TEP) meeting or exceeding the acceptability standards for non-cost factors (Total Evaluated Price is defined in M.3). To be
N00024-16-R-5230 technically acceptable, the proposal must be acceptable in Factor 1, Factor 2, Factor 3, and Factor 4. If any technical (non-price) factor is unacceptable, then the entire proposal will be unacceptable regardless of price.
The Government will evaluate all Offerors' price proposals to determine their Total Evaluated Price (TEP) first, in accordance with Paragraph M.3 of this solicitation. If at any point in this process, the Government determines that it is necessary to enter into discussions, the Government may evaluate the technical proposals of all Offerors not otherwise excluded from competition.
