3 RFP RFP Section L and Attachment J-9, Page 139, Section L, Paragraph C, Section III:

Factor#3 – PSA Execution and Attachment J-9, Craft or Trade Hours and Matl

Unlike the previous San Diego LCS PSA Solicitation and other recent PSA Solicitations that require presentation of only a single page Attachment J-9, Craft/Trade Hours breakdown, the subject paragraph requires presentation of separate J-9 Tables for prime contractor, each subcontractor, plus one for the total effort. This could consume 10 or more additional pages of the 80 page limit than is typical on an 80-page PSA Non-Price Proposal. This in turn, restricts the ability of the offeror to fully address the other Non-Price Proposal requirements. Will the Government consider exempting the J-9 tables from the page limitation, or alternately, increasing the page limitation for Volume I?

Per Section L Additional Instructions to Offerors (pg. 133), the 80 page limit for Volume I does not include the Executive Summary, cover pages, title pages, tables of contents, lists of illustrations, tab pages, resumes, or glossaries of abbreviations and acronym, Section II facility utilization loading schedules, man-power loading charts, or the craft/trade staffing plan. As outlined on pg. 139, the offeror shall provide a craft/trade staffing plan in accordance with Attachment J-9.
