3. Under SECTION L - INSTRUCTIONS, CONDITIONS AND NOTICES TO BIDDERS
a. Under A. PHYSICAL FORMAT the following paragraph is modified:
Volumes I, II and III shall be bound together with each Volume and each major section tabbed. The CDs shall follow the same format as the paper copy with volumes and major sections in separate and labeled directories.
The technical proposal (Volume I) shall not contain more than five foldouts. The Integrated Master Schedule provided within the management proposal (Volume II) may be provided as a foldout. Foldouts are not permitted in any other volume. A foldout is defined as any document larger than a standard 8 ½ by 11 inch sized page. Each foldout shall count as one page. The narrative material in the proposal shall be single spaced with type no smaller than 12 point characters and 1 inch margins. A page is defined as one side of a sheet 8 1/2 inches by 11 inches. The page count shall not include cover pages, title pages, table of contents, list of illustrations, tab pages, resumes, Small Business Subcontracting Plans, Reference Information Sheets (RIS) or the Integrated Master Schedule (IMS) described below. Documents, spreadsheet or other data submitted on CD must be compatible with Microsoft Office products. The first page of each volume shall be in accordance with FAR 52.215-1 Instructions to Offerors – Competitive Acquisition.
b. Under Volume IV - Price Proposal, 2.0 SF 33 SOLICITATION SET the following paragraph is modified:
c. RFP Sections B through J - The Offeror shall submit Sections B through J with all appropriate information completed as required by the RFP. The Offeror shall complete the pricing information for all Section B CLINs in accordance with the instructions in Section 3.0 “PRICING PROPOSAL”. The Offeror shall fill-in the proposed delivery date for CLIN 0001 in Section F. This date will become contractually binding upon award.
4. The following questions are answered relative to Solicitation N00024-15-R-4202:
Question 3: In RFP N00024-15-R-4202, the delivery requirements for the first MRG shipset CLIN 0003 on Page 53 state a required delivery no later the 31 Dec 2018. The latest option exercise date for CLIN 0003 stated on Page 70 indicates that the option can be executed as late as 31 May 2017. This indicates that the delivery timeframe for the first MRG shipset could be as short as 19 months after an option order is placed. Please confirm that this is accurate and that the various dates are correct.
Answer 3: See changes made by this Amendment 0002.
Question 4: What is the anticipated contract award date? In order to prepare an IMS meeting the RFP requirements and ensure accurate fiscal year pricing, it is best if we have an assumed start date.
Answer 4: The Offeror may assume a contract award date of their choice for the purposes of developing an IMS.
Question 5: Section C.4.5 refers to “modify Contractor Furnished Equipment CPP Hydraulic Pump”, please clarify that this is “government furnished equipment” relative to this subject contract.
Answer 5: The subject pump, as specified in paragraph 1.2.3 of Attachment J-1, is classified as "Equipment to be furnished by the Contractor for Factory Testing", and is not furnished by the Government.
Question 6: CLIN 0001 Delivery is required "Within 12 months after effective date of contract." If CLIN 0001 design exceeds this period can the offeror propose a schedule in which CLIN 0001 delivery exceeds 12 months but provides delivery of the CLIN 0003 shipsets within the required timeframe?
Answer 6: See changes made by this Amendment 0002.
Question 7: In cases where an FY option quantity of 3 shipsets is selected and the following FY selects 1 or more shipsets, the 3rd shipset of the initial year will fall on the same delivery date as the initial shipset of the second year.
In these cases will the statement “all additional MRG shipsets shall be delivered in six month intervals thereafter" applies across all line Items and not just within an line item. Can the subsequent year shipset (CLINs 0005, 0007, 0009, 0011, 0015) allow for delivery to be required six months after the previous exercised shipset delivery or 24 months after option exercise, whichever is later?
Answer 7: See changes made by this Amendment 0002.
Question 8: In cases where an FY option quantity of 3 shipsets is selected and the following FY selects 1 or more shipsets plus 1 or more assemblies, there is a potential to have up to 2 shipsets and 2 assemblies (6 MRG assemblies in total) due for delivery on the same date. In this case can an alternate due date for the assemblies be negotiated at time of option exercise?
Answer 8: See changes made by this Amendment 0002.
Question 9: Testing on a single assembly when a single assembly is ordered (e.g. 0004AA, 0006AA, etc) will not have another assembly or half shipset available to accomplish production testing (using the back-to-back testing method). To accomplish the required acceptance test, either one of the shipset orders and/or the single assembly order will have to be impacted to allow test of the single assembly. In this case can an alternate delivery date for the assembly and other shipset deliveries will be negotiated at the time of exercise to allow for acceptance testing of the single assembly using the back-to-back testing method or will the Navy consider procuring a CLIN 0004 Assembly to remain at the production site through the duration of production to serve as dedicated test equipment. This reduces delivery risk on all subsequent year orders and enables single unit testing. This final unit would be delivered as the last production unit under the contract.
Answer 9: No. The Government will not procure a CLIN 0004 Assembly to remain at the production site through the duration of production to serve as dedicated test equipment. All delivery dates are as specified in the RFP.
Question 10: 52.217-7 OPTION FOR INCREASED QUANTITY, allows CLIN 0003 option exercise as late as 31 May 2017. This does not support a hard CLIN 0003 first shipset delivery date of 31 Dec 2018 (~19 mos). All other CLIN deliveries are set as contingent: "months after option exercise." Additionally, First Article Testing must be done on this unit prior to delivery (up to 3 months). The latest option exercise date for CLIN 0003 must support the first unit manufacturing and testing of 24 plus 3 months to ensure low risk first shipset Dec 2018 delivery.
Answer 10:
See changes made by this Amendment 0002.
Question 11: Long Lead-Time Material (LLM) is customarily ordered upon the completion of CLIN 0001 PDR to support first article manufacturing and testing, and in this case is needed to support low risk 31 Dec 2018 first shipset delivery. Since CLIN 0003 may not yet be exercised, LLM will need to be priced in CLIN 0001. The draft RFP did allow LLM to be ordered after successful PDR per section C.2.6.2.
Answer 11: LLM shall not be included in CLIN 0001 pricing.
Question 12: In reference to "Provide a schedule for design, manufacture, and testing ... including:
1. Design of the reduction gear with designated milestones for design reviews, release for material procurement, delivery of required reports and analyses (as defined in the CDRLs) as well as final release for manufacture.
2. Manufacture and test of the DDG 51 Class reduction gears."
Can the IMS be exempt from the page count so that the requirements can be properly addressed?
Answer 12: See changes made by this Amendment 0002.
Question 13: In reference to "e. Discuss the ability of proposed facilities to manufacture and test the maximum number of reduction gears, (three ship sets), required for delivery in any one year."
Note that three shipsets can be ordered in one FY year order, but with a 6-month delivery interval, the maximum from that option is still two (2) shipsets in one year. Looking across multiple option CLINs, if a maximum number of units are ordered in consecutive years, then the equivalent of four (4) shipsets would be delivered in one year (e.g.
the 3rd shipset from FY17, the first two shipsets from FY18, and both FY18 assemblies is the equivalent of four (4) shipsets).
Please clarify what "maximum...three ship sets" is referring to and whether the six months delivery interval applies to this discussion.
Answer 13: The RFP remains unchanged. The Offeror shall comply with the requirements of Section L, Volume II, paragraph e.
Question 14: Please clarify the random selection process for TEP 'total price', including whether both ship sets and assemblies are in each option year selection?
Answer 14: The random selection process for the Total Evaluated Price (TEP) will remain as stated in Section M of the RFP.
Question 15: Will existing weld and NDT procedures, approved for the current DDG-51 program, be acceptable for a new designed MRG provided the weld procedures are applicable to the joint designs specified in the new MRG design? This enables existing DDG51 MRG second tier suppliers to leverage their current approved procedures.
Request that language be added to the statement of work allowing for weld and NDT procedures in use on the current DDG-51 to be utilized for this offering.
Answer 15: All weld and NDT procedures planned for use in performance of this contract shall be submitted to the Government for review and approval per the Performance Specification and CDRL A005.
Question 16: Will existing weld and NDT procedures, approved for current NAVY programs (To MIL-STD-271F, MIL-STD-278F or T9074-AS-GIB-010/271 and S9074-AR-GIB-010/278) be acceptable for a new designed MRG provided the weld procedures are applicable to the joint designs specified in the new MRG design? Request that language be added to the statement of work allowing for weld and NDT procedures in use on the current Navy programs to be utilized for this offering.
Answer 16: All weld and NDT procedures planned for use in performance of this contract shall be submitted to the Government for review and approval per the Performance Specification and CDRL A005.
Question 17: In reference to "D. Certification of Level III (NDT Examiner) personnel shall be based on (1) successful completion of appropriate American Society for Nondestructive Testing Level III Examinations and (2) successful completion of specific and practical examinations based on NAVSEA Technical Publication T9074-AS- GIB-010/271 and associated fabrication documents."
Requiring NDT Level III personnel to have both Tech Pub 271 and American Society for Nondestructive Testing certification is more restrictive than paragraph 1.6 of 010/271 technical publication, and will drive cost to force additional certifications, and is not aligned with industry practice. Industry has or is adopting the Tech Pubs certification.
Recommend modifying the Level III certification requirement to be similar to 4.4.c and require all Level III personnel be certified with NAVSEA's Technical Publication. As an alternative, at a minimum, change the "and" to an "or" so that either one of the certifications are required rather than both.
Answer 17: The RFP remains unchanged.
Question 18: In reference to "Measurements shall be taken on the reference gear(s) by a third-party measurement facility, the selection of which is subject to approval by PMS 400D." Can the government provide a list of acceptable third-party measurement facilities and/or what their criteria for approval is?
Answer 18: No, the Government will not provide a list of third-party measurement facilities or the criteria by which Government approval of the contractor proposed third-party measurement facilities will be granted.
Question 19: In reference to "3.1.1.3 The assembly’s ship's interface arrangements shall be identical (with respect to form, fit, function) to the existing DDG-51 ship design. The specific interface requirements are contained in the ICD. It is the intent of this specification, and required of the Contractor to provide assemblies which minimize the need for ship redesign."
Specific locations for the Isolators and the Snubbers on the gearcase require colocated mounting hard points and impedances which may be slightly different from the current gearcase design. The snubber locations, for example, depend upon the center of gravity (CG) of the gearcase to be most effective and thus lowest cost.
Please confirm that a supplier has the ability, within the overall dimensions of the mentioned foundations, to relocate the isolator and snubber attachments locations on the interfacing surface of each snubber and isolations foundation drawing (Dwg 802-8479485 through 802-8479488).
Answer 19: The Government will not modify the Interface Control Drawings (ICDs). Any proposed design shall meet all interface requirements as contained within the ICDs.
Question 20: In reference to 3.1.1.3 “The assembly’s ship's interface arrangements shall be identical (with respect to form, fit, function) to the existing DDG-51 ship design. The specific interface requirements are contained in the ICD. It is the intent of this specification, and required of the Contractor to provide assemblies which minimize the need for ship redesign."
Using the existing mount is the best means for achieving the stated 3.1.1.3 requirement. To leverage the current Navy DDG51 mount please provide any addition data to support design integration.
(1) Can the Government provide drawings and performance details of the current Vertical, Fore/Aft, and Athwartship Isolators in order to characterize their dynamic performance within overall MRG design.
(2) Additionally, can the government provide the source or sources from where the mounts can be procured. (3) Alternatively, would the government consider providing the mounts as GFE?
Answer 20: (1) The current isolator design characteristics are proprietary data, which cannot be provided by the Government. Please refer to Attachment J-1 which specifies structureborne noise level requirements and the requirements of a structureborne noise isolation system. (2) No, the contractor is responsible for sourcing isolators as part of the overall design. (3) No, the Government will not provide the isolators as GFE.
Question 21: In reference to "3.1.1.3 The assembly’s ship's interface arrangements shall be identical (with respect to form, fit, function) to the existing DDG-51 ship design. The specific interface requirements are contained in the ICD. It is the intent of this specification, and required of the Contractor to provide assemblies which minimize the need for ship redesign."
If existing mount design and performance data is not available, providing the most cost effective mount may best be accomplished by an integration with the vertical snubbler and isolators foundation.
Would the government be open to an MRG solution that provides the vertical isolation foundation along with the gear assembly and its isolation system.
Note that interface drawings like NAVSEA Dwg 8479491 Rev B (DDG 51 Class Input/Output Shaft Positions) reference positions from below the isolator foundations, the surface that was the interface for earlier procurements (1990). This surface would become the interface for the gear vertical support.
Answer 21: The contractor shall comply with all of the specific interface requirements contained in the Interface Control Drawings as provided in the RFP.
Question 22: Section 2.1 provides an order of preference of specifications.
Clarification is needed with respect to welding specification to S9074-AR-GIB-010/278, which appears to be a referenced specification at level c, in the order of precedence list. In appendix B, section 9.0 revisions to earlier MIL-STD-278E and MIL-STD-278F are mentioned. Appendix B appears both above (level b) the referenced S9074-AR-GIC-010/278 if it is explicitly invoked or below (level d) if it is invoked as a default.
Are bidders able to propose weld procedures currently in production for similar reduction gear service or are all bidders required to update to S9074-AR-GIB-010/278?
Will the Navy consider modifying the welding procedure requirement in a direct statement within J-1 (level a) that "all weld procedures shall be updated for compliance to the NAVSEA's Technical Publication S9074-AR-GIC- 010/278" or as an alternative, indicate that "approved weld procedures for existing gears in similar US Navy service may be used without update to NAVSEA's Technical Publication S9074-AR-GIC-010/278."
Answer 22: As per the Performance Specification the appendices are lower precedence documents to the Performance Specification itself. Since T9074-AR-GIB-010/278 is referenced in the Performance Specification then T9074-AR-GIB-010/278 is invoked. Weld procedures shall be as specified in the Performance Specification and CDRL A005.
Question 23: Please provide the Data Acquisition Documents listed below which are cited in block 4 on the CDRL DD Form 1423-1 in Attachment J-4. The document reference numbers could not be located in the DLA ASSIST database or other resources for review.
