SBIR Background
• Small Business Innovation Research (SBIR) Program was established by
Congress in 1982 (Small Business Innovation Development Act of 1982, PL 97-219).
• Intent of Congress is to foster and encourage small business technological innovation in Government supported R&D programs.
• Small Business Administration manages the SBIR program through eleven participating agencies, including DoD.
• DoD has several participating components including Army, Navy, Air
Force, and OSD.
• NAVSEA has participated in SBIR since its inception.
• Congress reauthorized the program in 2011 through 2017.
SBIR Background
SBIR is an effective acquisition tool (SBIR = Innovation)
• Product or process = better, faster cheaper (Innovation does not always equal technology)
• Risk reduction
• Increased competition in the marketplace (cost reduction)
• Accelerated development (competition requirements satisfied in Phases I and II)
• Resourced through a tax on RDT&E programs
• Can only be used on small business contracts (Phases I and II)
• Phase I contracts selected from DoD SBIR Program Solicitation
• Eligible small businesses are U.S. based, for-profit businesses of fewer than 500 employees
• Work must be performed in the United States
• Only U.S. Citizens or legal U.S. residents are permitted to work on ITAR restricted topics.
• SBIR is a Program Management tool as well as a Science and Technology tool.
Core Objective: Phase III Transitions
SBIR Program Description
• Congressional set aside for Small Business – 2.7 % of RDT&E Less than 500 people
For-profit companies only
• Navy SBIR is a Mission Oriented RDT&E Program SBIR projects derive from high priority topics published in DoD solicitation
Topics address approved Navy Needs and are selected by PEO/PM/FNC
• Provides small business an opportunity to participate in meeting Navy/DoD needs Stimulates technological innovation
• Provides direct transition path to SYSCOM product lines Phase I: Feasibility Study
Phase II: Engineering Development
Phase II.5: Transition and Qualification
Phase III: Demonstration/Implementation
• Incentive to commercialize their technology in the private sector
Approved for public release - distribution unlimited 5

Incentives for Participation in SBIR
• Government’s incentives
– Test drive small business capability
– Proactive risk reduction
– Early/high-risk S&T with SBIR/STTR funding
– Competing approaches open up additional technology alternatives
– Non-competitive follow-on awards
– High level of matching funds
• Small Business’ incentives
– Largest source of early stage R&D funds for small firms
– Company retains data rights for 5 years (DoD)
– Builds credibility of company’s research
– Follow-on awards are non-competitive
How to Participate in SBIR
Government:
• NAVSEA solicits RDT&E solutions to Navy needs via topics
– SBIR topics describe the technological need
– DoD SBIR uses three solicitations per year. NAVSEA participates in solicitations until the topic allotment is reached.
– Annual process to create topics that meet High Priority Fleet and Warfighter needs of NAVSEA and affiliated PEO Acquisition Programs
Commercial:
• Small businesses offer technological solutions via proposals to the topics and execute subsequent RDT&E
– Proposals submitted via a website maintained by DoD
(http://www.dodsbir.net/submission).
– Proposals evaluated by Proposal Evaluation Panel (PEP) to select award
– Subject Matter Expert (SME) provides technical management for SBIR contracts http://www.dodsbir.net/submission http://www.dodsbir.net/submission
