SECTION SF 30 BLOCK 14 CONTINUATION PAGE

The following items are applicable to this modification:

REVISED SUMMARY OF CHANGES

The purpose of this amendment to solicitation N00024-14-R-2406 is to:

a) Respond to questions submitted by potential Offerors;

b) Revise Attachment J-3, Performance Based Payments Schedule;

c) Revise Section L.3.3, Special Proposal Receipt Requirements; and,

d) Revise Addendum L-4.

1. The following questions were submitted by potential Offerors. The Government’s response follows each question. Questions and Answers 001 through 028 were provided in previous amendments. Questions and Answers 029 through 038 are provided in this Amendment 0003.

Question 029: Section C, Page 29, C.1.2.12.2.3 of the solicitation states the Mock INSURV Trial will consist of all requirements of the LCAC INSURV Trial Agenda within Work Item 980-11-001, Ref 2.2. The actual INSURV Trial is scheduled for a four day period. Should the Offeror assume the Mock INSURV Trial will also take four days to complete?

Answer 029: Historically, a Mock INSURV Trial has taken one day to complete. It is up to each Offeror to decide the approach it chooses to make in preparing its firm fixed priced proposal. No change in the solicitation is made as a result of this answer.

Question 030: Regarding Section C, C.1.3.7.1 & C.1.3.7.2, for estimating purposes, what is the average KW-Hrs expended per month at Camp Pendleton for the electricity used from the separately metered system? Are Offerors to include the cost of electricity in their bid or is this cost to be determined by an estimate from the Government after contract award?

Answer 030: Average historical electricity usage at ACU5, assuming two craft are located in the TFS during SLEP, is 37,000 kWh per month. Section C.1.3.7.1 states, in part: "The amount of electricity service consumed from the separately metered system shall be charged to or paid for by the Contractor at prevailing rates charged to the Government. " This cost is an allowable cost for the purposes of estimating this firm fixed priced proposal. No change in the solicitation is made as a result of this answer.

Question 031: Is it the Government’s intent within Work Item 130-11-001 to utilize para 3.4 "accomplish 009-32 for new and disturbed surfaces" to apply the critical coating painting on the inside of the top of the aft fuel tanks that may be designated for repair by the supervisor? Additionally, is it the Government’s intent to utilize para 3.4 "accomplish 009-32 for new and disturbed surfaces" to replace any non-skid in the areas where plating is being replaced?

Answer 031: Yes. No change in the solicitation is made as a result of this answer.

Question 032: Work Item 150-11-00, paragraph 3.2 (and its sub-paragraphs) identifies required repairs to the Port and Starboard Engine Module. Paragraph 3.1.1 of the same requires the Contractor to submit a report after the joint inspection with the “Supervisor” indicating the exact locations and recommendations for the repairs. NAVSEA Standard Item 009-23 only provides direction on what actions to perform when interferences are required to be removed, and when they are reinstalled. Is it the Government’s intent for the interferences to be covered under Additional Labor Requirements, or is the Offeror to determine a worst case scenario for interference removal and reinstallation for the systems within each Engine Module?

Answer 032: No, interferences are not "growth work" which would be authorized under the "Additional Labor Requirements" contract line item. It is up to each Offeror to decide the level of risk or type of assumption it chooses to make in preparing its firm fixed priced proposal. No change in the solicitation is made as a result of this answer.

Question 033: Work Item 150-11-002, paragraph 3.2 (and its sub-paragraphs) identifies required repairs to the Command and P&E Modules. Is it the Government’s intent for the interferences to be covered under Additional Labor Requirements, or is the Offeror to determine a worst case scenario for interference removal and reinstallation for the systems within the Command and P&E Modules?

Answer 033: No, interferences are not "growth work" which would be authorized under the "Additional Labor Requirements" contract line item. It is up to each Offeror to decide the level of risk or type of assumption it chooses to make in preparing its firm fixed priced proposal. No change in the solicitation is made as a result of this answer.

Question 034: Within Work Item 261-11-001, Ref 2.2, drawing 261-8430273 Rev A, General Note 5 states “Contractor to be responsible to replace all tubing, fittings, hose, bulkhead watertight seals, fasteners, supports and other equipment that is damaged or determined to be unsuitable for reuse as a result of seal removal and installation. Replace with material in kind.” Will the Contractor receive equitable compensation for labor and materials as needed to replace those materials (when identified) as unsuitable for reinstallation? If not, what quantities and types of material should Offerors assume to be replaced in the bid?

Answer 034: The effort identified under Work Item 261-11-001, Ref 2.2, drawing 261-8430273 Rev A, General Note 5 would be authorized under the "Additional Requirements" contract line items, if necessary. No change in the solicitation is made as a result of this answer.

Question 035: Work Item 261-90-002, Ref. 2.5, drawing 321-7292289 Rev I, lists all material on the drawing as GFM, but this material is not listed on Ref. 2.15 (PMS377J-LCAC 81 SLEP Planning Memorandum) as being provided as GFM.

Answer 035: Planning Memorandums take precedence over Drawings with regard to Government Furnished Material (GFM). Only the items listed on the individual craft Planning Memorandums will be provided as GFM. No change in the solicitation is made as a result of this answer.

Question 036: Within Work Item 303-85-005, reference 2.27 for LCACs 83 and 90 and Reference 2.32 for LCACs 52, 57, 78, and 81, Drawing 7325586D Find Number 37 is part number BL5D-7.9A, power supply, and is shown as required for all craft. This item has historically been provided as GFM and the Offeror requests the Government consider adding it to the planning memorandum as GFM.

Answer 036: Power supply, BL5D-7.9A was inadvertently left off the planning memorandum for all six craft. An errata to Work Item 303-85-005 will be issued as a subsequent Amendment to this solicitation prior to receipt of proposals to update the Planning Memorandum for all LCACs. Offerors shall consider reference 2.27 for LCAC 83 and 90 and reference 2.3.2 for LCAC 52, 57, 78 and 81 to be designated as an installation drawing, vice "guidance only" for the purposes of preparing its firm fixed priced proposal.

Question 037: Within Work Item 423-85-005, Reference 2.27, 8430259D, Find Number 2, AS-4617/SRN ADAP Antenna is required for LCAC 57. This item has historically been provided as GFM and the Offeror requests the Government consider adding it to the planning memorandum as GFM.

Answer 037: It is anticipated that Craft Change Document (CCD) 555 for ADAP will be installed on LCAC 57 during an Alteration Installation Team period prior to induction of this craft. As a result, it is not provided as Government Furnished Equipment (Performance). Therefore, the Contractor will be responsible for protecting the antenna throughout the availability period. No change in the solicitation is made as a result of this answer.

Question 038: Is it the Government’s intent to have the Contractor purchase all the items listed in Work Item 500-11-001, para 3.3.1 through 3.3.9, regardless of the result of the Joint Visual Inspection, accomplish only the repairs as designated by the Supervisor in para 3.3, and then turn over to the Government all the remaining parts not used for this work item? Or is it the Government’s intent to have the Contractor perform all the repairs listed in para 3.3.1 through 3.3.9 regardless of the Joint Visual Inspection outcome?

Answer 038: The parts listed in paragraph 3.3.1 through 3.3.9 are the minimum requirements, based on prior availabilities. Other parts may be identified during the Joint Visual Inspection and would be addressed under the "Additional Requirements" contract line item. No change in the solicitation is made as a result of this answer.

2. Attachment J-3 to the subject solicitation is hereby deleted in its entirety and replaced with Attachment “A” to this amendment. The number of events for payment have been reduced and the percentages of some incremental payments have changed. As a result, Section J - List of Documents, Exhibits and Other Attachments, as stated in the basic solicitation is hereby modified as follows:

Delete: “Attachment J-3, Performance Based Payments Schedule”

Insert: “Attachment J-3, Performance Based Payments Schedule, Rev A”
