SECTION SF 30 BLOCK 14 CONTINUATION PAGE

The following items are applicable to this modification:

REVISED SUMMARY OF CHANGES

The purpose of this amendment to solicitation N00024-14-R-2406 is to respond to questions submitted by potential Offerors.

1. The following questions were submitted by potential Offerors. The Government’s response follows each question. Questions and Answers 001 through 010 are provided in this Amendment 0001:

Question 001: Will the Government provide dates and availability to ship check the subject or similar LCAC vessels at both ACU 4 and ACU-5?

Answer 001: As announced via FEDBIZOPPS, site visits were conducted in August 2013 at both ACU 4 and ACU 5. There will be no additional site visits/ship checks prior to contract award. No change in the solicitation is made as a result of this answer.

Question 002: Is the Government’s intent to award two contracts, as stated in Note A, to only one Offeror, as stated in Section M.1.3, or can two different Offerors be awarded, one for ACU 4 and one for ACU 5?

Answer 002: As stated in the solicitation, award will be made to one Offeror for all craft. The executing of this award on two contractual vehicles is necessary due to the Government's administration after contract award. No change in the solicitation is made as a result of this answer.

Question 003: The fully loaded man-hour labor rate is to include both prime and subcontractor efforts. Is it correct for bidders to assume that the fully loaded man-hour rate proposed does not include other potential labor costs?

Answer 003: No. Note E states: The Contractor agrees that its Fully Loaded Man-hour Labor Rate includes the complete and full compensation to which it is entitled, including, but not limited to, compensation for all the direct labor costs, (e.g. straight time, overtime, premium time, shift differential, holiday time, standby time, etc.) for performing the Additional Labor Requirements, as well as compensation for acceleration, delays and disruptions and other impacts, if any, to the aforementioned work items, to work performed under any other Government contract and to any work in progress for the Government. No change in the solicitation is made as a result of this answer.

Question 004: At ACU-5, the Government furnishes a 2-Bay Tension Fabric Shelter and Hangar Bay, but once outside, is it the Government’s desire to encapsulate the entire craft for work accomplished outside of the fabric shelter or hangar bay?

Answer 004: Section C.1.1.4.2 states: The Contractor shall protect the craft from adverse environmental exposure, including that caused by craft operating nearby, Contractor equipment, machinery, or vehicles.

This requirement is applicable throughout the availability. The Government will not express a "desire" on how each Offeror chooses to successfully accomplish this requirement. No change in the solicitation is made as a result of this answer.

Question 005: At ACU 4, does the shelter system have its own existing electrical systems within the shelter, if so what is the voltage and amperage? Does the infrastructure of the shelter support the electrical distribution needed to support two LCAC’s.?

Answer 005: No. The shelter system does not have its own existing electrical systems and there is no infrastructure within the tent to support the electrical distribution needed to support two LCACs. Section C.1.4.2.1 states: The Contractor shall provide….Electrical power supplies... No change in the solicitation is made as a result of this answer.

Question 006: How many Quarterly Progress Meetings should bidders assume will take place in Washington DC for the duration of this contract?

Answer 006: For estimating purposes, the Offeror may assume one annual Quarterly Progress Meeting in Washington DC. No change in the solicitation is made as a result of this answer.

Question 007: If Craft Runway Trials are repeated, are the additional costs associated covered by the respective Additional Labor Requirement CLINs for each LCAC? If not, what is the historical average number of times the Craft Runway Trials have been repeated to achieve a satisfactory result?

Answer 007: Historically, craft have undergone Craft Runway Trials once. Successful completion of Craft Runway Trials are a material requirement of the contract, regardless of the number of attempts. Additional costs which may be incurred by the Offeror associated with repeating Craft Runway Trials would not meet the definition of Additional Labor Requirements found in Section C.1.8.2. No change in the solicitation is made as a result of this answer.

Question 008: Outside of the normal working hours, 0630 to 1600, are there any access restrictions, special security protocols or any production limitations for work performed after 1600, on weekends or Federal Holidays?

Answer 008: Contractor access to the craft will be 24 hours per day and seven days per week during the SLEP availability. Standard business practice is to notify the Regional Maintenance Center Project Manager when the Offeror will be working on Federal Holidays or weekends. It should be noted that various sections of the solicitation identify when the Government will and will not be available to provide certain services/support/participation/ oversight. No change in the solicitation is made as a result of this answer.

Question 009: Please provide contact information for the NSWCCD-SSES Gearbox Inspection Team so the cost of their services may be included in our proposal.

Answer 009: The NSWCCD-SSES Gearbox Inspection Team is a Government team. Any costs associated with their services on these availabilities are not passed through the Offeror. No change in the solicitation is made as a result of this answer.

Question 010: Please consider a proposal extension.

Answer 010: Receipt of proposals is hereby extended to 3 March 2014, 1400 local time.
