Section H - Special Contract Requirements

H-1 PERFORMANCE MEASUREMENT

Performance Measurement Framework

In order to maintain readiness and ensure timely deliveries of high quality repaired T56 engine modules, the Government has established two areas critical to performance (Performance and Quality). These areas are established in the performance measurement framework (PMF). The Government will evaluate the contractor’s performance and make decrements, as applicable, IAW the criteria in this clause. The Government reserves the right to utilize any other remedies available under this contract.

1. Contract Minimum thresholds:

1.1. Performance. The contractor shall deliver repaired and modified engine modules in accordance with the Turn Around Time (TAT) for each engine module delivery established in F-2, Turn Around Time, of this contract.

1.2. Quality. The contractor shall meet all quality assurance requirements as defined in this contract.

2. Performance Measurement Framework Decrement:

2.1. If the Contractor fails to deliver the repaired or modified modules within the TAT specified in F-2, the Contractor shall pay to the Government the liquidated damages as specified in FAR 52.211-11 Liquidated Damages -- Supplies, Services, or Research and Development (Sept 2000) contained in Section I.

3. Performance Metric (PM) Calculation for PMF:

3.1. The PM component of the PMF is defined as meeting the TAT for each engine module delivery. The calculated TAT is based on the number of calendar days between the physical induction of a T56 Series IV Power Section, Gearbox, or Torquemeter by the Contractor and the signature date of the DD250 providing final acceptance of the RFI asset by the Navy, as documented in the report required by CDRL A001.

4. Quality Metric (QM) Calculation for PMF:

4. The QM component of the PMF is defined as meeting all quality assurance requirements. The Government will verify Fleet reported QDRs quarterly utilizing Government data bases.
