Question # Question Received from Industry Answer
PWS Pg 4, para 1.2 gives the expected date for divestiture of the TC-12B aircraft.
a. Please provide the estimated drawdown schedule so bidders can adjust staffing as the number of aircraft decrease.
b. Please verify that all CLINs have been adjusted in the out years for the divestiture of the TC-12Bs.
a. As of 17 September, there is no guarantee of TC-12B divestiture on a certain date or drawdown schedule. Offerors are to propose as if there will be no divestiture. See Amendment
1, PWS paragraph 1.2.
b. N/A; see response to a).
PWS Pg 4, Para 1.1, 1.3 states that the Contractor is to provide CLS for site support at several foreign locations.
a. Do American (US Citizen) employees operating in foreign countries under the existing contract fall under Status of Forces Agreement (SOFA) Article
XIV?
b. If yes, please identify if there are any exceptions or caveats.
a. Under the existing contract, C-12 sites within Japan have US citizen employees covered under the respective Status of Forces
Agreements.
b. Not aware of any exceptions or caveats not already addressed in the PWS. Please refer to the Status of Forces Agreements with each host country that are publicly available as well as
"SECNAVINST 5820.46/AR 27-50: Status of Forces Policies, Procedures and Information" effective 14 January 1990.
PWS page 8, para 3.4 requires the contractor to use a commercial quality system that demonstrates a systems approach for managing quality, safety, and its compliance with all contractual requirements in accordance with
American National Standards Institute-American Society of Quality (ANSI-
ASQ), International Organization for Standardization (ISO) 9001-2008 and
Title 14 CFR Part 145. The Contractor is accountable for all Subcontractors and vendors, and as such, shall require a quality system achieving control of the quality of the services and supplies. In the Government’s response #
113, the government highlighted that the Contractor is accountable for all subcontractors and vendors.
a. Please clarify if all vendors and subcontractors must be ISO 9001:2008 compliant or if the requirement is only for the prime contractor to be ISO
9001:2008 compliant and to use the ISO standards to hold all vendors and subcontractors accountable to have a quality system to achieve control of quality of the services and supplies.
a. & b. Refer to Question 109 & 172 responses. PWS 3.4 language specifies only that, "The Contractor shall provide and use ...that demonstrates... its compliance with... (ISO) 9001-
2008..." Separately and additionally, 3.4 states, "The Contractor is accountable for all subcontractor and vendors[…]."
Note: The Government did not find and reference to subcontractors and vendors in response to Question #113 as noted in Question 21. (#183).
PWS Pg. 16, section 4.1.2 Government Furnished Property Inventory 4.1.2 states “Within the Transition Phase-In period, the Contractor shall conduct an inventory of GFP with the Incumbent Contractor and a designated
Government representative at each primary operating site. The Contractor shall inventory all GFP in accordance with Appendix B, Government
Furnished Property.”
i. If Attachment B is considered the ‘baseline’ to use for the transition inventory, will the Government provide (1) Site, (2) Shelf Location, (3)
UII/Barcode/Asset Tag Numbers, (4) Model, in addition to the data elements currently contained in Attachment B to facilitate the process of locating each asset during inventory and to allow for transition inventory planning?
ii. Will a complete and current version of Attachment B containing the additional data elements noted in ii above be provided upon award?
i. File posted to FedBizOps titled, "C12 GFP_11 May15" will serve as the baseline and it identifies:
(1) Site location of GFP as of 11 May15;
(2) No shelf location will be identified; incumbent and
Government Representative will be assisting.
(3) All identifiers required to complete the inventory were provided on the CD provided in file titled, "C-12 SGFP Data Input
Spreadsheet (XLS)_11 May15" during the Pre-Solicitation
Conference and can be augmented using "C12 GFP_11 May15."
(4) See reponse to (3).
ii. Additional data elements will not be needed to comply with
Transition Inventory, nor required as part of this solicitation. The
Transition Inventory, once completed, will establish the most current GFP baseline.
PWS page 21, para 5.3, Hazardous Materials.
a. Will the Government provide hazardous waste collection sites for contractor uses on all sites?
b. Please clarify the process for hazardous waste disposal at both CONUS and OCONUS sites?
a. Refer to PWS 3.5, 5.9.3 and particularly 5.3. Generally, Government Bases identify a process, requirements, and provide a schedule for collecting Hazardous Waste. Contacting each Base in order to understand their peculiar and most current requirements and processes, including any associated costs, may prove beneficial to the Offeror. In absence of peculiar Base processes, Offerors should assume a disposal process in compliance with the PWS and Paragraph 2.0 Documents.
b. See response a.
PWS Pg 23, para 5.8 addresses Parts and Materials but does not clearly identify the CLIN(s) for site maintenance. CLIN 0X08 appears to allow only
Over and Above costs for parts and materials.
a. Please confirm that all parts and material costs (bench stock, consumables, rotables, calibration, warehousing, SE, ) for site maintenance are to be included are part of CLINs 0X13-0X21
b. PWS pg 10, para 3.8.6 states that the government will provide fuel.
i. Please clarify whether or not the government will provide all POL requirements.
a. Yes. For clarification per question #191 - Yes, all of PWS
Section 5.0, including 5.8 (and 5.1, 5.1.8.2, 5.8.2 and 5.8.3), is covered under Site Support CLINs 0X13-0X21. In addition, numerous non-O&A PWS paragraphs also address material, including Sections 5.0, 7.0, 8.0, and 9.0.
b. POL is not an acroynm defined within the C-12 PWS. The
Government will provide fuel as stated in PWS paragraph 3.8.6.
The Government will not provide any other HAZMAT.
PWS page 27, para 7.1 states “The Contractor shall perform the scheduled
C-12 Aircraft Condition Inspections (ACI) in accordance with the C-12 ACI
Specification MED (C-12)-065, OEM manuals, and Navy Supplemental maintenance manuals within 74 consecutive days including all O&As.”
a. It appears that the 74 consecutive day limit before incurring reduced payment may be unachievable if all unknown O&A work in included in the
74 consecutive day limit. O&A work, once discovered, requires approvals and resourcing of material, parts, and repair time that likely will extend the
ACI completion time well beyond the 74 consecutive day limit. Paras 12.3 and 12.4 state that O&A work requests are required. This process will easily drive the total consecutive days well beyond 74 days.
i. Is the intent of this requirement that O&A identification, not repair, is
Please clarify if all O&A work be on a separately negotiated timeline based on the teardown report?
ii. Does the 74 consecutive day clock starts once the aircraft has been signed for by the ACI contractor.
iii. Please provide historical contract data showing the total number of days for each ACI, by BUNO, along with the specific O&A requirements for each
ACI. Perhaps this will help bidders understand how a consecutive 74 day limit can be met to include all O&As.
See also Q/A # 203 & 220.
i. Citing updated PWS 7.1 (see Amendment 1 to the RFP), 12.3 and 12.4, an Over & Above Work Request (O&AWR) shall be submitted (in accordance with NAVAIR Clause 5252.217-9507) for approval of Labor and/or Materials that would extend an ACI
(Scheduled Aircraft Overhaul) effort beyond 74 days and/or allocated funding. All Levels of O&A work related to ACIs are included in the 74 days, unless an extension is granted in accordance with the O&A Work Request process.
ii. The 74 day clock begins once the aircraft is inducted into the depot facility for the scheduled ACI/overhaul after the
Government delivers the aircraft (In accordance with Type
Commander [TYCOM] directed Aircraft Transfer Order, or ATO) .
iii. Incumbent performance data will not be provided; however, the Government asserts that the 74 day limit can be met under the provision of the PWS.
PWS page 32, para 15.0, C-12 Structural Fatigue Tracking (CLIN0X11)
a. Please provide historic data for the average man-hours required prepare the semi-annual reports for all C-12F/M UL aircraft.
a. The Government will not provide Incumbent performance data.
Please provide the following data so bidders can better understand the level of effort required at NAS Corpus Christi.
a. The normal working hours for each shop
b. The historic number of total TC-12B sorties flown for the last 3 years broken out by month

RFP Attachments Appendix B C-12 SGFP Data Input Spreadsheet 11-May15 and C12_GFP_11May15
a. In addition to the GFP listed on the above referenced attachments to this
RFP, are there additional assets classified as CAP that will be transferred to the new contractor?
b. If so, please supply a current listing of those assets to enable the bidders a more complete picture of the assets that will be available at award?
a. & b. CAP is not an acroynm defined within the C-12 PWS. No assets will be transferred to the awardee. The Government will provide GFP for Contractor use.
FY16-21 AF Projs (rev) and ACI by Site and FY 5 Aug15.xlsx identifies ACI dates for NAS Corpus Christi aircraft after the 30 Sep 17 date when there will be no more TC-12Bs on the program.
a. Please clarify the requirement.
a. As of 17 September 2015, there is no guarantee of TC-12B divestiture on a certain date or drawdown schedule. Offerors are to propose as if there will be no divestiture. See Amendment
1, PWS paragraph 1.2.
Reference PWS 3.4:
The PWS reference asks that the contractor operate in accordance with ISO
9001-2008 and CFR Part 145, but does not require the contractor to have
ISO 9001-2008 certification or a CFR part 145. Will the Government require that a bidder possess ISO 9001-2000 certification and a FAA CFR Part 145 upon proposal submission, and include copies as part of the proposal?
There is no requirement to submit either an ISO 9001-2000 or
FAA CFR Part 145 certificate with an Offeror's proposal, nor does anything preclude inclusion.
Reference PWS 3.12.2:
WIS Performance states that Over and Above labor and material costs accumulated against the Fixed Price as defined in the task order shall be available to the Government on the WIS on a “real-time” basis. Since this is a fixed price task order the contractor is responsible to complete the work for the specified price. Will the Government delete the requirement to include cost data (labor/material) in WIS reporting; or at a minimum to remove the requirement to provide in a real time basis?
Please see Amendment 1, PWS paragraph 3.12.2.
Reference PWS 3.12.2
WIS Performance Section requires “real-time” accurate information.
Please define “real - time”? Is there a time performance metric the government desires?
The definition of "real time" is the plain meaning associated with
it. The WIS should contian current and accurate information at all times.
PWS page 27, para 7.1 states "The Contractor shall perform the scheduled
C-12 Aircraft Condition Inspections (ACI) in accordance with the C-12 ACI
Specification MED (C-12)-065, OEM manuals, and Navy Supplemental maintenance manuals within 74 consecutive days including all O&As."
a. Please clarify how the consecutive 74 day timeframe will be impacted/adjusted for O&A discovered and approved maintenance to include time for Government approvals and engineering evaluations/assessments.
See also Q/A #137, 192, 203 & 220.
RFP Section/page
Question/Comment
L Part A 4.2 - page 123

Parts Usage 1 Oct13 thru 30 Sep14 7 Jul15.xlsx. The file provided only consists of ~600 unique part numbers during a one year period for an airframe that has roughly 4K part numbers within the BOM. It appears material/components necessary to support the fleet is not provided within this RFP as it was during the previous solicitation.
a. Request the Government confirm that the Parts Usage file provided with
RFP is all inclusive of material, components, consumables, and LRUs that are to be priced as a FFP within the Site Location CLNs and are the responsibility of the contractor.
b. Please provide an all-inclusive listing of all material issued by each location, by tail number over a two year period.
BOM is not an acroynm defined within the C-12 PWS.
a. The Parts Usage file was provided in response to request in Q
#57 and as such only reflects the Parts Usage as reported to the
Government for the time period specified.
b. Information beyond that included in the previously supplied
Parts Usage file is not available.
Could the Government clarify the contract pricing arrangement for CLIN
XX02, XX03, and XX08? There appeared to be a discrepancy between L-6 and L-7 for these CLINs. For example, CLIN XX08 on L-6 shows the arrangement as FFP but on L-7 it appeared to be a Cost Reimbursable arrangement. CLIN XX02 & XX03 seem to indicate a CPFF on L-7 but shows
FFP on L-6.
CLINs 0X02, 0X03, and 0X08 are firm fixed price; See PWS 12.1, 12.2, and 12.4. L-7 shows the build up for the Section B pricing.
Does CLIN XX02 Aircraft Modifications include labor or is this materials only Assuming question concerns PWS 12.1 CLIN 0X02, the unburdened amount provided in the RFP includes both labor and material.
Contractor has contacted the base housing authority at Guantanamo Bay and the refuse to provide pricing on housing for CLIN XX13. Would you be willing to provide this information to all bidders.
Rent pricing varies by requirement and unit availability (ie:
studio, 1,2 or 3 bedroom) - historically ranging approximately
$400 - $1000 per month. Utility fees (includes water, electric and sewer) historically vary by unit size and seasonal usage and range approximately $300 - $900 per month. This data is provided for informational purposes only.
Please provide historical data for the number of blade replacements for each type of blade over the last 3 years.
No propeller blades have been replaced over the past 3 years.
Propeller work is limited to those in PWS 5.1.4 or overhauls cited in PWS 9.0.
Section F CLIN 0422 - Section F identifies the Transition Phase Out Period of
Performance to be 03-Jan-2021 to 02-Mar-2022, or 14 months. Was it the
Government’s intent for the Transition Phase Out Period of Performance to be 03-Jan-2022 to 02-Mar-2022 (60 days)? If so, will the Government be issuing an amendment to reflect this change?
Yes, an updated Section F will reflect 60 days for the POP for the
Transition Phase out (see Amendment 1).
ACI Spec
MED-65
- CLIN 0X04 - The Aircraft Condition Inspection MED-065 provided with the solicitation does not reference the UC-12W model type series aircraft under the applicable manuals and codes identifying the model type requirements. Does the Government intend to provide an amended ACI specification identifying the UC-12W model type series aircraft inspection requirements?
No amended ACI specification will be available to provide. Minor changes being made to the ACI specification (spec.) to include UC-
12W, are not finalized nor formalized. However, Offerors should utilize the current spec, and OEM and Navy B-300 series/UC-
12W Supplemental Maintenance Manuals.
PWS 1.3
Site Operations - Note page 5
Divestiture of all 24 of CNATRA aircraft is expected by 30 September 2017, removing Corpus Christi, TX from the site support requirement.
Does the Government plan on providing a divestiture schedule for the months preceding the plan divestiture date?
As of 17 September, there is no guarantee of TC-12B divestiture on a certain date or drawdown schedule. Offerors are to propose as if there will be no divestiture. See Amendment 1, PWS paragraph 1.2
PWS 1.3
Site Operations - Note page 5
Divestiture of all 24 of CNATRA aircraft is expected by 30 September 2017, removing Corpus Christi, TX from the site support requirement.
Does the Government intend to provide an amended Section B and B-1 pricing attachment with the CNATRA aircraft quantities reduced based upon the plan divestiture date? Should the contractor provide pricing for
CNATRA Site Ops beyond the expected divestiture date?
As of 17 September, there is no guarantee of TC-12B divestiture on a certain date or drawdown schedule. Offerors are to propose as if there will be no divestiture. See Amendment 1, PWS paragraph 1.2
PWS 1.3
Site Operations - Note page 5
Divestiture of all 24 of CNATRA aircraft is expected by 30 September 2017, removing Corpus Christi, TX from the site support requirement.
Does the Government plan on executing all of the schedule maintenance items during the aircraft draw down period to include Engine Overhauls, Propeller Overhauls, and Aircraft Condition Inspections?
As of 17 September, there is no guarantee of TC-12B divestiture on a certain date or drawdown schedule. Offerors are to propose as if there will be no divestiture. See Amendment 1, PWS paragraph 1.2
Attachment 9, AWDs - The Area Wage Determinations provided for the
State of Texas and Virginia do not reflect the current revisions released by the Department of Labor. Does the Government intend to incorporate the latest revisions in a subsequent amendment prior to the proposal submission or contract award date?
Yes, the latest AWDs will be posted to FBO (see Amendent 1).
Attachment 9, AWDs - The solicitation does not include an Area Wage
Determinations or CBA for the site operation at Yuma, AZ and Miramar, CA.
Does the Government intend to incorporate an applicable wage determination or CBA for the sites of Yuma, AZ and Miramar, CA?
Yes, the latest AWDs will be posted to FBO (see Amendment 1).
Section M - Price - Fee or Profit shall not be included for FFP CLINs 0X08 in
Section B. Firm Fixed Price contracts by definition allow for profit to result as the contractor is responsible for all cost and performance risk. The combination of capping the burden application on future efforts and the disallowance of profit or fee does not meet the definition of a Firm Fixed
Price contract. Is the application of Fee and Profit on CLIN 0X08 pricing for evaluation purposes only and will Fee or Profit be allowed when efforts are negotiated in accordance with clause 5252.217-9507 Over and above work request.
O&A work negotiated IAW 5252.217-9507 generally includes labor and materials. Labor under CLIN 0X07 inlcudes profit; it is only the material CLIN 0X08 where fee/profit is not allowable under this RFP.
Section B CLIN 0X07 does not provide an estimated labor hour amount by labor category or effort which will require the offeror to price the labor rate based upon unknown requirements.
a. Will the Government provide a breakdown of the estimated hours by category?
b. How will the Government evaluate and establish price reasonableness without providing an estimated amount by category?
a. See PWS 12.3 for a description of the effort associated with
CLIN 0X07. There is no further breakdown by different labor categories.
b. Adequate price competiton generally determines price reasonableness.
Section B CLINs 0X02 / 0X03 appear to only evaluate the burden and profit rates offered and do not factor the potential cost saving a bidder can offer?
For example lower direct labor cost or material discount pricing. Would the Government consider revising the CLIN to require offeror’s to provide full burden rates inclusive of direct cost (Labor, Materials) and profit against a number of hours or materials estimate provide more of an accurate estimate of cost for the Government?
The RFP remains unchanged with respect to CLINs 0X02 and
0X03.
Section B - Offeror’s are requested to provide ceiling burden rates for
CLINs 0X02, 0X03, 0X08. An offeror’s billing and final indirect rates are required by FAR to be utilized in a cost reimbursable contract and /or an offeror must follow its disclosure statement when proposing future work under this contract.
Has the Government obtained the necessary approvals for this deviation from standard FAR requirements?
The Government is operating in accordance with the FAR.
Section B CLIN 0X03 / 0X08 - With the uncertainty as to what effort will be required under CLINs 0X03 and 0X08, they do not appear to match the definition of a firm fixed price CLIN. Should these line items be classified as
Cost Reimbursable?
CLINs 0X03 and 0X08 are FFP CLINs, and will be utilized via the
O&A process. See PWS Sections 12.2 and 12.4.
Section L Part B, Para 2.2 - The RFP states “The Offeror shall submit
Attachment L-2 within this section and as a separate electronic file.”
Attachment L-2 was provided as a locked template.
a. Can the Government provide an unlocked version of Attachment L-2 that will allow offeror’s to copy the data into Section 2.2?
b. Or will the Government accept Attachment L-2 as an attachment to
Section 2.2 that is not inserted into the proposal narrative.
Attachment L-2 will remain unchanged. However, Section L, Part
B, Paragraph 2.2 will be modifed such that the Offeror shall only submit the completed copy of Attachment L-2 as a separate electronic file (see Amendment 1).
solicitation proposal instructions, specifically Volume 3 - Past Performance.
Your instructions on page 135/150 say we should not reference the solicitation number when distributing the past performance questionnaires to customers. However, your instructions also say we shall utilize
Attachment L-4, Past Performance Questionnaire. Attachment L-4 (PPQ) actually contains the solicitation number in the imbedded footer provided by the USG.
Yes, please use Attachment L-4; however, the Offeror should remove all headers and footers prior to distributing the questionnaire.
Per the PWS 2.0 Applicable Documents and Certifications, we do not find the four documents cited below from the Technical Library CD we received at the C-12 CLS Industry Day nor were we able to locate them with the final solicitation. Would you please post these documents to fedbizops please?

Please provide historical data for the number of blade replacements for each type of blade over the last 3 years.
See also Q/A # 228. No propeller blades have been replaced over the past 3 years. Propeller work is limited to those in PWS
5.1.4 or overhauls cited in PWS 9.0.
Does the Navy have an approved listing of Service Bulletins to be incorporated during each overhaul?
a. If so, please provide the approved Service Bulletin list for each engine model.
