Question # Question Received from Industry Answer

Reference: PWS Pg. 20 – 21 Section 5.1.9, 10 and 10

Discussion: Implies that Dispatch is part of the requirement. This would require very significant manning.

Question 23

Will the government provide a better definition for flight operations?

Please see updated RFP, specifically to Paragraphs

5.1.9 and 5.1.9.3. Additionally, please focus on tasking required to support Military Flight Operations regarding weight and balance, safe-for-flight, and launch and recovery efforts.

Reference PWS paragraph 3.8.4, Lost, Damaged or Destroyed Government Property.

Is there a minimum dollar threshold for reporting?

There is no dollar threshold. PWS 3.8.4 applies to every item provided as GFP on the GFP attachment list in the Final RFP.

Regarding operations at Guantanamo Bay, does everything (equipment and people) headed for Guantanamo Bay, Cuba transit through a military port direct to

Guantanamo Bay, or with the new change in relations between the U.S. and Cuba, does it transit through commercial ports (i.e. Miami to Havana)?

It is incumbent upon the Offeror (and subsequent

Contractor) to determine how to meet the requirements of the PWS and comply with U.S.

Government regulations and laws as well as Foreign

Government regulations and laws.

Are there any requirements to hire foreign nationals in Japan, Bahrain, or Cuba? Laws and hiring requirements for hiring non-local nationals vary from country to country. It is incumbent upon the Offeror (and subsequent

Contractor) to determine how to meet the requirements of the PWS and comply with U.S.

Government regulations and laws as well as Foreign

Government regulations and laws.

follow on to question 85; our apologies we had the engine type incorrect in the original question submission.

Q&A question 85:

Q: As the DRFP projected fleet de-scope will result in one aircraft with engine type

PT6-60a in CY2018, will the Government provide separate CLINS for each engine type?

A: The potential divestiture of TC-12B will not result in one aircraft T/M/S, nor one engine T/M/S. Refer to Table 1 of PWS 1.3 and Table 2 of PWS 1.4.

Question:

If and when the TC-12B is divested, the UC-12B out of Manassas will still be in operation flying with the PT6-41 engine. It will be the only aircraft in the fleet with the engine type. Given this large cost element for a single Engine type, will the

Government provide separate CLINS for each engine type?

It is not the Government's intention to separate the various PT6A- engine types within this PWS. Refer to

Final RFP.

CLIN 0X04 lists the total scheduled depot inspections. Please identify the specific sites from which the aircraft will come for these inspections for each year.

A list of projected ACIs by Home Site and Fiscal Year

(FY), dated 5 Aug 2015, will be posted to FEDBIZOPPs along with updated/revised Airframe Overhaul

Projections.

CLIN 0X05. It is unclear what is to be included in this CLIN. Please clarify which of the following scenarios is correct.

a. CLIN 0X05 costs include only the labor and consumables (e.g. o-rings) considered to be part of a standard OEM engine depot inspection. All parts (e.g. turbine blades) found in need of repair or replacement will be covered under CLIN 0X07 and CLIN

0X08 (Over and Above) OR

b. CLIN 0X05 costs include only the labor, consumables, and all parts required to complete the overhaul.

PWS section 8.1 - 8.5 tasks apply to CLIN 0X05. These tasks include removal of engine from an aircraft, shipping the engine to overhaul site, teardown of engine to determine (non-consumable) parts required for overhaul (via CDRL B003), engine buildup, shipping the engine from the overhaul site, and engine reinstallation to an aircraft. An Over & Above Work

Request (O&AWR) should capture only those Labor tasks and/or Materials not already covered under

0X05 (PWS 8/1 - 8.5).

For example: If teardown reveals additional parts in need of repair or replacement (ie: turbine blades) to complete the overhaul, those parts and associated labor costs shall be identified within CDRL B003 and an Over and Above Work Request submitted (IAW

PWS 12.3 and 12.4) for any applicable O&A Labor CLIN

0X07 and/or O&A Material CLIN 0X08 required to complete the overhaul of that engine.

Landing Gear Overhaul

a. When a landing gear component meets its TBO threshold in accordance with the

King Air (OEM) B200 and B300-series and applicable C-12 supplemental T/M/S maintenance manuals, which CLIN(s) will the replacement strut, associated components, and associated labor get billed to?

b. Please provide the government’s projected estimate for landing gear maintenance events for each year of the contract.

a. PWS 12.3 O&A Labor (CLIN 0X07) and PWS 12.4

O&A Material (0X08) apply to the scheduled landing gear depot event.

B. No government estimate is available.

DPWS Section 9.0, Propeller Depot Overhauls.

a. Can the Government spare propellers be utilized to be installed on the aircraft when the time change propeller is removed and sent in for overhaul in accordance with CLIN 0X06AA, 0X06AB, and 0X06AC?

b. Does the Government require the originating propeller serial number to be returned to the aircraft tail number it was removed from after overhaul or will the newly overhauled propeller go into the government’s spare pool?

a. Ideally, yes, so long as a Ready-for-Issue (RFI) spare propeller is available.

B. No, it is not a requirement to return the same serial numbered propeller to the aircraft it was removed from.

DPWS pg 31, para 21.6 Engineering Technical Services. Please clarify which CLIN is to be used for billing of contractor provided Engineering Technical Services.

See revised PWS Paragraph 12.10.

Data disk, “C-12 Depot Event Hx and Projections_11 May15.xlsx”, Tab Airframe Hx &

Forecast

a. Please associate the aircraft BUNO and site with for each projected ACI event.

The file titled, "FY16-21 AF Projs (rev) + ACI by Site &

FY_5 Aug15," provides an update to the referenced tab on the 11 May15 data disk. The 5 Aug15 file also associates Aircraft BuNo (where known) and Home

Site with each projected ACI event. The peculiar

BuNo's for the TC12B (based at Corpus Christi) ACI's have not yet been identified by CNATRA, the Type

Commander (TYCOM).

Data Disk, MED (C12) 065 ACI_v 2002.doc. Please verify that this is the most current document. The 2010 documents include a 2007 version.

MED (C12) 065 ACI_v 2011 includes minor changes and will be posted on FedBizOpps.

DRFP Page 57, Clause 5252.24-9511, Contract Administration Data (NAVAIR)(Sep

2012) states that a DCMA ACO will administer the contract at non-military sites. The

DRFP and the PWS do not reference DCMA 8210.1 as a governing document.

a. Please clarify if DCMA 8210.1 will be a governing document.

b. If yes, please clarify the portion of the contract (depots, operation sites,…) to which DCMA 8210.1 will be applicable.

a) Yes, see DFARS 252.228-7001 paragraph (b) which is incorporated by reference in Section I of the RFP.

b) DCMA 8210.1 and NAVAIR 3710.1G are applicable to all sites and operations involving aircraft flight and ground operations. NOTE: Contractor sites that hold a

Federal Aviation Regulation Part 145 Repair Station certificate can be exempted per clause 252.228-7001 because they are self-insured. As always the

Government reserves the right to inspect services and products.

DPWS page 8, para 3.4 requires the contractor to use a commercial quality system that demonstrates a systems approach for managing quality, safety, and its compliance with all contractual requirements in accordance with American National

Standards Institute-American Society of Quality (ANSI-ASQ), International

Organization for Standardization (ISO) 9001-2008 and Title 14 CFR Part 145. The

Contractor is accountable for all Subcontractors and vendors, and as such, shall require a quality system achieving control of the quality of the services and supplies.

a. In the Government’s response # 113, the government highlighted that the

Contractor is accountable for all subcontractors and vendors.

b. Please clarify if all vendors and subcontractors must be ISO 9001:2008 compliant or if the requirement is only for the Contractor to be ISO 9001:2008 compliant and to use the ISO standards to hold all vendors and subcontractors accountable to have a quality system to achieve control of quality of the services and supplies.

a & b) The Prime Contractor must be ISO 9001:2008 compliant. Refer to PWS 3.4.

DPWS page 27, para 7.1, Aircraft Condition Inspections, states “The Contractor shall perform the scheduled C-12 Aircraft Condition Inspections (ACI) in accordance with the C-12 ACI Specification MED (C-12)-065, OEM manuals, and Navy Supplemental maintenance manuals within 74 consecutive days including all O&As.”

a. Please clarify how the contractor can be held to the 74 consecutive day requirement when unknown O&A work discovered during the inspection could easily drive the ACI time to repair well past the 74 day limit.

b. What level of O&A work is to be considered as part of the 74 day limit?

c. Does the 74 day limit apply only to the ACI inspection itself and the replacement of consumable parts but not to O&A work?

d. Will all O&A work be on a separately negotiated timeline based on the teardown report?

a) Citing updated PWS 7.1 (see Amendment 1 to the

RFP), 12.3 and 12.4, an Over & Above Work Request

(O&AWR) shall be submitted (in accordance with

NAVAIR Clause 5252.217-9507) for approval of Labor and/or Materials that would extend an ACI (Scheduled

Aircraft Overhaul) effort beyond 74 days and/or allocated funding.

b) All Levels of O&A work related to ACIs are included in the 74 days, unless an extension is granted in accordance with the O&A Work Request process.

c) Revised PWS 7.1: "...within 74 consecutive days including all O&As." See also response to b) above.

d) Government extension of the 74 consecutive day limit will be addressed via the O&AWR process. See also response to b) above.

DPWS page 21, para 5.3, Hazardous Materials.

a. Will the Government provide hazardous waste collection sites for contractor uses on all sites?

b. Please clarify the process for hazardous waste disposal at both CONUS and

OCONUS sites?

a) and b) See revised PWS 5.3. The HazMat disposal process will be dictated by the governing authority for each respective CONUS or OCONUS site.

7. RFP Pg 140, Para L.B.3.3.a.(1).ii; RFP Att_L-5_PP-1_Cont_Data_22July2015, Instructions Paragraph & Cell C6 Instructions

a. Not Relevant – Bullet 3: Contracts, or those portions of contracts, whose performance is older than 5 years from the proposal due date. (If only a portion of a contract is older than 5 years, then only that portion is not relevant for reasons of recency.)

Instructions: The Offeror shall complete Table PP-1 (Past Performance Contract Data) for each relevant contract, delivery order, or task order number, or those relevant portions whose performance is within six years of the proposal due date.

Cell C6: State the contract number (e.g. N00019-10-C-1234). The Offeror shall complete Table PP-1 for only relevant contracts, or those relevant portions of contracts, that are within 5 years of the proposal due date.

b. Question/Comment/Recommendation: There are disconnects between

L.B.3.3.a.(1).ii, Att_L-5_PP-1_Cont_Data_22July2015 instructions, and Att_L-5_PP-

1_Cont_Data_22July2015 Cell C6 instructions. Please clarify the period of performance for relevant contracts.

Contracts, or those portions of contracts, whose performance is within five (5) years of the proposal due date will be assessed for relevancy. The initial paragraph in the instructions of Attachment L-5 erroneously references six years. Amendment 1 will include an update to Attachment L-5.

12. Please clarify the discrepancy in Section L regarding Annex A. L.2.1.7, Table G-1

Offeror Electronic File Naming Convention: Annex A instructions state “*Please note:

Provide in electronic format only.” while L.3.0, Table G-2 Proposal Structure: Annex A calls for 1 Original/1 Copy.

The electronic format of Annex A should be provided on both the Original (“Master”) CD-ROM and the Copy

(“Back-up”) of the CD-ROM (See Section L, Part A, Paragraph 2.1.1). No paper copies are required for

Annex A. For the remainder of the information specified in Section L, Part A, Paragraph 3.0, Table G-2 both electronic and paper copies are required. Table

G-2 will be updated in Amendment 1.

13. Please clarify whether Annex B (Small Business Subcontracting Plan); Volume 4

Price; and Volume 5 Contract Administration can be grouped on one CD or if they must be submitted on individual CDs. L.2.1.1 states: “Annex B (Small Business

Subcontracting Plan); Volume 4 Price; and Volume 5 Contract Administration contain price information and should be delivered on separate CD-ROM(s) from the remainder of the proposal.” It is unclear on whether the Govt. wants those all on one CD or “separate CDs”, just all separate from the one that has the rest of the proposal.

Anything that contains Price information must be contained on a separate CD from the rest of the proposal. Annex B, Volume 4, and Volume 5 may be submitted together on the same CD, but must be separate from all other proposal information.

L.A.4.2.A. Unclassified Packaging: The master set of proposals and set No. 1 copy will be marked for Phillip Smith, NAVAIR PCO, AIR-2.3.5.3. The Master Set shall include all original proposal volumes, all proposal volumes on CD-ROM, a completed and original signed Standard Form 33; acknowledgement of all solicitation amendments, if applicable; and Representations, Certifications and Other Statements of Offerors or

Respondents (Section K of this RFP) and other applicable fill-ins in Volume 5. Note:

Any documents which contain price data shall be on a separate CD-ROM(s) from the other CD-ROMs.

a. If the Original and Copy 1 go to Phillip Smith, to whom do we address Copies 2 and

3 of the Executive Summary volume?

b. Can Annex B, Volume 4-Price, and Volume 5-Contract Administration be grouped on the same CD as long as the CDs do not include any other volume information?

(Same question as #2 above)

Phillip Smith, NAVAIR PCO, will receive all proposal information including the Master copy and all additional copies.

Anything that contains Price information must be contained on a separate CD from the rest of the proposal. Annex B, Volume 4, and Volume 5 may be submitted together on the same CD, but must be separate from all other proposal information.

Reference RFP Reference: page 128, Section L paragraph 4.1, first subparagraph

RFP Statement: “However, it is requested that one hard copy and one electronic copy on a CD-ROM of Volume 3 Past Performance, Table PP-1 (Past Performance Contract

Data); as well as Volume 1 Executive Summary, Table ES-1 (Offeror Summary) and

Table ES-2 (Relevant Contract Summary) be submitted three weeks prior to the submission date and time specified on Standard Form 33 (Block 9).”

Question/Request: Please clarify if we are to (a) submit the three tables only (PP-1, ES-1, and ES-2) or (b) submit the complete Volume 3 Past Performance including

Table PP-1 and the complete Volume 1 Executive Summary including Tables ES-1 and

The early submission request is only for the three tables. The expectation is that the official proposal submission will include a complete Volume 3 and a complete Volume 1, including all respective tables.
