Question # Question Received from Industry Answer

Reference: PWS Pg. 19 Section 5.1 C-12 Aircraft Scheduled and Unscheduled Site

Level Maintenance

Discussion: A 25% surge for an undetermined period of time can amount to a full aircraft addition for some sites. Industry will either bid too many heads, or understaff and be unable to accomplish the surge. This will have cost impacts to include OT and DOL oversight of OT utilization (mandated as a SCA contract).

Question 12:

Will the government allow all surge requirements be covered in the O&A CLINs?

Refer to PWS Sections 5.1, 5.1.13 and 12.7.

No changes relating to the 25% benchmark and applicable CLIN are anticipated. The

Government also provided historical and projected numbers of TDY/Dets by Site within the Competition Library CD.

CLIN 0X08 calls for burdens for travel and material. We apply different burdens to travel and materials. Recommend this CLIN be broken into two separate CLINs so the proper burdens can be applied.

See Section B of the Final RFP for breakout between travel and material. CLIN structure will remain the same.

Does Clause 52.222-42 apply to third country nationals employed in Bahrain, Cuba, or

Japan or are all employees required to be U.S. citizens?

Please see FAR 52.222-42: "This Statement is for Information Only: It is not a Wage

Determination."

PWS Section 14- What strip and paint activities are required under this PWS paragraph, separate from the strip and paint associated with an ACI?

PWS 14.0 is complete.

To provide Offerors with greater understanding of the existing C-12 CLS operation and to assist in building responsive pricing and minimize uncertainties in the bidding process, we request that the Government conduct site visit(s) at selected locations prior to, or immediately following, release of the final RFP for C-12 CLS.

See industry day brief that was posted on

FEDBIZOPPs. There are no scheduled site visits.

Question # Question Received from Industry Answer

Price Volume - The DRFP states here, “The Offeror shall not add any additional direct costs to the Government Estimated Cost provided in Section B. Fee or profit shall not be included as part of the ceiling burden rate for FFP CLINs (0X02, 0X03, and 0X08) in

Section B.”

Does this mean that there is no fee allowed on CLINs 0x02, 0X03, 0X08, or, no fee calculated into the NTE M/H burden rate?

According to DRFP pg 141, it would appear that there is no Fee allowed on these

CLINs?

The Offeror shall not include fee on CLINs

0X02, 0X03, and 0X08, including in the build up of the burden rate.
