Question Received from Industry Answer
PWS Section 3.3 Quality Assurance Program
The Contractor shall maintain an effective Quality Assurance Program (QAP) to ensure proper compliance with the maintenance requirements, practices, and procedures with emphasis on material condition of the aircraft. The Contractor’s QAP shall be part of the
Contractor’s Title 14 CFR Part 145 operations.
Q: Is the Prime required to have a Part 145?
The Prime is required to have a QAP compliant in accordance with Title 14 CFR
Part 145. PWS Section 1.4 also reworded for clarity.
L.A.1 General Instructions
A 30 page Technical Volume is insufficient page count to allow Offerors the ability to provide adequate information concerning all evaluation factors. Additionally, the limited page count hinders the Government’s ability to fully assess the capabilities of the Offeror and provide evaluators a clear understanding of the Offeror’s approach, expertise, experience and capability.
Q: Will the Government accept a 100 page Technical Volume?
The suggested page count is merely a
SUGGESTION, and does not include attachments. A deficiency will not be issued for going over or under the suggested page count. We are merely asking the Contractor to limit proposals to what is absolutely relevant to the Section L instructions and the
PWS requirements. Please see the Final RFP for the updated page counts.
Over the course of this contract is there any intent to move the C-12 aircraft into
NALCOMIS/OOMA?
No
Page 120 of 144, Table G-2 states the technical and past performance suggested pages are
30 and 30. In order to assist the Government in awarding without discussions, we recommend an increase in page count to clearly provide enough information without having to enter into discussions. Would the Government consider increasing page counts to 100 and as needed for technical and past performance respectively?
See line 3: The suggested page count is merely a SUGGESTION, and does not include attachments. A deficiency will not be issued for going over or under the suggested page count. We are merely asking the Contractor to limit proposals to what is absolutely relevant to the Section L instructions and the
PWS requirements. Please see the Final RFP for the updated page counts.
How do we handle getting Past Performance Questionnaire responses if the proposing
Prime, Principal Subcontracor, or JV Team member is currently on contract with another potential Prime, Principal Subcontracor, or JV Team member?
Provide Attachment L-4, Past Performance
Questionnaire to the COR.
Flight Ops Requirement - will the Government be providing pilots, or is the contractor responsible for providing pilots/
The Contractor is responsible for Functional
Check Flights (FCFs) at Depot facilities, including providing FCF pilots. PWS Section
7.1 has been updated.
Seems as though only the incumbent can get a "very relevant" rating…
A VR rating is achieved by demonstrating a majority of the elements defined in Section L of the RFP.
The Government has not directed the TC-12B divestiture as of 7 July 2015. See Final RFP for the most current status.
FFP Maintenance…is the Government going to provide a current status of aircraft? The historical and projected depot requirements were provided as part of the
Technical Library (CD provided at the Pre-
Solicitation Conference).
Are there partnership requirements for the Bahrain location? It is incumbent upon the Offeror to determine and meet the site specific conditions/responsibilities and propose its plan to meet the C-12 PWS requirements.
For sites with one aircraft, what happens when that aircraft goes down for maintenance? Record appropriate aircraft status in accordance with CDRL A003 and A003 formatting Supplement. CDRL A003 Aircraft
(monthly) Status Report includes Mission
Capable (MC) rate for each aircraft based upon PWS Appendix D - Performance
Calculations. For example: Aircraft undergoing ACI are recorded as Non-
Reporting Time (NRT) for the purpose of populating daily aircraft status in accordance with CDRL A003.
It is unclear as to whether the parts are GFP or contractor owned… Section J, Attachment 5 identifies all of the
GFP available for performance of the C-12 requirements. All parts will be dispositioned
IAW FAR 52.245-1 Alt I. The selected awardee will be responsible for conducting an inventory of the GFP with the Incumbent
Contractor and designated Goverment representative at each primary operating site
(see PWS paragraph 4.1.2). Also see PWS paragraphs 4.1.6 and 4.1.7.
ACI's - on site or at repair station? Depot overhauls must be completed IAW with
FAA regulations (See PWS Paragraph 1.4).
What kinds of modifications are expected? FAA mandated requirements such as
Communications, Navigation, and
Surveillance - Air Traffic Management (CNS-
ATM) as the technology matures. Upcoming applicable requirement for the C-12F/M/W aircraft is the Automatic Dependent
Surveillance-Broadcast (ADS-B) Out requirement. See PWS Paragraph 12.9.
Are there going to be specific SB requirements identified in the RFP? No. Information regarding SB proposal instructions can be found in Section L, Volume 2, Paragraph 2.7.
Has a small business set aside goal been established? If not, when will one be posted? No. Information regarding SB proposal instructions can be found in Section L, Volume 2, Paragraph 2.7.
Are any of the sites currently operating under a Collective Bargaining Agreement? Yes. The CBA(s) will be provided in Section J
Attachment 8.
PWS paragraph 5.8.2 references “refurbished or repaired parts”. Is the government referring to parts that have been sent to a repair station for repair, overhaul or refurbishment? Can repairs take place in the field as long as the work is performed under the requirements of FAR Part 43 and Part 91 utilizing parts and materials that have a 8130 documentation?
PWS 5.8.2 provides that all parts and materials shall be FAA-approved (see approval of non-OEM parts exception under
6.1). Comply with FAA requirements regarding 8130 tag authorizations.
Would the Government consider an alternate set of skills and/or experience for a critical position to be a deficiency, if those skills provided were of equal or greater benefit to the
Government?
The skillset required of Critical Job Positions is identified within Appendix C of the Final PWS.
Resumes are not required and will not be evaluated.

Offerors should propose to the CLIN structure in Section B. CLIN estimates were based upon projected overhauls during ordering periods, or, 12-month periods based upon award date. The projections in the Library are based upon the latest information as of date noted on the Excel file and correspond to Fiscal Years - in accordance with NAVAIR
Depot funding authorizations. However, overhaul requirements may vary slightly based upon usage and funding availability.
Schedule B CLIN 0X05 provides a government estimate for PT6A engine depot overhauls for each year but does not provide a breakout of numbers by specific engine type.
a. Recommend CLIN 0X05 include SLINs for each engine type. This will give the best fidelity into the costs for each type of engine. The addition of the engine overhaul estimates as SLINs clarifies the exact pricing requirements in the one authoritative document, the RFP. (minimizes clerical mistakes
The projected data in the competition library is broken out by Engine type.
The Government wants all Engine PT6A tasks identified within PWS Section 8.0 assigned to
CLIN 0X05 (Refer to PWS Paragraph 8.4 O&A
Labor and Material).

From inset table 1.a) Offerors should propose to the CLIN structure in Section B. The projections within the Competition Library CD
(handed out at Pre-Solicitation Conference 24
Jun 2015) follow the Government’s fiscal years (FY) due to Government-provided FY depot funding. Several variables may cause the schedule to slide left or right, including funding availability, contracting workload, completion date(s) of prior overhaul or repairs, etc.
The estimates within the RFP are intended to capture projections based upon contract award that differs from Government fiscal years.

a. Please associate the aircraft BUNO and site with for each projected ACI event.
See PWS 7.0 and PWS 1.3 Table 1 for current aircraft locations by T/M/S.
PWS Section 1.4 - INFO: Section states “The C-12 aircraft are under a FAA Title 14 CFR Part
21. Maintenance or repair may be accomplished by the site maintainers; an OEM authorized Service Center, or a FAA-certified or European Aviation Safety Agency (EASA) -
Certified Part 145 repair station.”
QUESTION: Was it the Government’s intent to state the “C-12 aircraft were originally certified under FAR Part 21, but do not carry current Part 21, Airworthiness Certifications and are maintained under Parts 43, 91 and 145?”
See the PWS Paragraph 1.4 in the Final RFP
PWS Section 2.0 - INFO: The documents FAR PARTs 43, 91 and 145 referenced throughout the PWS are not listed as applicable documents.
QUESTION: Was this an oversight or does the Government not intend to list these regulations, as applicable, regardless of PWS requirements?
All FAA regulations and applicable laws shall apply as required.
There are several references in the RFP to performing “aircraft flight operations”. Please clarify there is no requirement for the contractor to provide flight crews.
There is no requirement for the Contractor to provide flight crews.
PWS Section 3.8.1 - INFO: The Contractor shall manage and use all Government Property
(GP) identified in Appendix B, Government Furnished Property without rental charge.
QUESTION: Are there currently any property or equipment being rented, under the current contract, that could require the offeror to incur cost or require cost to be included in the
Offeror’s bid to prevent cost to the contractor during contract performance that would not be reimbursable?
No, there is no property currently rented that would cause the offerer to incur a continued rental cost.
PWS Section 4.1 - NOTE: If there is a modification program in work, the Incumbent
Contractor will continue with the modification until all scheduled aircraft have been completed and accepted by the Government. The Incumbent Contractor will continue to manage and maintain accountability of material in the pipeline until delivered and accepted by the Government.
QUESTION: Is it the Government’s intent that this requirement include possible modifications being performed at a MOB and not just at a depot facility? If so, how will the
Government handle segregation of contractor personnel, tooling, material, etc.?
The Governemnt does not have any aircraft modifications being accomplished at the home sites, nor are there any planned.
PWS Section 5.2 - QUESTION: For Guantanamo Bay, the PWS states the contractor is responsible to providing housing, utilities, and associated support. What entity controls the facilities, utilities, etc. on the base? Are these facilities controlled by the Navy or another agency? Please provide additional information so that offerors can obtain cost information.
You may contact the appropriate housing authority at NSA Guantanamo Bay, Cuba for determining expenses and cost estimates.
PWS 6.1.9 - QUESTION: Per this requirement, the contractor is required to track parts usage for at least the prior 12 months. We did not observe this usage data in the
Competition Library files nor posted with the RFP. This data is critical to developing a comprehensive proposal. Please provide the parts usage data for the fleet.
The additional doucments will be posted on
FEDBIZOPPS.
Section L, 2.3 and PWS 3.12 - QUESTION: How will the data be provided to the contractor to populate the new system? Will the data be electronic and if so in what format?
Refer to PWS 4.0 Transition Phase-In, particularly 4.1, 4.1.5, and 4.1.6.
Section L 2.1.7 - QUESTION: The table showing the valid extensions includes Microsoft
Project (.mpp) as an allowable format. In Table G-1 for the POA&M, it shows the file naming convention as “POAM.xlsx”. Is the POA&M permitted to be submitted in
POAM.mpp format?
The Final RFP has been updated. The Offeror may submit the POA&M in either MS Project or MS Excel.
Section L-B.2.6 - This section requires specific information that has a potentially major impact to an
Offeror’s proposal, as either a strength or weakness, information requested is stated as “The
Offeror shall demonstrate the degree to which its previous experience is similar to this solicitation, particularly with respect to performing aircraft maintenance and flight operations on commercial derivative aircraft similar to C12 type aircraft in an OCONUS/CONUS environment at multiple sites.
The Offeror shall describe its experience in management of multi-site, Contractor Logistics Support including acting as the prime contractor, providing Program Management and Subcontractor
Management for similar type of work, scope of effort and complexity with respect to the solicitation. Describe any long-term support agreements with proposed principal subcontractors.
The Offeror shall only reference the contracts submitted for the Past Performance evaluation to demonstrate its experience.”
QUESTION: With the amount of information required in the Technical Volume of this RFP and the allotted page count, would the Government consider either combining the experience requirements with the past performance requirements into one volume or by designating the Experience section of the Technical Volume an annex, thus freeing up additional pages for addressing critical technical processes that ensure safety of flight, performance and material condition of the aircraft are addressed at a level of detail needed.
Experience will remain as an evaluation element under the Technical Factor.
Section L-A.2.1.7 - INFO: The Offeror shall only reference the contracts submitted for the
Past Performance evaluation to demonstrate its experience. As a minimum, complete
Section L Attachment L-3, Experience for each reference contract, specifically citing the current/previous contracts from where this information pertains, using the contract reference numbers specified in Table ES-2. No information on individual employee experience of the prime contractor, principal
QUESTION: (a) Is it the Government’s intention that the required Section L, Attachment L-
3, Experience, be completed (populated) with required data and placed in this section of the Offeror’s proposal? (b) If the Attachment L-3 table, is to be completed and placed in this section, does the table count against “suggested page count?”
(c) Is the row containing the word Experience in Table G-1, Offeror Electronic File Naming
Convention, referring to the Attachment L-3, Experience?
(a) The completed Attachment L-3 should not be incorporated into Section 2.6 of Section L.
Attachment L-3 should be submitted as Annex
C (see revision in the Final RFP), in both hardcopy and electronic format. Section 2.6 should provide the supporting narrative describing the Offeror's experience.
(b) Attachment L-3 will not count toward the page count.
(c) Table G-1 has been updated to reflect the addtion of Annex C. See the Final RFP.
File details come from the government source that posted it. Updated .
