Formal RFP

NumberIndustry QuestionGovernment Response
There is a requirement for a Transition Phase-In per the PWS 4.1 and Section LA-1, Part B, 2.1. In Section B there is no separate sub CLIN for Transition Phase-In and in Section C the referenced PWS paragraph is identified as belong to CLIN 0X01. Should the offeror propose price for Transition Phase-In be included in each sub CLIN of 0X01 or will the government amend the RFP to add a separate sub CLIN for Transition Phase-In?The costs for Transition Phase-In should be included within the existing subline items of CLIN 0001. The Government does not intend to add a separate subline item for Transition Phase-In.
Section LA-1, Part A, 3.0, Table 3.0 indicates that Table T-1 Small Business Goals be an Attachment L-3 of Volume 2 Technical. The last paragraph in 3.0 states that “No price information, (e.g., DOLLAR VALUES AND / OR HOURLY RATES) shall be included in any volume other than Annex A (Small Business Subcontracting Plan) and Table T-1 (Small Business Goals); . . .” Having Table T-1 as part of Volume 2 conflicts with the requirement in the last paragraph. Recommend that the reference to Table T-1 be removed from Table 3.0.The last paragraph of Section L A 3.0 reads: "No price information, (e.g., DOLLAR VALUES AND / OR HOURLY RATES) shall be included in any volume other than Annex A (Small Business Subcontracting Plan) and Table T-1 (Small Business Goals); Volume 4 Price, or Volume 5 Contract Administration."

This allows for price information that is contained in Annex A and Table T-1 to be included in Volume 2.

REVISED RESPONSE

Include Table T-1 in Annex A rather than Attachment L-3 of Volume 2. The RFP will be amended to reflect this change.

Section LA-1, Part A, 7.0 Technical Library states that the library is located at NSAWC, NAS Fallon NV. Could the government provide a listing of the content of the library?List of contents of the Technical Library will be posted to the Federal Business Opportunities (FBO) website.
Section LA-1, Part A, 2.0 states that “All pages should be numbered with volume, paragraph, and page numbers.” What paragraph number should be used if multiple paragraph numbers on the same page? Recommend the requirement for paragraph number be changed to major section number (i.e. X.X) per Table 3.2 Cross Reference Matrix.A one decimal place paragraph number (i.e.X.X) is acceptable for the paragraph number in the page numbering and would be in accordance with Section L A 2.0 instructions.
The PWS, paragraph 4.1.1d. states “It shall also identify the "ramp-up" required to achieve full manning levels and performance”. The implication of this requirement is that the incumbent contractor is performing work in support of the mission. Attempting to scope our work, we need to understand the scope of the incumbent and there role in fulfilling the mission requirements. Does the phase-in period of 60 days overlaps the incumbent’s final period of performance excluding their phase-out? Will the incumbent be responsible for their current scope of work during the phase-in period? The transition phase-in period will overlap with the period of performance under the predecessor contract. As stated in paragraph 4.1.1 of the PWS at Section J Attachment 1, "The successor Contractor shall assume 100 percent responsibility for all requirements under the contract and PWS on the first day after the Transition Phase-In period ends."
Section I, Contract Clauses. Would like to request that the following two clauses be removed from the RFP and the resulting Contract: 252.227-7026 Deferred Delivery of Technical Data or Computer Software and 252.227-7027 Deferred Delivery of Technical Data or Computer Software. If an offeror takes exception to such clauses in its proposal would its proposal be considered non-compliant?See Section L, LA-1 CONTENT OF PROPOSALS (SERVICES), Part B, 5.0, c. Terms and Conditions. An exception or deviation from the provisions of the solicitation and its applicable documents is considered a deficiency. The Government does not intend to remove DFARS clauses 252.227-7026 and 252.227-7027 from the RFP.
Can the Government provide the current weekly or monthly flight schedule? Specifically, how many aircraft are committed to a daily flight schedule for by T/M/S?The technical library contains selected flight data including the entire month of June 2013 flight schedules to show a typical month's requirements.
Paragraph 4.23 of the PWS (RFP Attachment 1) requires the Contractor to maintain a Web-based Information System (WIS). Is the WIS to be provided by the Government for the Contractor’s use or is the Contractor expected to provide the WIS?The contractor is expected to provide the WIS.
Multiple questions were received regarding a potential pre-proposal conference. The statement regarding the anticipated pre-proposal conference timeframe was deleted from the Federal Business Opportunities (FBO) website on August 6, 2013. If the Government chooses to hold a pre-proposal conference the necessary information will be provided on the FBO website.
Table ES-2 in Attachment L-2 to Section L of the RFP contains a column for Volume 4 (Experience). Section L does not show a requirement for Volume 4 – Experience. Please clarify. The column referencing Volume 4 (Experience) within Table ES-2 in Attachment L-2 is erroneous will be deleted in an amendment to the RFP. There is no requirement for submission of an Experience volume.
Our assumption is that the Government will award the contract annually and not on a monthly basis. The RFP contains SLINs for three different ranges of monthly flight hours (SLINs 0X01AA, AB and AC). How does the Government intend to order these SLINs? In other words, does the Government intend to exercise the same SLIN for the entire 12-month period based on flight hour projections for that period, or will the Government order different SLINs within the same ordering period? The Government may order different SLINs within the same ordering period. The specific SLIN ordered will vary based upon the total number of flight hours flown by the aircraft maintained by the contractor in a particular month (all Type/Model/Series (T/M/S)).
Paragraph 6 of the PWS (RFP Attachment 1) requires the Contractor to paint aircraft in its entirety. Will the contractor be required to media blast aircraft? The contractor is expected to perform aircraft painting in accordance with the COMNAVAIRFOR INST 4790.2B, NAVAIR 01-1A-509-2, the COR directions, and all applicable Navy, Air Force, local and base instructions/tech manuals. Media blasting is not required. Aircraft are sanded down to the primer.
The face page of the RFP (SF 33) fails to indicate whether or not the resulting contract will be administered by the DCMA. Likewise, NAVAIR clause 5252.242-9511 refers contractors to the administered by block on the SF 33. This block refers bidders back to the NAVAIR Contracting Office in Block 7 of the SF 33; indicating that the contract will be administered by the NAVAIR Contracting Office. However, within the same NAVAIR clause, (b)(1) and (b)(2) having to do with the Administered By block, indicate contract administration functions are “to be determined at the time of contract award”. Please clarify the plan for administering the resulting contract.NAVAIR anticipates delegating contract administration authority to DCMA. Specific contract administration functions to be retained by NAVAIR or additional functions to be assigned to the Contract Administration Office will be specified at contract award. The ADMINISTERED BY block of the SF 33 or SF 26 will be completed at contract award with the cognizant Contract Administration Office.
Attachment L-10 (Manpower) has a column for Labor Category Title. Is the Labor Category title the CBA titles or does it imply that we should use internal company job titles?Follow the template example provided in attachment L-7. For Labor Category Titles that are included in the CBA, use those titles, for Professional and other titles that are not in the CBA, use internal titles. See RFP section L 4.1d Ground Rules and Assumptions.
Is the contractor responsible for loading and unloading ordinance on any aircraft platform? No
Is the contractor responsible for removal/installation of any support Aircraft Munitions Equipment (AME) requirements? No, if this question is referring to Aircraft Armament Equipment (AAE)(launcher rails, pylons, and bomb racks)
Page 96, Section 2.5(a)(4): Does the Government intend to provide specific Small Business Subcontracting Goals to all offerors for the T-1 Table? Or should the offeror provide its own unique Small Business Goals? The Government does not intend to specify Small Business Subcontracting Goals. It is the responsibility of each offeror to provide their unique Small Business Subcontracting Goals and fill in Table T-1 accordingly.
Page 102, Section 4.2 indicates that the Offeror shall provide Section B in “Volume 4 – PRICE.” However, Page 105, Section 5.0(d)(3) also indicates that Section B should be included in “Volume 5 – CONTRACT ADMINISTRATION.” Is it the Government’s intent that offerors include Section B in both Volume 4 and Volume 5?Yes, it is the Government’s intent that offerors include Section B in both Volume 4 - Price and Volume 5 – Contract Administration.
Page 105, Section 5.0(d)(2) references “…or Online Representations and Certifications Application (ORCA) reference.” If the offeror chooses the ORCA option, would the Government accept a hyperlink for the ORCA reference? If not, please advise regarding the intent of ‘ORCA reference.’Offerors should refer to Section K provisions FAR 52.204-8 and DFARS 252.204-7007 Alternate A for specific instructions related to completing the annual representations and certifications electronically via the System for Award Management (SAM) website.
RFP Section L, Part B, Paragraph 2.2.1.1 requires personnel position descriptions and resumes for five key personnel: Program Manager, Contractor Operations Site Manager, Maintenance Supervisor, Material Control Supervisor, and QA Supervisor/Manager. PWS 12.1 – 12.6 identifies six key personnel/professional positions: Program Manager, Contractor Operations Site Manager, Maintenance Supervisor, Material Control Supervisor, QA Supervisor/Manager, and Facility Security Officer (FSO). Request the Government please verify whether or not the Facility Security Officer (FSO) is considered one of the key personnel. The FSO does not require a resume due to the prerequisite training requirements of the position in the PWS. The PWS will be amended to remove from the FSO description in Section 12.6 the Key Professional refererence.
RFP Section L, Part B, Paragraph 2.2.3 states “Detachment sites may include any combination of sites identified in the PWS Section 4.12.2.t.” Upon review of the final PWS it was determined that PWS Section 4.12.2.t does not exist. PWS Section 4.12.4 does; however, list the bases that NSAWC will deploy to including: MCAS Miramar, CA; NAS Key West, FL; NAS Lemoore, CA; NAS Oceana, VA; Nellis AFB, NV; and NAWC China Lake, CA. PWS 4.12.4 further states that the list is representative of the typical base detachments, but the list is not inclusive of all potential detachment sites. Request the Government provide clarification regarding the referenced PWS Section 4.12.2.t.The reference to PWS Section 4.12.2. t. in LA-1, Part B, Paragraph 2.2.3 is erroneous and will be corrected in an amendment to the solicitation. The PWS numbering under Section 4.12 will also be corrected in an amendment to the RFP.
RFP Section L.A.3.0, Table 3.0, requires 1 original and 5 copies of Volume 5, Contract Administration. Section L.A.2.1.1, Electronic Proposal Media, requires two sets of CD-ROMS (Master & Backup) containing Annex A (Small Business Plan), and Table T-1 (Small Business Goals); Volume 4 (Cost/Price), and Volume 5 (Contract Administration). Per RFP Section L.B.5.0, Volume 5 – Contract Administration, the model contract is to be provided as section 5.0.d of volume 5. Is the separately bound hard-copy of the Model Contract and the separate CD-ROM disk specified in paragraph 5.0.d, in addition to the Volume 5 submittal requirements identified in RFP Sections L.A.3.0, Table 3.0 and L.A.2.1.1? If so, do we understand correctly that only one copy of this “Model Contract Only” book and CD is required? As the Model Contract is to be included as part of Volume 5, one hard copy and one CD of the "Model Contract Only" as described in Section L 5.0 d is sufficient.
The PWS indicates support outside of the normal hours listed in 1.1.1 will be occasionally required, to include weekend/holiday flight operations support. Upon review of the CLINs listed in Section B and the corresponding descriptions and specifications found in Section C, there appears to be no “over and above” CLIN included in the solicitation. Under what CLIN will the cost for any support outside the times specified for normal flight operations be authorized and funded? There is no CLIN for over and above included in the solicitation. The cost associated with supporting flight operations outside of normal hours should be included in CLIN 0X01.
RFP Section L.A.2.1.1 states “The Offeror should submit two sets of CD-ROMS that contain its proposal.” RFP Section L.B.3.3.a states “…for each referenced contract, provide one electronic copy (i.e. a hard copy is not requested) of the full SOW/PWS as part two of Annex B.” Is the one electronic copy of the full SOW/PWS as part of Annex B in addition to the TWO electronic versions required of all sections of the proposal? No. One Master and One Backup copy of any electronic submission is sufficient.
The U.S. Department of Labor, Employment Standards Administration, Wage and Hour Division, has released a revision identified as follows:

Wage Determination No.: 2005-2333 Revision No.: 13 Date of Revision: 06/19/2013 Is it the Governments intent for offerors use AWD Revision No. 12, dated 06/13/2012, or should we use the more recent AWD Revision No. 13, dated 06/19/2013? The Area Wage Determination at Section J Attachment 6 will be changed to the Wage Determination No.: 2005-2333, Revision No.: 13, Date Of Revision: 06/19/2013 version in an amendment to the RFP. It is the Government's intent for offeror's to use the Area Wage Determination provided in the amended RFP.

In Section B of the RFP the “O” and “I” level maintenance Base Period CLIN is 12 months. There is no Transition Phase-In CLIN listed in Section B. Per Section 4.1, “The Phase-In Transition period is defined as the first 60 days of contract performance”. Will the Government consider establishing a separate Transition CLIN so transition can be separately priced and evaluated? Otherwise, the transition cost will have to be factored into all three SLINs for 0X01 “O” and “I” level maintenance. The costs for Transition Phase-In should be included within the existing subline items of CLIN 0001.
