About this file
This is a photographic documentation file for the City of New Smyrna Beach's Hazard Mitigation Grant Program (HMGP) project to elevate six flood-prone single-family homes located in Special Flood Hazard Areas (SFHA) classified as Zone "AE". The project encompasses comprehensive turnkey services including structural assessments, boundary surveys, geotechnical assessments, construction plans, permitting, and utility disconnection and reconnection, with all structures to be elevated to 10 feet above existing ground level. The six properties are located at 455 DeSoto Drive, 645 Goodwin Avenue, 647 Goodwin Avenue, 508 South Indian River Road, 529 South Peninsula Avenue, and 640 South Pine Street. A non-mandatory pre-bid meeting is scheduled for December 9, 2025, at 2:00 PM via Microsoft Teams, with written questions due by December 18, 2025, at 5:00 PM. Bids are due electronically by January 8, 2026, at 2:00 PM, with bid opening at 3:00 PM the same day. Work must be completed by October 31, 2026, in compliance with FEMA grant requirements and applicable building and flood mitigation standards.
The project is 75% federally funded through FEMA's Hazard Mitigation Grant Program, with the remaining 25% funded by the City of New Smyrna Beach and homeowners. Bidders must provide bid security of 10% of the total bid amount and maintain specific insurance coverage including Workers' Compensation, Commercial General Liability ($1,000,000 per occurrence), Automobile Liability ($1,000,000 combined single limit), and Professional Liability ($1,000,000). Contractors must be registered with the Florida Department of State, licensed in Volusia County, maintain active Sam.Gov registration, and comply with E-Verify requirements. The procurement encourages participation from disadvantaged business enterprises, including minority business enterprises (MBEs), women's business enterprises (WBEs), veteran-owned businesses (VOBs), and labor surplus area firms. Liquidated damages are assessed at $1,694 per calendar day for work not completed by the October 31, 2026, deadline. The project is funded under HMGP Contract No. 4337-373-R-b.
