About this file
This is a FEMA archaeological monitoring requirement document applicable to the City of New Smyrna Beach's elevation project for six flood-prone homes in Florida, funded through FEMA's Hazard Mitigation Grant Program (HMGP Contract No. 4337-373-R-b). The contractor must provide a full-time, on-site Secretary of the Interior (SOI) Qualified Archaeologist to monitor all construction activities throughout the entire project duration. The archaeologist should preferably possess osteological experience and the ability to identify human skeletal material, and will hold full stop authority if archaeological or historic concerns are encountered. The project involves elevating six single-family homes located in Special Flood Hazard Areas (SFHA) classified as Zone "AE" to ten feet above existing ground level to protect against 100-year storm events. Upon project completion, a final archaeological monitoring report must be submitted to the Florida State Historic Preservation Office (SHPO) and FEMA, with verification and copies provided at grant close-out.
Should human remains or intact archaeological deposits be discovered during construction, all work in the vicinity must cease immediately and the contractor shall provide immediate notice to the City of New Smyrna Beach. The City is responsible for notifying the Florida Division of Historic Resources, the State Environmental Liaison Officer, and FEMA within 24 hours of discovery. Work may not resume until FEMA and the Division complete consultations with SHPO, Tribes, and other consulting parties. The SOI Qualified Archaeologist must meet specific professional qualification standards established by the National Park Service and published in 36 CFR Part 61, requiring a graduate degree in archaeology, anthropology, or closely related field, plus one year of full-time professional experience in archaeological research, administration or management; four months of supervised field and analytic experience in general North American archaeology; and demonstrated ability to carry research to completion. Additional supervisory-level experience is required for specialists in prehistoric or historic archaeology.

FEMA’S ARCHAEOLOGICAL MONITORING REQUIREMENT
The Contractor shall provide a full-time on-site Secretary of the Interior (SOI) Qualified Archaeologist to monitor all construction activities, preferably one with osteological experience and the ability to identify human skeletal material. The archaeological monitor will have full stop authority if anything of archaeological or historic concern is encountered. The archaeological monitor will be on site during all construction activities for the course of the entire project and a final report will be submitted to the Florida SHPO and FEMA upon completion of the proposed work. Verification and a copy of the report shall be provided at grant close-out. FEMA will review the report and conduct any additional consultations as needed.
If human remains or intact archaeological deposits are uncovered, work in the vicinity of the discovery shall stop immediately and all reasonable measures to avoid or minimize harm to the finds shall be taken. The City shall ensure that archaeological discoveries are secured in place, that access to the sensitive area is restricted, and that all reasonable measures are taken to avoid further disturbance of the discoveries.
The City of New Smyrna Beach's contractor shall provide immediate notice of such discoveries to the City. The City shall notify the Florida Division of Historic Resources, the Division's State Environmental Liaison Officer and FEMA within 24 hours of the discovery. Work in the vicinity of the discovery may not resume until FEMA and the Division have completed consultation with SHPO, Tribes, and other consulting parties as necessary. In the event that unmarked human remains are encountered during permitted activities, all work shall stop immediately, and the proper authorities notified in accordance with Florida Statutes, Section 872.05.
