Addendum No. 1 Summary: Mystic & Noank Library Landscape Master Plan Phase 1

This is Addendum No. 1 issued by the Mystic & Noank Library on September 16, 2026, for the Landscape Master Plan Phase 1 project located at 40 Library Street, Mystic, Connecticut 06355. The addendum confirms the sealed bid due date of October 2, 2026, at 2:00 p.m. and addresses four primary items discussed during or discovered after the September 3, 2026, pre-bid meeting. The existing conditions survey, which was missing from the original plan set, is now included as an attachment. The survey, completed October 6, 2021, is an Improvement Location and Topographic Survey prepared by Boundaries LLC and conforms to Connecticut State Agency standards. The project site encompasses 66,584 square feet (1.53 acres) at 40 Library Street and 14 Elm Street and documents all existing conditions, utilities, easements, property boundaries, and topographic features necessary for bidders to evaluate the landscape construction work.

The addendum establishes three critical requirements for contractor performance: ADA-compliant access to the library's main entrance must remain unimpeded at all times during construction; granite curb materials and installation must comply with Connecticut Department of Transportation specifications per Form 819 and Standard Sheet HW-813_02; and all project-related requests for information must be directed exclusively to Christine Bradley (Library Director) at cbradley@mysticnoanklibrary.com and Judy Munro (Owner's Representative) at jema12739@yahoo.com. The addendum also attaches prevailing wage rates effective September 4, 2026, applicable to all mechanics, laborers, and workers performing on-site work, in accordance with Connecticut General Statute Section 31-53. Additionally, the addendum notes that the library's American Rescue Plan Act (ARPA) grant funding must be fully expended by December 31, 2026.
