Question
Will the Government accept a pre-engineered, bolt-together canopy structure in lieu of the field-welded space frame structure shown in the project drawings? The pre-engineered option would present a significant cost savings to the Government and would still provide the curved roofline through the use of three curved trusses connected by purlins.
Answer
CE: No. The Government will only accept a pre-engineered space frame canopy as shown. The 100% Design Drawings only include a space frame canopy for design intent. The space frame structure itself is not designed. Refer to sheet S-001 Structural General Notes under “Pre-Engineered Space Frame Systems” and other places for instructions. It is the responsibility of the general contractor to solicit the services of a specialized space frame structure design contractor for a full design/built of the structure from design to fully assembled. The subcontractor shall provide 3-D CAD design models, engineering, testing, pre-assembling in factory, transporting, and final assembly of the space frame structure as described in the drawings. Bolted connections are preferred. The design should be submitted to the Government for approval during the design process. The General Contractor is responsible to coordinate and assist the space frame subcontractor in all related activities for a seamless transition.

Referencing Part II, Evaluation Subfactor 1 – when the offeror is a Joint Venture, please confirm that the past performance requirements may be met by any combination of experience from one or both of the companies forming the Joint Venture.

Correct, as a joint-venture, the experience requirements can be met by any combination of experience from one or both of the companies.

Referencing Part II, Evaluation Subfactor 1 – how shall the offeror demonstrate compliance with past environmental permitting requirements to the Texas Council of Environmental Quality? Must the offeror have past experience with projects specifically requiring a SWPPP filed with the Texas Council of Environmental Quality, or can the offeror demonstrate/ certify that they have performed all previous work without any regulatory non-compliance?
Answer
CE: The offeror companies are only required to demonstrate/certify that they have performed all previous work without any environmental regulatory non-compliance issues with TCEQ.

Referencing Part II, Evaluation Subfactor 1 – is it the Government’s intent to exclude offeror companies with less than 10 years of experience from this acquisition, or can the offeror demonstrate that key personnel involved in the project hold the requisite experience?
Answer
CE: The Government will give consideration to offeror companies that demonstrate a minimum of 10 years in accumulated construction trade experience including the equipment, material, and construction disciplines required to complete the requirement. This requirement is separate from personnel experience; Subfactor 2 relays the personnel/team qualifications.
